Agenda approved 2 Consent Agenda Items - Consent Agenda approved A Approval of Minutes – May 1 , 2023 10 00 am & 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Ray Drive – Twin Oaks – Smithfield Township C Finance – Approval of Audit Contract for Year Ending June 30 , 2023 The County’s current auditors , Thompson , Price , Scott , Adams & Co , have submitted a proposed contract to audit the records of Johnston County for the year ending June 30 , 2023 Their fee is proposed at 83,275 Staff is requesting the Board to approve entering into the contract with Thompson , Price , Scott , Adams & Co to audit the records of Johnston County for year ending June 30 , 2023 D Celebrate Cleveland Committee – Request for Temporary Road Closure The Celebrate Cleveland Committee is requesting the Board’s approval to temporarily close Cleveland Road on July 4 , 2023 from 10 00 am until approximately 10 45 am for the annual Cleveland July 4th Parade route The Celebrate Cleveland Committee is working with the NC Department of Transportation , the Johnston County Sheriff’s Office , and the North Carolina Highway Patrol concerning the temporary closure and will be obtaining all required permits and a liability insurance policy for the event The NC Department of Transportation requires the approval by the Johnston County Board of Commissioners as part of the permit process E Call for Public Hearing – Fire District Boundary Revisions Johnston County Emergency Services request the Board to schedule a Public Hearing for June 19 , 2023 at 6 00 pm to allow for public comment on revisions to the fire district boundaries F Minutes Transcription Services Contract Extension In October 2021 , the Board approved a contract for minutes transcription services Staff requests the Board to approve an extension of the contract through June 30 , 2024 There are no changes to the terms of the contract as approved in October 2021 PageG Veterans Services Advisory Board – Replacement of Board Members The Johnston County Veterans Services Advisory Board met on a regularly scheduled meeting on January 10 , 2023 and for a special advisory meeting on May 15 , 2023 in regards to violations of the attendance policy The Johnston County Board of Commissioners received notice from the Johnston County Veterans Services Advisory Board that Ray Johnson and Johnnie Deans are in violation of the attendance policy set by the Board of Commissioners Notice was mailed to said members and it is recommended that Ray Johnson and Johnnie Deans be replaced on the Veterans Services Advisory Board and these vacancies be advertised H Approval of Municipal Funding Agreement between Town of Benson and Johnston County On January 6 , 2023 , the Johnston County Board of Commissioners approved a municipal funding request from the Town of Benson for its Elevated Storage Tank Project in the amount not to exceed 500,00000 for project costs actually incurred and paid by the Town of Benson for the Project Staff was directed to prepare funding agreements that outlined the terms and conditions for the funding of each project on a reimbursement basis The funding agreement was prepared as directed as has been approved by the Town of Benson Staff respectfully requests approval of the attached Municipal Funding Agreement I Approval of Municipal Funding Agreement between Town of Princeton and Johnston County On January 6 , 2023 , the Johnston County Board of Commissioners approved a municipal funding request from the Town of Princeton for its Beaver Dam Creek Rehabilitation Project in the amount not to exceed 445,22800 for project costs actually incurred and paid by the Town of Princeton for the Project Staff was directed to prepare funding agreements that outlined the terms and conditions for the funding of each project on a reimbursement basis The funding agreement was prepared as directed as has been approved by the Town of Princeton Staff respectfully requests approval of the attached Municipal Funding Agreement J Johnston County Detention Center – 179 - Smith regarding Juneteenth 4 Department of Social Services – Proclamation for Elder Abuse Awareness Day Proclamation adopted The Department of Social Services requests the Board to adopt a proclamation for Elder Abuse Awareness Day as June 15 , 2023 5 Public Hearing – Economic Development Incentive Grant – Project Life Dust Following the public hearing , the Board adopted a resolution approving an Economic Development Incentive Grant Agreement between the County and Biome Clayton I , LLC The purpose of the public hearing is to receive public comment on a proposed economic development incentive grant for Project Life Dust A company proposes to develop and build at full build - out three 100,000 + - square foot expandable speculative buildings , to be used for biopharmaceutical use in the Clayton Township , Johnston County , North Carolina The company has proposed the development in Johnston County in exchange for certain economic incentives in the form of annual cash grants paid from general County funds not to exceed a five - year period beginning after required investments have been made The project will increase the tax base , stimulate the local economy , cause the creation of new jobs , encourage business and industry to locate in the County , and will promote business in the County Johnston County further proposes to participate in the cost of the economic development project through a lease of the newly constructed speculative buildings described above The Johnston County Board of Commissioners intend to pay up to twenty - five thousand and 00 100 dollars 25,00000 per month for a lease of each speculative building , for up to twenty - four months for a maximum total not to exceed six hundred thousand and 00 100 dollars 600,00000 per building to be paid with revenues from the Johnston County general fund The Company plans to build at full build -
