Memorial Day Proclamation Proclamation adopted The Veterans Services Office requests the Board to adopt the 2024 Memorial Day Proclamation 2 Approval Discussion of Agenda - Agenda approved 3 Consent Agenda Items - Consent Agenda approved A Approval of Minutes - April 1 , 2024 10 00 am and 6 00 pm B Call for Public Hearing - Proposed County Budget for FY 2024 - 2025 County Manager Rick Hester requests the Board to schedule a public hearing for the June 3 , 2024 10 00 am meeting on the proposed budget for FY 2024 - 2025 Note Additional evening meetings will be scheduled for budget discussions in June C Terminate Cooperative Agreement 27 - 56 - 94 between the US Marshals Service and Johnston County Johnston County entered into an agreement with the US Marshals Service with an effective date of September 30 , 1994 for detention space and services for federal detainees The contract term is for a period of twenty - five 25 years from the date of project completion and activation and the fulfilment of payments by the USMS Agreement - Article 5 , Section B The project was completed and activated and the payments were fulfilled in 1999 , triggering the start of the twenty - five 25 year period Upon completion of the twenty - five 25 year period , the agreement remains in effect indefinitely until terminated or suspended in writing by either party Agreement - Article 5 , Section C Termination of the agreement requires sixty 60 days written notice by either party Sheriff Bizzell and County Attorney Slusser respectfully request the Board terminate the agreement effective upon the expiration of the period specified in Article V Section B agreement and authorize the County Manager to send a written notice of termination to the US Marshals Service D Capital Area Metropolitan Planning Organization - Memorandum of Understanding At the April 17 , 2024 Executive Board meeting , the updated Memorandum of Understanding MOU was approved for local adoption Changes include adding new members Lillington , Coats and Chatham County as well as some administrative updates to reflect current codes and practices Staff respectfully request the Board to adopt the Memorandum of Understanding in order to facilitate the completion of this work by the start of Fiscal Year 2025 on July 1 , 2024 PageE Resolution of Support - Southeast Area Study Update The Capital Area Metropolitan Planning Organization maintains responsibility for regional transportation planning CAMPO has conducted a two - year study resulting in recommended improvements Staff requests the Board of Commissioners to adopt a resolution supporting the Southeast Area Study Update F Emergency Services - Request for Positions Emergency Services request the Board to consider additional positions for an Assistant Fire Marshal and Fire Marshal Administrative Technician to be added to the current fiscal year budget The increase in new construction permits in our county and the size of certain industrial projects already in progress have significantly increased demand for fire code inspections and new construction plan reviews as well as creating a need for scheduling assistance This position is not funded in the current budget G Johnston County Inspections - Request for Position Johnston County Inspections request the Board to consider an additional position for a code enforcement officer to be added to the current fiscal year budget due to the increased commercial construction that has been recently permitted This position is not funded in the current budget H Juvenile Crime Prevention Council - Proposed Budget for Fiscal Year 2024 - 2025 The Juvenile Crime Prevention Council requests approval of its proposed budget for FY 2024 - 2025 The State's allocation is anticipated to be 393,380 The JCPC is requesting 112,000 from the County for the upcoming year I Health Department - Approval of FY 2024 - 2025 Fee Schedules The Johnston County Health Department is requesting the Board to approve the FY 2024 - 2025 fee schedules for the Behavioral , Preventive , and Environmental Health Divisions Standard changes were made for Preventive and Behavioral Health , where fees were increased or decreased based on the highest reimbursement allowed rounded to the highest dollar amount Environmental Health changes were mostly incremental changes based on fee rates compared with other counties The Board of Health recommended approval of the fee schedules at their April 16 , 2024 meeting J Parks , Greenways & Open Space - Johnston Co Regional Park - Design - Build Project In accordance with NCGS 143 - 1281A b , Johnston County desires to establish in writing criteria used for determining the circumstances under which the design - build method is appropriate for a project Staff proposes the establishment of the criteria to determine the circumstances under which the design - build project delivery method is appropriate for the Johnston County Regional Park , complete engineering documents and construction of Phase 1 Based on the delivery method comparison , the design - build project delivery gives a clear advantage to Johnston County for this project , because the main advantages are shorter project completion time and greater cost certainty during the design phase of the project Given the timeframe that is allowed by the grant funding , the design - build project delivery method advantages best coincide with the core needs and risks of this project Staff