10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING APRIL 3 , 2023 - 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc Announcements from the Chairman Appointments from 10 00 AM Meeting Chairman Butch Lawter stated the Board utilized written ballots at the 10 00 am meeting for the West Johnston Fire Relief Board and West Johnston Fire Protection District Commission appointments Chairman Lawter stated the votes have been tallied and he announced the following appointments were made West Johnston Fire Relief Board – Travis Parrish was appointed West Johnston Fire Protection District Commission – Timothy Godwin and Jimmy Wilkins were reappointed Zachary Webb Alexander was appointed Mr Godwin and Mr Wilkins were granted a waiver in the length of service policy 1 Approval Discussion of Agenda - Agenda approved with Cases 22 - 17 and 2 - 18 being postponed until the May 1 , 2023 6 00 pm meeting and Case 23 - 06 withdrawn by the applicant 2 Visit from 2023 Miss Johnston County , Miss Johnston County’s Teen & Miss Smithfield’s Teen 2023 Miss Johnston County , Tiffany Smith , Miss Johnston County’s Teen , Colleen McDermott and Miss Smithfield’s Teen , Kaylee Stavlas visited with the Board and briefly spoke on their platforms 3 Public Comments There were no public comments 4 Public Hearings Rezoning Conditional Use Requests After each rezoning case is heard , which is a legislative public hearing , the hearing will be recessed and the Board will render a decision CASE 22 - Mast , LLC The Planning Board recommends APPROVAL of the Rezoning request and submits to the Board of Commissioners a proposed Statement of Consistency for adoption based on the recommendation for approval 5 Comprehensive Land Use Plan Continued Discussion Chairman RS “ Butch ” Lawter , Jr mentioned as there are two Board members absent he suggested more time for the Board to review the red line version of the plan Chairman Lawter stated at the April 17 , 2023 meeting the Board would have a full discussion on the Land Use Plan Chairman th Lawter also mentioned a possible hearing the week of May 15 at a different location He instructed staff to look into an alternate location for the hearing Commissioner April Stephens stated she believes the Board members are individually clarifying their questions with the red line version with staff Commissioner Ted G Godwin stated when the Board finally gets the Land Use Plan approved , that is just a tip of the iceberg 6 Manager Reports and Comments County Manager Rick Hester stated Johnston County is a member of the Triangle J Council of Governments and they are looking at federal grant money to put together a regional study with the nine counties involved and municipalities regarding transportation , housing and land use infrastructure He stated Triangle J has asked the members for a letter of support to send to our congressman Mr Hester said a letter has been drafted and if there are no objections the letter would be sent on behalf of the Board There were no objections by the Board County Manager Rick Hester updated the Board on the budget preparation process and by early May a draft proposed budget would be provided to the Board 7 Board Reports and Comments NonePage
