April 3 , 2023 10 00 am & 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Long Grass Drive SR 3341 ext and Eastland Court – Walkers Ridge – Cleveland Township Redhawk Place , N Hawks Ridge Lane , S Hawks Ridge Lane and Raptor Drive – Redhawk Landing – Smithfield Township C Call for Public Hearing – Proposed County Budget for FY 2023 - 2024 County Manager Rick Hester requests the Board to schedule a public hearing for the June 5 , 2023 10 00 am meeting on the proposed budget for FY 2023 – 2024 Note Additional evening meetings will be scheduled for budget discussions in June D Budget Revisions • Sheriff - 11,29898 – To move revenues into appropriate expenditure line items • Social Services - 26,33698 – To replace funds received by DSS back into correct expenditure line item to allow funds to be used for other needs Funds have been collected and deposited in the Social Service Admin revenue • Finance - 6,064,00000 Motor Vehicle Tax and 5,103,00000 Tax Districts – To budget additional tax revenues E Appointments • Brogden Fire Protection District Commission – 2 year terms Cecil C Woodall has applied for appointment • Nahunta Fire Protection District Commission – 2 year termsPageJanelle E Fiamingo has applied for reappointment Ms Fiamingo would need a waiver in the length of service policy • Shoeheel Fire Protection District Commission – 2 year terms Stephen Bradley Pittman has applied for reappointment F Tax Releases & Refunds – 3 16 2023 – 04 15 2023 4 Public Comments There were no public comments 5 Juvenile Crime Prevention Council – Proposed Budget for Fiscal Year 2023 - 2024 - The Board approved the JCPC’s budget as presented and the allocation in the amount of 112,000 for Fiscal Year 2023 - 2024 The Juvenile Crime Prevention Council requests approval of its proposed budget for FY 2023 - 2024 The State’s allocation is anticipated to be 393,380 The JCPC is requesting 112,000 from the County for the upcoming year 6 Recovery Alive , Inc – Presentation to the Board - Informational item Tisha Temple would like to share with the Board educational training services related to co - occurring substance use disorder and mental health conditions offered by Recovery Alive , Inc 7 Health Department – Approval of FY 2023 – 2024 Fee Schedules - The Board approved the fee schedules as presented for Fiscal Year 2023 - 2024 The Johnston County Health Department is requesting the Board to approve the FY 2023 - 2024 fee schedules for the Behavioral , Preventive , and Environmental Health Divisions There are minor changes recommended for the Environmental Health schedule charging lab fees for water analysis that is no lower than the current rate charged by the State and changes in the Preventive Health and Behavioral Health schedules represent changes in Medicaid , Medicare , or private insurance increases decreases The Board of Health recommended approval of the fee schedules at their April 11 , 2023 meeting 8 NCDOT – Multi - Modal Transportation Rail Division Presentation - Informational item North Carolina Department of Transportation Rail Director , Jason Orthner will present to the Board a presentation regarding Multi - Modal Transportation 9 Animal Services – Proposed Revisions to Chapter 4 Code of Ordinances - Request approved Staff proposes additional minor clarifying edits and re - numbering of Section 4 - 16 , entitled “ Keeping Stray Animals ; Failure to Surrender ” to County of Johnston , North Carolina Code of Ordinances Staff request approval of said minor changes 10 Public Utilities – Central Johnston County Regional Wastewater Treatment Facility Improvements Sole Source Request - Request approved The Central Johnston County Regional Wastewater Treatment Facility CJCRWWTF Improvements project is at the 90 design state The project is included in the County’s previously approved Water and Sewer Capital Improvements Plan and includes preliminary treatment grit removal and a new SCADA system at the existing plant site The project engineer Hazen & amp ; Sawyer and staff recommend sole sourcing several components of the proposed project , as follows PageItem Manufacturer Reasoning Grit Removal Equipment Eutek HeadCell Hydro International • Only qualified manufacturer vendor of this type of equipment • Previously approved for the 210 WWTF Grit Pump & Cyclone Classifier WEMCO • WEMCO was the product selected for installation at the 210 WWTF after a competitive bid process Installation of the same product at the CJCRWWTF will allow the County to maintain standardization , compatibility and consistency for operation and maintenance Ethernet Switches Hirschmann • Hirschmann Ethernet switches were selected for installation at the 210 WWTF Installation of the same product at the CJCRWWTF will allow the County to maintain standardization , compatibility and consistency for operation and maintenance SCADA Software Ignition • Ignition is the previously selected software for the County’s upgraded SCADA system Installation of the same software is essential to integrate the systems and allow the County to maintain standardization , compatibility and consistency for operation and maintenance Staff respectfully request approval to sole source the items referenced above for the proposed project 11 Delinquent Tax Collection Report - Informational item 12 Manager Reports and Comments None 13 Board Reports and Comments Commissioner Ted G Godwin stated the team at UNC Health Johnston in Clayton did an outstanding job while his wife was there for a procedure Commissioner Godwin also commended Public Information Officer Adam Carroll and Ben Armstrong for their assistance last Friday Commissioner Godwin stated although he was able to attend the meeting in person , they did an outstanding job working with him on how to attend virtually if needed Commissioner Godwin also stated the Smithfield Alumni Chapter of Kappa Alpha Psi Fraternity , Inc held their Second Annual 1911 Bike Fest fundraiser Commissioner Godwin stated they spend their endeavors with mentorship , scholarship and education in typically high risk communities Commissioner Godwin mentioned Kevin Richards with Team Flow , the North Carolina Highway Patrol and the Town of Smithfield Police Department were instrumental in the bike event He also said they did an outstanding job and felt very welcomed during this event Chairman RS “ Butch ” Lawter , Jr mentioned a Wastewater Allocation Policy Stakeholders meeting on May 11 , 2023 at 3 00 pm at the Land Use Center Chairman Lawter also mentioned a draft letter that would be sent to the Board for review regarding the Rail program Chairman Lawter reminded the Board of the decision to be made soon on the Metropolitan Planning Organization Chairman Lawter stated the Department of Transportation has invited representatives from the Capital Area Metropolitan Planning Organization CAMPO , Johnston County , Clayton and Archer Lodge for a meeting on Wednesday and stated he would provide feedback to the Board Chairman Lawter also stated with potential building projects coming up there has been internal discussion about a training session workshop on construction delivery methods which would cover the design bid build , construction manager at risk and design buildPageprocess where they could evaluate those processes and become familiar with them Chairman Lawter stated there has been interest from several Towns to join in that they have building projects Chairman Lawter asked the County Manager , to set up a time and place for a meeting with all involved to plan on how to make best use of the tax dollars of our Johnston County citizens 14 Closed Session – NCGS 14331811 a 3 – Attorney Client Privilege ;
