10 00 am and 6 00 pm B Order to Advertise Tax Liens Tax Administrator Jocelyn Andrews is requesting the Board to adopt an order authorizing the advertisement of the tax liens for delinquent 2023 tax bills See order C Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Sleep Rock Drive , Pleasant Grove Court , and Middle Creek Lane – Panther Creek of Willow Springs – Pleasant Grove Township D Town of Kenly – Appointment to Kenly Planning Board The Town of Kenly is requesting the Board to make the following appointment to the Kenly Planning Board representing the ETJ area of the Town See request Jamey Wilkinson , 73 Scott Road , Kenly , NC term expiring 2 29 2025 E Town of Benson – Appointment to Benson Planning Board The Town of Benson is requesting the Board to make the following appointment to the Benson Planning Board representing the ETJ area of the Town See request Charlie Harper , 2281 Tarheel Road , Benson , NC term expiring 12 31 2025 F E - 911 Communications – Mutual Aid Agreement with Brunswick County E - 911 Communications request approval to enter into a mutual agreement with Brunswick th County to answer 911 calls as a 4 in line redundant measure Johnston County Communications would only be engaged in the event their primary center was down , their backup center was down , or if New Hanover County , their immediate mutual aid could not answer the calls This type of situation would typically only arise during but not limited to catastrophic weather related events See agreement G Emergency Services – ESO Fire Service Software Subscription Staff requests approval to purchase ESO Fire Service Software This software is an integrated records management solution designed to help the fire service with asset management , checklists , personnel management , fire incidents , pre - incident planning , hydrant record keeping , training records , and scheduling This software will also be utilized by the fire marshal’s staff for Page 2 of 107Pageperiodic fire inspections recordkeeping along with fire department response data collection to aid in future decision making to enhance fire services in Johnston County This software will replace a legacy system that was purchased by ESO and will no longer be supported This software is required for system compatibility and standardization The cost for the subscription will not exceed 78,42250 for the first year beginning in August 2024 , which will need to be appropriated in the FY 25 budget and funds for the implementation costs are in the FY 24 budget The second year costs will not exceed 138,02360 Additional fire service providers may choose to add the scheduling module in the future , which will require the purchase of additional licenses H Health Department – Resolution - Proclamation – The Week of the Young Child – April , 2024 The Partnership for Children of Johnston County is requesting the Board to adopt a proclamation proclaiming April 1 - 7 , 2023 as The Week of the Young Child in Johnston County See proclamation 6 Soil & Water Conservation District – Update on Farmland Preservation District Director , Greg Walker will update the Board on Farmland Preservation 7 Public Utilities – 210 Wastewater Treatment Facility 40 to 80 MGD Expansion - Contractor Prequalification The Department of Utilities has routinely prequalified bidders for larger construction projects at the water treatment plant , wastewater treatment plant and other critical utility facilities In 2015 , the Board of Commissioners adopted a “ Prequalification Policy ” compliant with NCGS 143 - 1358 in order to establish a prequalification process for applicable construction or repair projects However , the statute also requires the governing board to “ adopt the assessment tool and criteria for the specific project , which must include the prequalification scoring values and minimum required score for prequalification on that project ” The Department of Utilities would like to prequalify contractors for the upcoming 210 Wastewater Treatment Facility 40 to 80 MGD Expansion project due to the critical nature of the construction and necessity of the continuity of operations at the new facility Please find attached the proposed prequalification package for review The package includes the necessary criteria in order to comply with the “ County of Johnston Prequalification Policy ” and the applicable statute Staff respectfully requests approval of the prequalification package for the 210 Wastewater Treatment Facility 40 to 80 MGD Expansion project See memo and prequalification package 8 Public Utilities – 210 Wastewater Treatment Facility 40 to 80 MGD Expansion – Sole Source Request The 210 Wastewater Treatment Facility 40 to 80 MGD Expansion project is at the 90 design stage The project engineer Hazen & Sawyer recommends sole sourcing several components of the proposed project , as follows Item Manufacturer Reasoning Competitively bid for 210 WWTF -
