Agenda approved 2 Consent Agenda Items - Consent agenda approved amending Item G Tourism adding Town of Selma A Approval of Minutes - March 18 , 2024 6 00 pm B Department of Transportation - Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Farmall Drive - Steep Hill Farms - Cleveland Township Nickleby Way - Two Thirty One - Wilders Township C Sheriff's Office - Approval of Jail Health Plan Sheriff Steve Bizzell is requesting the Board's annual approval of the Jail Health Plan , as required by the NC Department of Health & Human Services and prepared by IMS Correctional HealthCare , LLC with an effective date of May 1 , 2024 The plan has been reviewed and approved by Health Director Dr Marilyn Pearson D HAPP - Approval of the Fiscal Year 2024 - 2025 Annual Plan HAPP Director Randy Smale is requesting the Board to approve the proposed Fiscal Year 2024 - 2025 Annual Plan No changes are proposed from last year's plan and the required public hearing was held on April 11 , 2024 by HAPP with no comments received E Public Utilities - Johnston County Water and Sewer Regionalization Study Funding Application Johnston County may apply for funding for a State grant for the next phase of the Johnston County Water and Sewer Regionalization Study The application process requires a resolution for signature authority Staff respectfully requests the Board's approval of the proposed resolution designating signature authority to the County Manager F Appointments • Bentonville Community Building Board of Trustees - 1 position ; 2 year terms James Q Beasley has applied for reappointment Mr Beasley would require a waiver in the length of service policy • West Johnston Firefighters Relief Fund Board - 1 position ; 2 year terms Jimmy Brian Allen has applied for reappointment G Budget RevisionsPage• Finance - 222,75000 - To appropriate a State 2023 Appropriations Act funding grant of 222,750 for radios for water rescue teams managed by the County and fire departments in the County • Tourism - 25,00000 - To move funds to cover expenditure for stage purchased for festivals and events for the Town of Selma 3 Special Presentation - Read to Grow Presentation Informational Item 6 Finance - Reimbursement Resolution for Johnston Community College Advanced Manufacturing Training Center Expenditures - Request approved Staff requests the Board to adopt a resolution allowing for the reimbursement of expenditures for construction of the Johnston Community College Advanced Manufacturing Training Center with the proceeds of debt The County has and or will advance funds to pay for certain capital costs associated with the construction of the Center The resolution will allow the County to be reimbursed for these expenditures , if desired , through the proceeds of the debt 7 Parks , Greenways , and Open Space - Carbon Reduction Program Grant Request approved The Parks and Open Space Program was selected to be awarded funding through the FY24 Carbon Reduction Program The maximum amount of CRP funding will be up to 3,368,549 East Coast Greenway Alliance has provided a maximum amount of matching funds of up to 592,500 The maximum amount of county funding is up to 249,642 The final amounts are dependent upon the final cost of the project The project is to construct 2 + - miles of greenway along the Neuse River in Wilson's Mills The grant will be administered through NCDOT and was recommended by Upper Coastal Plains RPO The Parks and Open Space Program requests the Board to accept this award The allocation letter and contract agreement from NCDOT will come at a later date for signatory authorization 8 Public Utilities - Water Sewer Regionalization Study Update Informational Item JD Solomon will present an update to the Board on the next phase of the Water Sewer Regionalization Study 9 Public Utilities - 2024 Capital Improvements Plan Request approved PageThe Board of Commissioners held a public hearing on April 1 , 2024 for the proposed " Public Utilities 2024 Capital Improvements Plan " Staff presented an overview of the plan and addressed questions from the Board No additional public comments were received Staff respectfully request the Board approve the proposed " Public Utilities 2024 Capital Improvements Plan " dated 2024 and the attached resolution 10 Emergency Services - Single County Fire Protection Service District Resolutions adopted and existing individual fire protection district commissions discharged and rescinded effective 6 30 2024 The Board of Commissioners held a public hearing on April 1 , 2024 for the proposed Single County Fire Protection Service District Staff presented an overview of the proposal to abolish existing fire protection service districts and to establish a new single county fire protection service district and addressed questions from the public and the Board Staff respectfully request the Board approve the Single County Fire Protection Service District and the attached resolutions 11 Manager Reports and Comments There were no manager comments 12 Board Reports and Comments Commissioner Ted G Godwin stated the resolutions adopted for the Single County Fire Protection Service District were a product of the work by the fire chiefs and their organizations Commissioner Godwin noted not only are they busy in their communities and providing fire service , they are also looking for longevity down the road Commissioner Godwin said they are doing a great job from an administrative standpoint as well as training and oversight Commissioner Richard D Braswell mentioned how lucky we are to have great staff and such dedicated employees Vice Chairman Patrick E Harris stated some do not realize that the fire chiefs and firemen work as volunteers and have day jobs and other responsibilities Vice Chairman Harris said they take tremendous hours out of their days to put forth an effort to serve the people of this county Vice Chairman Harris also said this is a great step in the right direction to carry the fire service in Johnston County into the future Chairman RS " Butch " Lawter , Jr recognized JCATS as they were selected as the 2024 Transit System of the year at the NC Public Transportation Conference held last week Chairman Lawter congratulated Josh Jensen and his team including Neal Davis for the many years of hard work 13 Closed Session -
