Lee - Harnett Community Action Board appointment Chairman Lawter stated the votes have been tallied and he announced the following appointment was made • Johnston - Lee - Harnett Community Action Board - Joyce Holloman was appointed 1 Approval Discussion of Agenda - Agenda approved tabling Item No 5 Case 23 - 25 to the May 6 , 2024 6 00 pm meeting 2 Public Comments - There were no public comments 3 Public Hearing - Public Utilities - 2024 Capital Improvements Plan Staff presented an overview of the proposed 2024 updated Johnston County Water and Sewer Capital Improvements Plan CIP for water , wastewater and reclaimed water facilities in Johnston County Following the public hearing , the Chairman announced that the proposed 2024 updated Johnston County Water and Sewer Capital Improvements Plan CIP would be placed on the April 15th 6 00 pm agenda for the Board's consideration The purpose of the public hearing is to receive public comment on the proposed 2024 Updated Johnston County Water and Sewer Capital Improvements Plan CIP for water , wastewater and reclaimed water facilities in Johnston County The CIP includes facility improvements and additions , new facilities , and major capital purchases for Fiscal Year 2024 - 2025 through Fiscal Year 2043 - 2044 Detailed Capital Improvements Plans are required in accordance with North Carolina Department of Environmental Quality guidelines in order to qualify for State loan and grant funding The proposed plan is available for public inspection on the County's website at wwwJohnstonNCcom commissioners See " Public Notices " or at the Johnston County Public Utilities Department located in the Johnston County Land Use Center , 309 E Market Street , Smithfield , North Carolina between the hours of 8 00 am until 5 00 pm Monday through Friday Staff will present an overview of the draft 24 Year CIP 4 Public Hearing - Emergency Services - Single County Fire Protection Service District Staff presented a proposal to abolish existing fire protection service districts and to establish a new single county fire protection service district Following the public hearing , the Chairman announced that the proposed Single County Fire Protection Service District would be placed on the April 15th 10 00 6 00 pm agenda for the Board's consideration The purpose of the hearing is to hear the views of the residents of Johnston County on the proposal to abolish existing fire protection service districts and to establish a new single county fire protection service district A report containing information relating to the proposal may be reviewed at the Office of the Clerk to the Board , 207 E Johnston Street , Smithfield , NorthPageCarolina during regular business hours of 8 00 am - Conditional Zoning GB - CZ Tax ID 07E06003 Owner Katie Proulx Applicant Blake Hesse Conditional Zoning Request Mulch and landscaping sales & equipment and commercial vehicle parking The Planning Board recommends APPROVAL of the Rezoning request and submits to the Board of Commissioners a proposed Statement of Consistency for adoption based on the recommendation for approval 6 Resolution Adopting a Statement of Consistency for Approval - Case 24 - 03 Resolution adopted At the March 4 , 2024 meeting , the Board approved the rezoning request for Case 24 - 03 Staff is requesting the Board to adopt the corresponding Resolution of Consistency for Approval 7 Manager Reports and Comments Request approved County Attorney Jennifer Slusser requests the Board's approval of the Offers to Purchase and Contract documents between Johnston County and Langdon Family Trust for Children for property identified as Parcel ID Number 15I09001A and 15I09001B and located on County Home Road , Smithfield , in the amount of 165,000 and 150,000 , respectively The due diligence fee is 5,000 per parcel and shall be credited toward the purchase price 8 Board Reports and Comments Commissioner Ted G Godwin stated there were many committed people here tonight He recognized the Fire Chiefs that came from all across the County and citizens to voice their concerns or show their support and he appreciated their attendance Commissioner Godwin stated it shows the level of volunteerism that these fire departments have within themselves and with the funding mechanism we can support those volunteers Chairman RS " Butch " Lawter , Jr stated with the comments received for the public hearing we have learned to do a better job communicating the next time He stated what was clear to us is not always clear to the public when we put the information out there and he appreciates the public providing information Commissioner April Stephens reminded everyone of the video on the County's website explaining the Fire Protection Service District Page
