911 Communications Department for the 2023 Portable Radio PSAP Grant This grant is a reimbursement grant for the purchase of 13 Harris EX - 185 700 800 mhz portable radios Staff respectfully requests the Board to accept the grant award , approval of the agreement and designate signature authority to the County Manager or E - 911 Director C Option to Purchase Agreement Approve Option to Purchase Agreement between County of Johnston and McLemore Road Limited Partnership and Elizabeth M Browne for Johnston County Parcel ID 06F04028B in the amount of 330,00000 for 9858 acres on the eastern side of McLemore Road This property is adjacent to property owned by Johnston County intended for the Johnston County Regional Park D Building and Grounds Approve Memorandum of Agreement between North Carolina Administrative Office of the Courts and County of Johnston for cabling installation in Courtrooms 1 , 2 , and 3 in the Johnston County courthouse to improve the courts ' authority to hold proceedings by AV transmission The cost of the project is 25,839 and funds are available in the existing budget to accommodate the request E Appointments Blackman's Crossroads Firefighters Relief Fund Boards of Trustees Advertised in October 1 position for a one year term to create staggered terms James Michael Farmer has applied for appointment Meadow Firefighters Relief Fund Boards of Trustees Advertised in October 1 position for a one year term to create staggered terms Marshall Lee has applied for appointment F Budget Revisions • Library - Memorandum of Agreement Request approved Staff request the Boards approval to renew the Memorandum of Agreement between Cooperative Extension and North Carolina State University 6 Approval of Option to Purchase Agreement Request approved Staff requests the Board consider an Option to Purchase Agreement for property identified as Parcel ID 15L11014A in the amount of 49,50000 per acre for 8622 acres 7 Public Utilities - Central Johnston Co Regional Wastewater Treatment Facility Preliminary Treatment Facility Improvements Project - Request approved The bid opening for the CJCRWWTF Preliminary Treatment Improvements project was originally scheduled for November 16 , 2023 However , only one bid was received The bid received on November 16 , 2023 was not opened , and the project was re - advertised for bid on February 1 , 2024 The project includes replacement of fine screens in the influent structure , new screenings conveyor , new screenings compactor , replacement of slide gates in the screenings wetwell , new grit removal facility with classifier and relocation of electrical and process piping in the vicinity of the new grit removal facility The County received two 2 bids on February 1 , 2024 Please refer to the attached summary tabulation of bids Dellinger , Inc of Monroe , NC submitted the lowest responsive bid in the amount of 9,741,09200 Dellinger is properly licensed and experienced in the type of construction involved Expense Construction Phase - Update on Single County Fire Protection Service District Project After the update the Chairman called for a public hearing for April 1 , 2024 at the 6 00 pm meeting Chief Chris Ellington will give an update on the Fire Protection Service District Project Staff requests the Board call for a public hearing to consider the proposal to abolish existing fire protection service districts and establish a new fire protection service district at the April 1 , 2024 at 6 00 pm meeting 9 Manager Reports and Comments County Manager Rick Hester stated before making a recommendation to the Board on a contribution to the Freeway , Arterial , Street , and Tactical FAST 20 Transit Study he would like to further research how other counties are contributing to the study and would bring that information back to the Board at the next meeting 10 Board Reports and Comments Commissioner Fred J Smith , Jr stated the Board had a great retreat and accomplished what they needed to do Commissioner Richard D Braswell also stated the Board had a good retreat and it was great to see the goals the Board has accomplished Commissioner Braswell commended the great employees in Johnston County Commissioner Ted G Godwin stated the Board talked about planning and now we need to be in action mode Commissioner Godwin also clarified his vote on purchase of the land He stated he is not opposed to buying this land and it will be part of the overall plan to create capital needs for the county that are not school related Commissioner April Stephens echoed Commissioner Smith's comments on the Board's retreat Commissioner Stephens stated after spending a week with other elected officials , we are blessed to have the amazing staff we have throughout the entire county Chairman RS " Butch " Lawter , Jr stated it is always good to step back and look at the big picture and the retreat gives the Board a couple of days with staff to look at accomplishments and focus on executing future plans Chairman Lawter also mentioned he had the opportunity to speak to Boy Scout Troops 57 , 58 and 33 yesterday He stated they were in the process of obtaining their citizenship merit badge for community and they asked some tough questions and he enjoyed speaking with them 11 Closed Session -
