Agenda approved removing Item No 4 from the agenda 2 Consent Agenda Items - Consent Agenda approved A Exercise Option to Purchase for Hughes Property On April 3 , 2023 , the Board of Commissioners entered into a Memorandum of Option Agreement and Option to Purchase for property identified as Parcel ID Number 15L11012 Since that time due diligence has been completed , including a survey and the Phase I Environmental Assessment The option is set to expire September 30 , 2023 If the option is exercised and the terms and conditions of the sale are met , the transaction is required to close on or before November 30 , 2023 Staff requests the Boards approval to exercise the Option to Purchase B Bulk Wastewater Agreement with the Town of Smithfield Staff requests the Board to approve a Bulk Wastewater Agreement with the Town of Smithfield C Budget Revisions • Finance - 7,38000 – To appropriate additional NC Agriculture & Consumer Services grant funds awarded to Cooperative Extension for the County Pesticide Container Recycling Program The total grant is 12,37914 • Finance - 1,271,33167 – To appropriate opioid settlement funds received since the initial tranche • Health - 30,00000 – To budget State Grant funds to continue activities that focus on removing the barriers to accessing vaccine , increasing vaccine confidence , coordinating COVID - 2025 NC DOT Community Transportation Program Grant for the Johnston County Area Transit System JCATS The total grant from the NC DOT is 1,313,089 and is the primary administrative and capital grant with which JCATS operates 6 Public Utilities – Proposed Funding Applications Request approved The deadline to apply for the Fall 2023 round of loan and grant assistance administered through the NCDEQ Division of Infrastructure is September 30 , 2023 The Department of Utilities recommends the County submit the following funding applications for the Fall 2023 round No Project Name Description 1 210 WWTF 4 MGD Expansion Wastewater Treatment Plant Expansion from 40 to 80 MGD 2 Central Johnston County Regional Wastewater Treatment Facility CJCRWWTF Improvements Preliminary treatment and SCADA improvements at the existing wastewater treatment facility 3 Water Transmission SCADA & Security Improvements SCADA and security improvements for the water transmission system 4 Wastewater Collection SCADA & Security Improvements SCADA and security im provements for the wastewater collection system 5 Selma Equalization & Pumping Facilities Upgrade Upgrades to the Selma Equalization & Pumping Facilities for additional storage and pumping capacity 6 Four Oaks , Holt Lake & Neuse River WW Transmission Improvements Upgrades to the existing Four Oaks WWPS Equalization Facility , Holt Lake WWPS Force Main and Neuse River WWPS Force Main in order to transmit future additional flows received from the Town of Four Oaks to the County’s Treatment Facility 7 Timot hy G Broome Water Treatment Plant PFAS Treatment Upgrade Upgrades to the TGB WTP to ensure compliance with future EPA regulations related to PFAS The previously approved Water and Sewer Capital Improvements Plan includes all of the proposed projects We respectfully request the Board’s consideration of the attached resolution authorizing the submission of the loan applications and designating signatory authority to Rick J Hester , County Manager and J Chad McLamb , Deputy County Manager 7 Johnston County Board of Commissioners Residency Redistricting Project The Board found as fact based on the 2020 census data and percentage deviation as presented , there is substantial inequality of population in the current districts Staff will present to the Board for consideration proposed plans including maps for the Residency Redistricting Project Page8 Manager Reports and Comments Parks , Greenways , and Open Space Coordinator Adrian O’Neal addressed the Board regarding an NCDOT grant opportunity and requested a letter of support from the Board 9 Board Reports and Comments Commissioner Richard D Braswell stated when dealing with the County’s various departments you get the feel of what quality employees we have in this County He said he has not been to any department that did not show extreme professionalism , immediate help and great attitude and we need a shout out to all the great employees of the County Commissioner Ted G Godwin stated he would like to know more information regarding the problem with Mr Cobb that spoke during public comment Commissioner Godwin also mentioned Mr Hodges speaking on unfairness and he regrets that He stated one of the things that makes this County good is the fact we all represent the entire County He said when you start electing people specifically by the people in that District , you get special interest and you get at odds with other parts of the County and he is glad we elect County officials by the whole County and that everyone in the County gets a say He said he would encourage Mr Hodges and anyone else who would like to run , to run for it Commissioner Fred J Smith , Jr stated he has had a lot of dealings with the County departments , but none has been as good and as confident as Tish Jones with GIS He said she is absolutely unbelievable , her knowledge and customer service is just fantastic He stated the fact that she can prepare these redistricting maps rather than paying some high priced consultant and saving this county a lot of money shows that she is the best Chairman RS “ Butch ” Lawter , Jr stated as part of his day job , he gets to look at GIS from counties from Cherokee to Dare and he feels very comfortable in saying Johnston County is at the top He said we are very fortunate to have the GIS Director and staff here in Johnston County Chairman Lawter also reminded the Commissioners and the public of the Beyond Design - Bid - Build Seminar Alternative Project Delivery Methods for Public Building Projects being held on September 27 , 2023 at 9 00 am until noon at the Johnston County Agricultural Center , 2736 NC Hwy 210 , Smithfield He stated the County has also reached out to the Towns and regional organizations 10 Closed Session If Requested There was no closed session Page
