Commissioners Meeting Room , Johnston County Courthouse Annex , Smithfield , North Carolina The following members were present Present Chairman RS “ Butch ” Lawter , Jr , Vice Chairman Patrick E meeting to order at 10 00 am Vice Chairman Patrick E Harris opened the meeting with a prayer The American Legion Post 109 of Benson led everyone in the Pledge of Allegiance to the American Flag Chairman RS “ Butch ” Lawter , Jr stated Commissioner Fred J Smith , Jr will be joining the meeting later and Commissioner Tony Braswell would be absent from the morning session Chairman Lawter reminded everyone of the Board’s six priorities including Public Safety , Infrastructure , County Employees , Financial Stewardship , Educational Funding , and Land Use and the Board’s continuing efforts to keep these priorities in mind when working through the agenda 1 Approval Discussion of Agenda Upon a motion by Commissioner Ted G Godwin , seconded by Commissioner Richard D Braswell , and carried by unanimous vote , the Board approved the agenda as presented 2 Consent Agenda Items Upon a motion by Vice Chairman Patrick E Harris , seconded by Commissioner Ted G Godwin , and carried by unanimous vote , the Board approved the Consent Agenda items , as follows A Approval of Minutes – June 5 , 2023 10 00 am and 6 00 pm ; and June 12 , 2023 6 00 pm B Resolution – Water and Sewer Authority Study , adopted as follows RESOLUTION SUPPORTING THE STUDY OF A WATER AND SEWER AUTHORITY IN JOHNSTON COUNTY WHEREAS , water and wastewater services are essential to ensuring a community’s public health , environmental health , and economic development ; and WHEREAS , Johnston County is among the fastest - growing counties in the state and will continue to see more demand for high - quality water and wastewater services ; and WHEREAS , Johnston County local elected officials have been discussing cooperative opportunities in water and wastewater for several years and wish to move the discussion to action ; and WHEREAS , the County of Johnston , supports the provision of safe , reliable , and cost - effective water and sewer services to the residents and businesses of the County of Johnston ; and WHEREAS , communities working together have proven to be a method to assure reliability , economy of scale , and shared cost when growing , maintaining , and operating water and wastewater system ; and WHEREAS , a discussion group was convened by the Chair of the Johnston County Board of Commissioners with municipal leaders on April 19 , 2023 During the meeting , a consensus was reached to formalize an effort to study a water and sewer authority in Johnston County Further , it was agreed that each local government would be requested to adopt a resolution indicating their support of moving forward with studying the feasibility of a water and sewer authority ; andPage673 July 17 , 2023 – 10 00 am Continued WHEREAS , those in attendance at the April 19 , 2023 meeting asked Triangle J Council of Governments to provide a draft resolution for the local governments to consider , which would formalize their interest in studying a water and sewer authority and create a Steering Committee for the study ; and WHEREAS , the group asked Triangle J to take the lead in facilitating the Steering Committee ; and WHEREAS , the County of Johnston desires to be a supportive and active regional partner for any forthcoming countywide water and sewer authority study , NOW , THEREFORE , BE IT RESOLVED BY THE COUNTY OF JOHNSTON We support researching the development of a countywide water and sewer authority , and we support Triangle J Council of Government facilitating a Johnston County Water Sewer Authority Steering Committee The Steering Committee will include one elected official from each participating community Further , we direct staff to collaborate with the effort and participate as requested by the steering committee and or Triangle J Further , we appoint Chairman , RS “ Butch ” Lawter , Jr as the Steering Committee Appointee to represent the County of Johnston and elect Commissioner Richard D Braswell to serve as the alternate to to the meeting 4 Child Fatality Prevention Team Annual Report Johnston County Child Fatality Prevention Team Chairperson Wendy Wilkins submitted and reviewed the following annual report with the Board She acknowledged Team Member Kathleen Lanc as the Review Coordinator and stated Ms Lanc performs a majority of the work PagePage pageNumber7678 July 17 , 2023 – 10 00 am Continued Ms Wilkins provided the Board with information regarding their activities and noted they have tried to “ think outside the box ” especially during the pandemic to bring awareness to the public She stated they are a small group made up of volunteers and it is often difficult to reach the general public She stated it is their hopes to use more social media platforms in the future to distribute information and promote childhood health and safety She stated they are putting together a public education campaign and plan to do three campaigns each year At the inquiry of Commissioner April Stephens , Ms Wilkins explained that unsafe sleep deaths are often related to traditions from the past and misinformation such as an infant sleeping on their stomachs She stated studies have shown that babies sleep better and breathe better sleeping on their backs , but that challenges occur between educating the younger generation about sleeping patterns of infants and them receiving conflicting information from the older generation Ms Wilkins stated there is also conflicting information being received about the use of blankets with infants and keeping them well - clothed at sleep time instead of using blankets Ms Wilkins stated she attended a community health fair event with Kids Care Pediatrics that was held for their patients along with anyone in the public that wanted to attend She noted unfortunately it was not veryPagePage pageNumber8679 July 17 , 2023 – 10 00 am Continued well attended but , the Johnston County