recommends the Johnston County Board of Commissioners approve the establishment of these criteria for determining circumstances under which the design - build method is appropriate for the Johnston County Regional Park , complete engineering documents and construction of Phase 1 and authorize the use of the design - build project delivery method for the project PageK Public Utilities - Sole Source Request - 210 Wastewater Treatment Facility 40 to 80 MGD Expansion - Selma Equalization and Pumping Facility Improvements Public Utilities recommends sole sourcing additional components for two upcoming projects , as follows 210 Wastewater Treatment Facility 40 to 80 MGD Expansion - The Board approved sole sourcing for several project components in March 2024 Staff and our engineering consultant Hazen and Sawyer also recommend sole sourcing the systems integrator for this project In 2020 , the County completed a pre selection process for a systems integrator for the original 210 WWTF project Through that process , the County selected CITI , LLC Staff recommends CITI , LLC as the systems integrator for the 210 WWTF Expansion project , in order to maintain standardization , compatibility and consistency for operation and maintenance Please see the attached recommendation letter from Mary Sadler , PE Hazen and Sawyer dated April 23 , 2024 Selma Equalization and Pump Facility Improvements - Staff and our engineering consultant CDM Smith , Inc recommend sole sourcing the stacked tray grit removal system proposed for this project Hydro International is the only manufacturer of this type of grit removal that has no moving parts below the water level and is considered to be the most effective technology currently available for fine grit removal In addition , the County has installed this product on two other projects , and installation of this equipment will maintain standardization , compatibility and consistency for operation and maintenance Please see the attached recommendation letter from Steven Hilderhoff , PE CDM Smith , Inc dated April 22 , 2024 Staff respectfully request approval to sole source the items referenced above for the proposed projects L Budget Revisions • Airport - 19,000,00000 - Funding Allocation Session Law 2023 - 134 Transportation Reserve Fund - Development of the Midfield Expansion Project and other Airport improvements see attachment • Finance - 385,00000 - To appropriate a State 2023 Appropriations Act funding grant of 385,000 for 1 335,000 for grants to Fire Departments in the County to purchase equipment , gear or supplies ; 2 25,000 for Preservation Johnston County , Inc to be used for operating and administrative costs incidental to hire qualified staff , submit grants , prepare studies , conduct outreach and fundraising campaigns , purchase properties related to the purpose of the nonprofit and conduct educational programs in the community ; and 3 25,000 for The Redeemed House Biker Church , Inc for upgrades and installation of a fire alarm at its facility at 500 West Goldsboro Street in Kenly so it can continue to provide temporary housing and meals to serve the homeless population • Sheriff - 25 , 2024 Proclamation adopted Emergency Services requests the Board to adopt a proclamation for May 19 - 25 , 2024 as Emergency Medical Services Week 6 Community & Senior Services - Update to the Board Informational Item Executive Director Josh Jensen will update the Board on services provided by Community & Senior Services 7 Johnston Community College - Request for Bond Referendum Informational Item Johnston Community College President , Dr Vern Lindquist will discuss with the Board a request for a bond referendum 8 Public Utilities - Davenport - Water Sewer Financial Update Informational Item Kyle Laux with Davenport will provide a water sewer financial update to the Board 9 Delinquent Tax Collection Report - Informational Item 10 County Commissioner District 6 Appointment 11 Manager Reports and Comments County Manager Rick Hester noted that the Board would be having their official public hearing on the Fiscal Year 2024 - 2025 County Budget at the June 3 , 2024 10 00 am meeting He requested the Board to consider scheduling an additional special meeting to allow for additional requests and discussions to be heard The Board scheduled Monday , June 10 , 2024 at 6 00 pm as a special meeting for the purposes of discussing and hearing requests for the Fiscal Year 2024 - 2025 County budget to be held in the Commissioners Meeting Room It was the consensus of the Board to consider adoption of the budget at the regular June 17 , 2024 6 00 pm meeting PagePage pageNumber512 Board Reports and Comments Commissioner Richard D Braswell mentioned the construction of a work force development center in Four Oaks that will be managed by Johnston Community College He encouraged the Board to look at programs that could be offered at that center for current and new businesses to help with training Commissioner Ted G Godwin mentioned the presentation from Community & Senior Services Director Josh Jensen and was reminded of an aging policy that was adopted several years ago The idea being that any new programs and initiatives that came along would be looked at regarding impacts on our senior citizens Commissioner Godwin said he is not sure this has been adequately addressed lately and would like for staff to see if we are doing that for our senior citizens 13 Closed Session -
