Johnston Co Regional Park - Design - Build Project In accordance with NCGS 143 - 1281A b , Johnston County desires to establish in writing criteria used for determining the circumstances under which the design - build method is appropriate for a project Staff proposes the establishment of the criteria to determine the circumstances under which the design - build project delivery method is appropriate for the Johnston County Regional Park , complete engineering documents and construction of Phase 1 Based on the delivery method comparison , the design -
