10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING OCTOBER 16 , 2023 - 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc Chairman RS “ Butch ” Lawter , Jr announced Commissioner Richard D Braswell would not be attending the meeting 1 Approval Discussion of Agenda - Agenda approved adding to Item D , Municipal Funding Agreement with the Town of Selma 2 The Board recognized Joshua Daniel Braswell for his Eagle Scout Achievement 3 Consent Agenda Items - Consent Agenda approved A Approval of Minutes – September 18 , 2023 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Vadar Street , Chinook Street , Berg Street , Headwind Lane , Jetstream Court , and Tailwind Lane – Fairwinds – Smithfield Township Hillmont Drive – Mason Park , Phase 3 – Cleveland Township Landfall Lane and Delta Place – Landfall – Smithfield Township C Finance - ARPA Policies to aid in administering the CSLFRF from ARPA The American Rescue Plan Act ARPA provides Coronavirus State and Local Fiscal Recovery Funds CSLFRF to state and local governments to assist with pandemic rescue and recovery efforts The US Treasury is responsible for implementing ARP CSLFRF and has enacted a Final Rule outlining eligible uses of these funds The use of these funds is subject to the provisions of the federal Uniform Grant Guidance , 2 CFR Part 200 UG and requires the governing board to adopt certain policies and procedures to comply with the UG rules adopted by US Treasury , and other federal rules and regulations These policies provide for the proper planning , management , and completion of ARPA funded projects and will mitigate the risk of non - compliance and potential recoupment of grant funding Staff requests the Board to adopt the County ARPA policies as fully set forth herein to aid in administering the CSLFRF from ARPA , and authorize staff to take all reasonable actions to comply with federal compliance requirements When federal compliance requirements change , these policies shall be deemed to automatically incorporate those changes D Bulk Wastewater Agreement with the Town of Selma and Staff requests the Board to approve a Bulk Wastewater Agreement with the Town of Selma E Parks , Greenways , and Open Space - Open Space Grant Change of Scope RequestPageThe Town of Archer Lodge is requesting the Board’s approval to reconfigure their awarded project funding that was originally planned to assist in capital improvements for a parking lot for the town park The Town request the funds now be used towards another project to assist in the cost of four dugout shelters Staff agrees with said request F Solid Waste Services – Request to Surplus Equipment Brian Beasley , Director for the Department of Solid Waste Services , will present items for the Board’s consideration as it relates to surplus equipment i Miscellaneous Equipment – Sale by GovDeals The equipment listed below has been previously used by the Department of Solid Waste Services at the landfill facility Staff wishes to sell on the government - based equipment internet sales site , GovDeals , pursuant to NCGS 160A - 270 Staff respectfully requests the Johnston County Board of Commissioners to adopt a resolution declaring the following equipment as surplus and approve for it to be sold on GovDeals 1 2008 John Deere 850J Dozer Asset # 13277 Serial # JX164339 2 2005 Volvo EC240BLC Excavator Asset # 18719 Serial # 12056 G Public Utilities – 4 MGD Expansion Central Johnston County WWTF 210 WWTF DWI Project No CS370560 - 18 – Offer & Acceptance for a Clean Water SRF Loan On September 26 , 2023 , the County received the formal revised loan offer from the North Carolina Division of Environmental Quality for the 4 MGD Expansion Central Johnston County WWTF 210 WWTF project The loan offer totals 91,686,69600 11 for 20 years The Board of Commissioners previously approved the project budget based on this revised loan offer Staff respectfully request the Board’s approval of the resolution formally accepting the loan H Appointments Johnston County Heritage Commission - Advertised in October 7 positions remaining ; 3 year terms - indicates the need for a waiver in the length of service policy 3 year terms Carolyn Ennis , Pearl Blackmon , Charles Creech and Catherine Gutierrez have applied for reappointment Wilson’s Mills Firefighters Relief Fund Board Advertised in October 1 position for a one year term to create staggered terms - indicates the need for a waiver in the length of service policy Ben Youngblood has applied for reappointment 4 Public Comments The following individuals addressed the Board during Public Comment • Dr Vern Lundquist , President , Johnston Community College • Vic McCormick , Vice President of Continuing Education , Johnston Community College Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v RRGGE1GTljcPage5 Proclamation – Alzheimer’s Disease Awareness and Caregivers Month Proclamation adopted Commissioner Ted G Godwin encouraged everyone to attend the Candlelight Reflection Ceremony at the Courthouse on November 2nd at 6 00 pm Registrar of Deeds Craig Olive requests the Board to adopt a proclamation proclaiming November 2023 as Alzheimer’s Disease Awareness and Caregivers Month 6 Finance – Resolution Declaring Official Intent to Reimburse Expenditures for County Facilities Projects Request approved Staff is requesting the Board to adopt a resolution declaring official intent to reimburse expenditures related to County facilities projects with proceeds of any debt issued to finance the future County facilities This will allow preliminary costs for the projects to be reimbursed from proceeds of any future debt issued if the County so chooses 7 Johnston County Emergency Services – Ordinance Amendment – Chapter 10 EMS The Board voted to approve the ordinance amendments as presented On October 2 , 2023 , a public hearing was held to receive public comment on the ordinance amendment to Chapter 10 EMS These amendments are necessary due to the transition of emergency medical services from contracted agencies to Johnston County and updates provider information Staff respectfully requests the Board to adopt the proposed ordinance amendments to Chapter 10 EMS 8 Johnston County Emergency Services – EMS System Franchise Recommendation Request approved Johnston County Emergency Services has reviewed a franchise application received from Priority Care Ambulance to provide non - emergency transport within Johnston County Priority Care Ambulance is a medical transport provider based out of Raleigh with current services provided in Wake and Orange Counties Priority Care Ambulance provides transport at the Basic Life Support BLS level and plans to expand to Advanced Life Support ALS Staff request the Board’s approval to grant a franchise to Priority Care Ambulance 9 Solid Waste Convenience Centers Presentation Informational item Vance Moore with Garrett & Moore will present a presentation on Solid Waste Convenience Centers 10 Manager Reports and Comments County Manager Rick Hester and Human Resources Director Lu Hickey updated the Board on the status of this years alternate year pay review Ms Hickey shared that the gross cost for FY 23 - 24 for a November 2023 implementation would be approximately 14 million Federal reimbursements would put the net cost for the partial year of implementation at approximately 896k There were no objections from the Board to move forward with the November implementation Mr Hester stated that next year staff will have information early in the calendar year so it can be discussed and reviewed with the Board for the upcoming budget Page11 Board Reports and Comments Commissioner Ted G Godwin inquired about the Walk & Talk About Trails on October 21st from 4 00 to 8 00 pm starting at the Smithfield Recreation and Aquatic Center SRAC to the Neuse River Amphitheater Commissioner Godwin also noted dealing with a department head about a year ago as a citizen and there being a long wait time He stated he recently spoke with the same department head and he was totally different now that staff is in place and are trained at what they are doing Commissioner Godwin stated the pay study is paying off Commissioner Godwin also noted he has a green light on his front porch supporting Veterans Mr Godwin encourage everyone to display a green light to support Veterans now through Veterans Day Chairman RS “ Butch ” Lawter , Jr asked what the plans were for displaying green lights on County buildings Mr Hester stated the plan is to have green lights beginning October 26th through November 12th Chairman Lawter asked the Board to look at dates in February for next year’s Board work session 12 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege ;
