10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING September 5 , 2023 - 10 00 AM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc VFW Post 5886 Smithfield led those in attendance in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda - Agenda approved moving item No 4 as the first item after the Pledge of Allegiance 2 Consent Agenda Items - Consent Agenda approved A Approval of Minutes – August 7 , 2023 10 00 am and 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Caleb Acres Lane , Journey Way , Viajar Way and Voyage Circle – Caleb Acres – Smithfield Township Pineapple Place – Kimsey – Pleasant Grove Township C Proclamation – 2023 Fall Litter Sweep – September 16 - 30 , 2023 Staff requests the Board to adopt a proclamation for the 2023 Fall Litter Sweep scheduled for September 16 - 30 , 2023 D Animal Cruelty Officer Reappointment Request Animal Services Director is requesting the Board to reappoint Chad Massengill as the Animal Cruelty Officer to serve Johnston County for a one year term This is an annual administrative action and does not require any additional funding E HAPP – Sole Source Procurement – Housing Management & Accounting Software The Johnston County Housing Assistance Payment Program currently uses a legacy software application installed on premise on a Windows based operating system Johnston County needs an enterprise - wide software application system that will enable management to effectively and efficiently run all aspects of its Housing Assistance Payment Program and conform to all requirements of the Housing and Urban Development , and to Generally Accepted Accounting Principles Requests for proposals were solicited and no responses were received Yardi Systems is an approved GSA contractor for housing management and accounting software Staff has negotiated with Yardi for its Voyager and Rent Cafe products This request meets the sole source requirements because it is a needed product that provides an enterprise - wide software application system that is available from only one source of supply and compatibility with our current systems is required for effective and efficient operations Budgeted funds are available and no new appropriation is required for this procurement PageStaff requests approval of Sole Source Procurement for Housing Management and Accounting Software from Yardi Systems , Inc at a cost of approximately 49,925 in year one , 12,425 in year two , and 22,425 in year three , plus transaction fees F Budget Revisions • Health - 6,00000 – To budget State grant funds to implement the Diabetes Prevention Program among eligible and interested community members • Jail - 4,11259 – To move revenues into appropriate expenditure line items • Sheriff - 3,92330 – To move revenues into appropriate expenditure line items G Appointments i Bentonville Community Building Board of Trustees – 2 positions ; 2 year terms Tony Ray Lee and Jo Ellen Beasley have applied for appointment ii Livestock Arena Management Board – 2 positions ; 2 year terms William “ Otis ” Byrd has applied for reappointment Mr Byrd has served 16 terms on this Board and would require a waiver in the length of service policy Brent Jennings has applied for appointment H Tax Releases & Refunds – 07 16 2023 – 08 15 2023 3 Public Comments There were no public comments 4 Veterans Services Office – Resolution Supporting Operation Green Light for Veterans Resolution adopted Veterans Services Office requests the Board to adopt a resolution supporting Operation Green Light for Veterans from October through Veterans Day , November 11 , 2023 The Veterans Services Officer Robert Boyette will present the resolution to the Board for consideration 5 Emergency Services – Resolution for Firefighters Week in Johnston County Resolution adopted Johnston County Emergency Services is requesting the Board to adopt a resolution declaring the week of September 10 - 16 , 2023 as Firefighters Week in Johnston County 6 Proclamation – Child Passenger Safety Week and National Seat Check Saturday Proclamation adopted The Partnership for Children of Johnston County is requesting the Board to adopt a proclamation declaring the week of September 17 - 23 , 2023 as Child Passenger Safety Week and September 23 , 2023 as National Seat Check Saturday Page7 911 Communications – 911 Board Portable Radio Grant Request approved Johnston County 911 Communications requests the Board’s approval to apply for a grant from the North Carolina 911 Board for 13 portable handheld radios in the amount of 61,47700 This is a 100 grant with no County match required ; however , the County will have to pay upfront and be reimbursed by the 911 Board 8 Public Hearing – Public Utilities – Proposed Wastewater Allocation Policy Ashley Honeycutt Terrazas with Parker Poe spoke during the public hearing The Chairman stated the Board would take the matter under advisement The purpose of the public hearing is to receive public comment on the proposed Wastewater Allocation Policy Staff provided an overview of the proposed changes at the August 7 , 2023 meeting 9 Appointments Veterans Services Advisory Board – 1 position for a 3 year term Larry J Pittman and James Dana Carter , II have applied for appointment Larry J Pittman was appointed 10 Delinquent Tax Collection Report – Informational item 11 Manager Reports and Comments - None 12 Board Reports and Comments Commissioner Richard D Braswell stated he is eager to see more meetings regarding regionalization and receiving feedback Commissioner Ted G Godwin mentioned attending the North Carolina Association of County Commissioners Conference last week and he appreciates how this Board has retained family values like he grew up with Chairman RS “ Butch ” Lawter , Jr mentioned four Board members were able to attend the North Carolina Association of County Commissioners Conference last week Chairman Lawter noted three topics that stuck out to him were opioids , farm land preservation and fire service and how they are applicable to what is going on in Johnston County He stated it is always good to talk with fellow Commissioners from around the State and for them to see the good things that are happening in Johnston County Chairman Lawter thanked staff for their hard work 13 Closed Session – NCGS 14331811 a 3 – Attorney Client Privilege and NCGS 14331811 a 4 – Economic Development No action was taken Page
