Collins Station Phase 1 and 2 - Selma Township C Exercise Option to Purchase Approve Exercise of Option between County of Johnston and McLemore Road Limited Partnership and Elizabeth M Browne for Johnston County Parcel ID 06F04028B in the amount of 330,00000 for 9858 acres on the eastern side of McLemore Road This property is adjacent to property owned by Johnston County intended for the Johnston County Regional Park D Right of Way Agreement with NCDOT Approve Right of Way Agreement with NCDOT for a portion of parcel Tax ID 15J10015A The property is described in Deed Book 847 , Page 676 , Johnston County Registry , containing approximately 0500 acres of which 0192 acres is being acquired as right of way , leaving 0308 acres remaining with access to Hwy 301 Also being acquired is a temporary construction easement containing approximately 0075 acres E Sheriff's Office - Buffalo Rd Booster Pump Station Upgrade and Transmission Main Proposed Budget Revision In July 2021 , the Board of Commissioners adopted an updated project budget and awarded a construction contract for the Buffalo Road Booster Pump Station Upgrade and Transmission project The project includes upgrade of the existing Buffalo Road Booster Pump Station and a 24 " water main along Buffalo Road from the vicinity of Live Oak Church Road to NC 42 The project increases water transmission capacity to the Johnston West 492 hydraulic zone , serving the County's retail customers and several bulk customers In addition , the County previously approved a " Utility Construction Agreement " with NCDOT to upsize the water main 12 " to 24 " along NC 42 from Buffalo Road to Glen Laurel Road Project R - Proposed road name change - Portion of US Hwy 70 Business Following the public hearing , the Board took the proposed name change under advisement to be considered at the April 1 , 2024 meeting The purpose of the public hearing is to allow for public comment on the proposed road name change of a portion of US Hwy 70 Business due to the North Carolina Department of Transportation's Interstate 42 conversion project This segment of US Hwy 70 Business is located in the unincorporated area of Johnston County and is proposed to be changed to Clayton Boulevard 6 Parks , Greenways , and Open Space Request approved Parks and Open Space Grant Coordinator , Austin Cross is requesting approval to submit a grant application for the 2024 Carbon Reduction Program CRP grant cycle through Upper Coastal Plains RPO NCDOT's Q 1 cycle The grant is to construct 2 miles of Neuse River Trail and amenities in Wilson's Mills area The Carbon Reduction Program is a federal USDOT grant from the Bipartisan Infrastructure Bill that is administered by the State's Department of Transportation The total amount being requested from the CRP is 4,210,711 in funds The grant is an 80 federal - funded portion to a 20 local match grant The federally funded portion would be 3,358,589 and the local match portion would be 852,142 This proposal is a reimbursement grant Local funds have been secured by the State's Complete the Trail ' CTP ' grant for 592,500 through East Coast Greenway Alliance If the grant is awarded , the remaining funds 259,642 will be requested through county allocations or private donations 7 Soil & Water Conservation District - Farmland Preservation The item was tabled to the April 1st meeting PageOn March 4 , 2024 District Director , Greg Walker provided the Board with information on securing conservation easements and a proposal for county funding The Board took the information under advisement to be discussed at the March 18th meeting 8 Manager Reports and Comments County Manager Rick Hester mentioned the Regional Transportation Alliance's study across several counties in our region He stated he would like to provide information and a recommendation to the Board at the next scheduled meeting on April 1st regarding a contribution to the study 9 Board Reports and Comments Commissioner Richard D Braswell said he personally knew Commissioner Tony Braswell for a number of years and he was a patriot and dedicated public servant that lived it every day of his life Commissioner R Braswell also stated he will be sorely missed in this community and on this Board Commissioner Ted G Godwin said after the last Commissioners meeting he and Tony had plans to put out campaign signs Commissioner Godwin said he was a great friend and veteran , had a strong passion for Veterans and Johnston County Commissioner Godwin also welcomed Mr and Mrs Roberts to the meeting Commissioner Godwin mentioned concerns on the proposed fire service district and that the fire departments would not be changing Vice Chairman Patrick E Harris said working with Mr Tony Braswell as a fire chief for many years , working for him as a fire commissioner and as a fellow Commissioner , Tony was always a gentlemen Vice Chairman Harris stated we would agree , disagree , laugh , enjoy ourselves , and we would talk about issues and discuss those in depth Vice Chairman Harris also said Mr Tony Braswell was a good exchange of information and had a lot of knowledge about the County Vice Chairman Harris said Mr Braswell will be missed , appreciated his family sharing him with us for all these years and Johnston County is a better place because of his work and dedication to the people Vice Chairman Patrick E Harris briefed the Board on the mental health crisis Vice Chairman Harris said work continues to identify the problems and what solutions can be attained to help solve those problems Vice Chairman Harris stated there would be more to come regarding solutions and recommendations Commissioner April Stephens stated Mr Tony Braswell was an amazing person and she was glad to have gotten to know him the past two and a half years Commissioner Stephens said Mr Braswell was very entertaining during her appointment interview and he had some great questions Commissioner Stephens said she would miss sitting on the right side of him Commissioner Fred J Smith , Jr said the Smith and Braswell families go way back when his mother was the housemother of the Methodist orphanage and his father was the coach there Mr Smith stated Mr Braswell's brother was placed in the orphanage and that was something in common that they talked about Commissioner Smith stated they both had the opportunity to serve our country in the Vietnam War and Mr Braswell served well Commissioner Smith also said they had the opportunity to work together in the government arena to make Johnston County a better place Commissioner Smith said they had a great time kidding each other , agreeing and disagreeing and we never let anything get in the way of our friendship Chairman RS " Butch " Lawter , Jr stated Mr Tony Braswell was very passionate about all that he did and he was very proud of his family Chairman Lawter said it would not have been a Board of Commissioner's meeting without having a note passed to him on something he forgot to do from a former Chairman Chairman Lawter said he will miss him greatly for the advice he gave in his role as Chairman Chairman Lawter made a motion to adopt a Resolution in memory of Tony Braswell , seconded by the Board PagePage pageNumber5Chairman Lawter commented on Commissioner Godwin's remark on the proposed fire service district in that a video is available on the Johnston County website Chairman Lawter stated the tax districts will not affect any of the department names , it will only change the way revenue is distributed 10 Closed Session -
