10 PUBLIC NOTICE OF JOHNSTON COUNTY BOARD MEETING May 20 , 2024 6 00 pm The Johnston County Board of Commissioners will meet in Regular Session on Monday , May 20 , 2024 at 6 00 pm or as soon thereafter as possible in the Commissioners Meeting Room located in the Johnston County Courthouse at 207 E Johnston Street , Smithfield , NC The purpose of the meeting is to transact business as presented during the meeting Auxiliary aids for the handicapped will be made available upon reasonable notice Citizens that would like to address the Board for Public Comment but have concerns with physically attending the meeting , may email those comments to Clerk to the Board Dana Cuddington at danacuddington @ johnstonnccom The meeting will also be livestreamed through YouTube at https wwwyoutubecom jocogovnc 1 Approval Discussion of Agenda 2 Consent Agenda Items 4 3 Public Comments 4 Partnership for Children of Johnston County - Proclamation - Summer Learning Week 41 5 Davenport - Update on County Finances 6 Soil & Water Conservation - Farmland Preservation Update 7 Triangle Land Conservancy - Update on Land Protection in the County 8 Manager Reports and Comments 9 Board Reports and Comments 10 Closed Session if requested May 20 , 2024 6 00 pm Page 1 of 41Page1 Approval Discussion of Agenda 2 Consent Agenda Items Note All items on the Consent Agenda are considered to be routine and may be enacted by one motion The items have been reviewed by the County Manager and are recommended for approval If a Commissioner requests discussion on an item , upon a motion , the item will be removed from the Consent Agenda A Approval of Minutes - April 15 , 2024 6 00 pm B Department of Transportation - Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Okra Court - Olivia Preserve - O'Neals Township C Johnston County Voluntary Agricultural Advisory Board The Johnston County Voluntary Agricultural Advisory Board and the Wake County Agricultural Advisory Board desire to continue to develop and expand a framework of cooperation between Voluntary Agricultural Districts VAD coordinate programs and maximize benefits of the program to the people of Johnston and Wake County Johnston County and Wake County VAD Boards desire to enter into an MOU to ensure that qualifying land that qualifies in one of the Countys VAD can be accepted in the other Countys VAD where the land crosses county boundaries and there is not sufficient enough acreage to qualify in the other county , but there is sufficient acreage when the acreage across the two counties is combined The proposed MOU has been approved by the Johnston and Wake County VAD boards and the program is supported by the director of Farmland Preservation Division of the NC Department of Agriculture Staff respectfully requests approval of the program D Department of Social Services The Department of Social Services request the Board's approval to enter into a lease agreement for additional office space See request for proposals and lease agreement E Finance - Reimbursement Resolution for Public School Facilities Projects Expenditures Staff requests the Board to adopt a resolution allowing for the reimbursement of expenditures for construction of certain public school facilities projects with the proceeds of debt The resolution will allow the County to be reimbursed for these expenditures , if desired , through the proceeds of the debt See resolution and budget revision F Public Utilities - Four Oaks Wastewater Pump Station Improvements On May 2 , 2024 , the County received a funding offer for the Four Oaks Wastewater Pump Station Improvements project The proposed offer is based on a State Reserve Earmark SL 2023 - 134 in the amount of 4,252,300 No repayment is required Staff respectfully request the Board's consideration of the attached resolution accepting the funding offer , which is consistent with the Capital Project Budget and Ordinance previously adopted See memo and resolution G Economic Development Advisory Board - Advertised in March 1 position remaining Micro ; and Whereas , Summer learning loss is a significant contributor to the achievement gap - a gap which remains constant during the nine months of the school year but widens during the summer months ; and Whereas , Summer learning programs are proven to maintain and advance students ' academic and social growth , keep children safe and healthy during the summer , and send young people back to school ready to learn Additionally , summer youth employment programs engage older youth in meaningful activities that allow them to explore careers of interest , take on new responsibilities , contribute to their community , and earn money for the future ; and Whereas , A wide array of public agencies , community - based organizations , schools , libraries , museums , recreation centers , camps , and businesses in our community contribute to the well - being of youth through summer programming ;