Child Fatality Team set up a tent to distribute educational materials She stated they also set up a pack and play and staged it as an unsafe sleep environment She continued that everyone who came by was asked how many unsafe situations in the crib could be identified and not one single person could identify all nine Ms Wilkins stated she may not have reached a lot of people , but everyone she spoke with that day learned something Ms Wilkins stated this was a first test of trying to do something else in the community besides just talking and handing out flyers to provide a more interactive approach Ms Wilkins stated her team is planning to develop educational videos and place these on some of the different social media platforms so they can be shared The Board thanked Ms Wilkins for the annual report 5 Central Pines Regional Council – Digital Inclusion Plan Lindsay Whitson , Community & Economic Development Director , Central Pines Regional Council , shared with the Board the Digital Inclusion Plan process Ms Whitson noted the Central Pines Regional Council was formerly the Triangle J Council of Governments or TJCOG but the name changed effective July 1 , 2023 Ms Whitson reported the Institute of Emerging Issues IEI at North Carolina State University was recently awarded money from a State competitive grant proposal process to help filter funds throughout North Carolina so that every county that does not currently have a Digital Inclusion Plan can create one She stated North Carolina has a goal of becoming the first State in the Country where every county has a Digital Inclusion Plan created and implemented Ms Whitson reported IEI is allocating these funds through the States Council of Governments Ms Whitson stated there are options as to how counties can create a Digital Inclusion Plan , one being to create a regional plan or the other being to create a plan county by county She noted some counties have alreadyPagePage pageNumber9680 July 17 , 2023 – 10 00 am Continued created their own plans in the region , in particular Durham and Chatham Counties Ms Whitson stated her thoughts are to have a joint plan that could link to each county plan as they are adopted Ms Whitson stated no action was required today in that today’s purpose is to share information She stated the plan could be completed with the County’s staff or the Central Pines Regional Council could take on that lead She noted another option is the County could hire a consultant to do the work which may cost more than the funding allocated in the grant Ms Whitson explained it is beneficial to have a plan in place specific to digital equity and digital inclusion which is access to broadband and access to devices She stated this plan would help Johnston County and local governments to be more competitive for future grant funding Ms Whitson stated the second phase of the process involves IEI funding to the Central Pines Regional Council with 10,000 in implementation dollars for each county Commissioner Ted G Godwin commented on the lack of service in his area and he asked how the plan would address these types of issues Ms Whitson responded that it is likely there would be mapped areas of greater need She stated the overall context of a digital inclusion and digital equity plan is to increase access for all because it is important for education , employment , and digital literacy Chairman RS “ Butch ” Lawter , Jr asked when is a decision needed regarding a regional or county by county plan Ms Whitson stated she would need a decision by the Board of Commissioners in the next couple of weeks because her organization has already been in touch with other counties , and some are ready to go immediately after a contract is signed She noted that realistically the process probably would not start until September th Chairman Lawter noted the Board would meet again on August 7 and he asked Ms Whitson to forward any additional information that would be helpful to the Board in their decision making process Ms Whitson stated the Central Pines Regional Council will come out to the communities in Johnston County during the engagement process and work with staff and the Commissioners through the adoption process Chairman Lawter noted there was a Broadband Study completed for underserved areas and he asked if this would complement and align with what is already in place in the County Ms Whitson confirmed this process would align with the County’s current plans Upon a question by Commissioner Godwin , Ms Whitson stated there would be a contract between the Central Pines Regional Council and IEI She further stated there could be a contact with the County outlining the roles and timeline and noted the dollar amount depends on which option the County chooses She stated the plan development would be approximately 10,000 - Replacements – Proposed Budget Revision Utilities Director Chandra Farmer reported the Board of Commissioners awarded the construction contract and adopted a revised capital project budget for the the revised capital project budget ordinance , as follows CAPITAL PROJECT ORDINANCE FOR THE 2022 ASBESTOS CEMENT WATER MAIN REPLACEMENT PROJECT BE IT RESOLVED by the Board of Commissioners the “ Board ” of the County of Johnston , North Carolina the “ County ” , that pursuant to Section 132 of Chapter 159 of the General Statutes of North Carolina , the following capital project ordinance is hereby adopted Section 1 The project authorized is the 2022 Asbestos Cement Water Main Replacement Project the “ Project ” The Project consists of removal and replacement of the remaining asbestos cement water mains located within the County’s water distribution system approximately 15,000 linear feet The Project is to be financed by a Drinking Water State Revolving Fund Loan , an appropriation from the County’s Water Fund “ Fund 67 , and a reimbursement from the Town of Kenly Section 2 The officers of the County are hereby directed to proceed with the capital Project within the terms of the
