10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING MAY 20 , 2024 - 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc 1 Approval Discussion of Agenda - Agenda approved 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes - April 15 , 2024 6 00 pm B Department of Transportation - Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Okra Court - Olivia Preserve - O'Neals Township C Johnston County Voluntary Agricultural Advisory Board The Johnston County Voluntary Agricultural Advisory Board and the Wake County Agricultural Advisory Board desire to continue to develop and expand a framework of cooperation between Voluntary Agricultural Districts VAD coordinate programs and maximize benefits of the program to the people of Johnston and Wake County Johnston County and Wake County VAD Boards desire to enter into an MOU to ensure that qualifying land that qualifies in one of the Countys VAD can be accepted in the other Countys VAD where the land crosses county boundaries and there is not sufficient enough acreage to qualify in the other county , but there is sufficient acreage when the acreage across the two counties is combined The proposed MOU has been approved by the Johnston and Wake County VAD boards and the program is supported by the director of Farmland Preservation Division of the NC Department of Agriculture Staff respectfully requests approval of the program D Department of Social Services The Department of Social Services request the Board's approval to enter into a lease agreement for additional office space E Finance - Reimbursement Resolution for Public School Facilities Projects Expenditures Staff requests the Board to adopt a resolution allowing for the reimbursement of expenditures for construction of certain public school facilities projects with the proceeds of debt The resolution will allow the County to be reimbursed for these expenditures , if desired , through the proceeds of the debt F Public Utilities - Four Oaks Wastewater Pump Station Improvements On May 2 , 2024 , the County received a funding offer for the Four Oaks Wastewater Pump Station Improvements project The proposed offer is based on a State Reserve Earmark SL 2023 - 134 in the amount of 4,252,300 No repayment is required Staff respectfully request the Board's consideration of the attached resolution accepting the funding offer , which is consistent with the Capital Project Budget and Ordinance previously adopted PageG Economic Development Advisory Board - Advertised in March 1 position remaining Micro ; 2 year terms Micro Area Donnie Lassiter has applied for appointment to represent Micro The Micro Town Council has recommended the appointment of Mr Lassiter H Budget Revisions • Finance - 250,00000 - To appropriate State Directed Grant funds for the Moccasin Creek Service District The Moccasin Creek Service District approved and accepted the grant on April 16 , 2024 • Airport - 475,44200 - To adjust operational expenditures into appropriate line items This budget revision was approved by the Airport Authority at their April 15 , 2024 meeting 3 Public Comments There were no public comments 4 Partnership for Children of Johnston County - Proclamation - Summer Learning Week Proclamation adopted The Partnership for Children of Johnston County requests the Board to adopt a proclamation for July 15 - 19 , 2024 as Summer Learning Week in Johnston County 5 Davenport - Update on County Finances - Informational Item Kyle Laux with Davenport will provide an update to the Board on county finances 6 Soil & Water Conservation - Farmland Preservation Update - Informational Item District Director Greg Walker will provide an update to the Board on farmland preservation 7 Triangle Land Conservancy - Update on Land Protection in the County - Informational Item Over the past two years Johnston County has awarded Triangle Land Conservancy TLC a total of 1,445,000 to conserve farms , working forests , natural habitat , and open space throughout the county TLC will share an update on the multiple properties across the county that have been permanently protected with this funding , and the many more projects currently in the process of being protected 8 Manager Reports and Comments County Manager Rick Hester recognized 911 Director Brett Renfrow for being named North Carolina's Communications Center Leader of the Year Mr Hester also mentioned the EMS Hall of Fame banquet held at Johnston Community College 9 Board Reports and Comments Commissioner Richard D Braswell shared his thoughts of the Johnston County employees and staff and the wonderful job they do for the County Commissioner Ted G Godwin noted seven were inducted into the first class of the EMS Hall of Fame and it was well attended Commissioner Godwin stated it was interesting to hear the history of our County as well as the history of the EMS and Fire Service Vice Chairman Patrick E Harris stated the Johnston County EMS started as a civil defense rescue squad that was based in Smithfield Vice Chairman Harris said it was one old truck that ran the wholePageCounty and it has been an amazing evolution Vice Chairman Harris also stated he has known 911 Communications Director Brett Renfrow for over thirty years and he is the epitome of public service and a person who is dedicated to the people of this County and well deserved of the award Chairman RS " Butch " Lawter , Jr mentioned the application process to name the Highway 70 Business bridge near Tony Braswell's house in his honor Chairman Lawter shared a special thank you to the Johnston County Firefighters Association for donating funds for the difference of the administrative fee from the donations received from the Board of Commissioners for the bridge naming designation 10 Closed Session - NCGS 14331811 a 3 - Attorney - Client Privilege and NCGS 14331811 a 4 - Economic Development No action was taken Page
