Agenda approved 2 Consent Agenda Items - Consent agenda approved A Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Marago Way , Albereto Drive , Capanne Court , Mazzini Court , W Ravano Drive , San Periro Drive SR 3565 and Pascoli Court – San Marino – Wilders Township Stagwood Drive and Trigger Court – Nolan Park Commons – Micro Township N Nolan Park Drive , Bufflehead Drive , Surf Scoter Drive , Choctaw Trail , Elderberry Street , Cinnamon Teal Drive and S Nolan Park Drive – Nolan Park – Micro Township B Budget Revisions • Library - 68,74600 – To move COVID grant and Backpack grant funds to the 2023 - 2024 budget • Health - 1,058,31300 – The American Rescue Plan Act ARPA of 2021 provided funds to address the continued impact of COVID 19 on Public Health , Government , Individuals and Businesses These funds are being rolled over into the current fiscal year FY24 with a deadline to spend by May 31 , 2024 The funds provide temporary assistance to strengthen and maintain a strong and inclusive school health team to provide services to students Total allocation of rollover funding for the State was 6,205,549 for which Johnston Co Schools requested and received 1,058,313 Such funds will be budgeted with the Johnston County Public Health Dept and paid to the Johnston Co School System based on the budget attached as well as invoices submitted to the Health Department monthly 3 Public Comments The following individuals addressed the Board during Public Comment • Adrian O’Neal – Parks & Open Space Coordinator • Josiah Wilson – Johnston County 4 - H Member • Gracie Wells Chamblee Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v 0x037NxCciEPage4 Partnership for Children – Read to Grow JoCo – Attendance Awareness Month Proclamation Proclamation adopted Read to Grow JoCo is requesting the Board to adopt a proclamation declaring September 2023 as Attendance Awareness Month 5 Public Utilities – Central Johnston County Regional Wastewater Treatment Facility CJCRWWTF Preliminary Treatment Facility Improvements Project – Contractor Prequalification Request approved The Department of Utilities has routinely prequalified bidders for larger construction projects at the water treatment plant , wastewater treatment plant and other critical utility facilities In 2015 , the Board of Commissioners adopted a “ Prequalification Policy ” compliant with NCGS 143 - 1358 in order to establish a prequalification process for applicable construction or repair projects However , the statute also requires the governing board to “ adopt the assessment tool and criteria for the specific project , which must include the prequalification scoring values and minimum required score for prequalification on that project ” The Department of Utilities would like to prequalify contractors for the upcoming CJCRWWTF Preliminary Treatment Facility Improvements project due to the critical nature of the construction and necessity of the continuity of operations at the existing facility The proposed project includes the following • Removal and replacement of two fine screens in an existing structure , new screenings conveyor , new screenings compactor and replacement of existing slide gates in the screenings wetwell • New grit removal facility with classifier • Relocation of electrical and process piping in the vicinity of the new grit removal facility The package includes the necessary criteria in order to comply with the “ County of Johnston Prequalification Policy ” and the applicable statute Staff respectfully requests approval of the prequalification package for the Central Johnston County Regional Wastewater Preliminary Treatment Facility Improvements CJCRWWTF project 6 Appointments The Chairman appointed Patricia Chisholm - Jones , William W Massengill , Jr , and Jeff Parlier for the three open positions on the Hospital Authority 7 Manager Reports and Comments Finance Director Deputy County Manager Chad McLamb updated the Board on the County’s bond rating Mr McLamb stated the County received a bond rating to AAA and Aaa from S & P Global and Moody’s Investors Service and both ratings are the highest the agencies award 8 Board Reports and Comments Commissioner Richard D Braswell stated he was surprised to learn that agriculture in North Carolina is the No 1 industry in this State and twenty per cent of the population is employed in agriculture with a 100 billion dollar a year industry He stated we should stop and thank all the farmers in our State Commissioner Ted G Godwin mentioned the informal meetings regarding the renaming of NC 42 between Clayton and the county line He mentioned a call he received suggesting the name to Veterans Way PageCounty Attorney , Jennifer Slusser discussed the residency redistricting process with the Board and gave a brief overview It was the consenus of the Board to proceed with the following schedule as presented Redistricting Timeline Staff prepares map options and finalizes map options during the first two weeks of September The proposed plans will be presented to and considered by the Board of Commissioners on September 18 , 2023 Public comment period begins September 18 , 2023 Citizens will have the opportunity to provide public comment both electronically and in person A drop - in session will be held for citizens to view the maps and submit public comments on September 20 , 2023 in the Johnston County Board of Commissioners meeting room from 5 - 7 pm The Board will hold a public hearing on the proposed plans on October 2 , 2023 The Board will select a final plan and adopt a resolution implementing that plan on October 2 , 2023 Adopted map is transmitted to the Board of Elections on October 3 , 2023 Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v 0x037NxCciE 9 Closed Session – NCGS 14331811 a 3 – Attorney -
