Consent Agenda approved A Approval of Minutes – March 6 , 2023 10 00 am and 6 00 pm B Proclamation – Litter Sweep Spring 2023 – April 15 - 29 , 2023 Staff requests the Board to adopt a proclamation supporting the NCDOT 2023 Spring Litter Sweep for April 15 - Proclamation adopted Dr Marilyn Pearson recognized Environmental Health Director Todd Ramsey for receiving an award for the 2022 North Carolina Environmental Health Supervisor of the Year Johnston County Health Department is requesting the Board to adopt a proclamation declaring the week of April 3 - 9 , 2023 as Public Health Week Page7 Social Services – Child Abuse Prevention Month - Proclamation adopted The Department of Social Services is requesting the Board to adopt a proclamation for April 2023 as Child Abuse Prevention Month 8 Johnston County Consumers and Family Advisory Committee CFAC – Mental Health Awareness Month - Proclamation adopted Community & Senior Services requests the Board to adopt a proclamation declaring the month of May 2022 as Older Americans Month in Johnston County 10 Adoption of Resolution Approving Amount for School Project Site – Resolution adopted Staff requests the Board to adopt a resolution approving the purchase price for the acquisition of real property by the Johnston County Board of Education to be used for the purposes of a future school project site for a new elementary school pursuant to NC Gen Stat Sect 115C - indicates a waiver was granted in the length of service policy Bentonville – Christopher Scott Lee and Lewis Brian Lee were reappointed Brogden - Allen Daughtry and Chadwick B Ward were reappointed Claytex – Robert Brian Maynard and Jimmy D McLaurin , Jr were reappointed 50 - 210 – Andy Mack Penny , Mark Allen Knox , and Sidney E Sauls were reappointed PI - LE – Eddie Hales and Rex M Braswell were reappointed Shoeheel – James L Hodge was reappointed West Johnston - The vote was taken via written ballot and results were tallied after the meeting At the 6 00 pm meeting , the Chairman announced that Timothy Godwin and Jimmy Wilkins were reappointed and Zachary Webb Alexander was appointed 2 Positions representing each of the following fire districts Selma – Thomas E White and John A Talton were reappointed Smithfield – Jimmy Wood , Jr was reappointed 1 Positions representing each of the following fire districts Wilson’s Mills – William David Comen was reappointed • Firefighters Relief Fund Board of Trustees - 2 year terms Northside – David T Pace was reappointed West Johnston - The vote was taken via written ballot and results were tallied after the meeting At the 6 00 pm meeting , the Chairman announced that Travis Parrish was appointed Wynn – Travis Craig Byrd was reappointed • Pleasant Grove Community Building Board of Trustees – 2 positions ; 2 year terms Kelly Forghani was appointment Page14 Delinquent Tax Collection Report – Informational item 15 Manager Reports and Comments None 16 Board Reports and Comments Commissioner Ted G Godwin stated Neal Davis with JCATS has done an outstanding job and hates to see him go He stated they have had several discussions on transportation including the geographical diversity of the County and the lack of concentration of residents that would allow for typical public transportation Commissioner Godwin stated if the micro test works in Selma and Smithfield , could it be adaptive to other towns as in the Cleveland or Clayton areas where the transportation runs just in that community operating on its own but still under JCATS He stated using small fleets might be a way to provide those services for citizens that cannot get around without wasting money Chairman RS “ Butch ” Lawter , Jr agreed that in the selection of the transportation plan consultant , the Department of Transportation does a great job getting citizens through Johnston County , but we need to figure a way to get citizens around in Johnston County Hoping to see some good results from the micro transit Johnston Quick Ride Vice - Chairman Patrick E Harris noted the previous discussions on mental health He stated those meetings are continuing and proposals have been received from Alliance and once those are reviewed the proposals would be brought back to the Board He noted this is a problem all over North Carolina and the mental health crisis is real and needs to be dealt with Commissioner Tony Braswell talked about the issues with the Department of Motor Vehicles He stated he receives many calls from mothers of 15 or 16 year olds that cannot get an appointment with DMV for a license and it has been taking three months He noted local Representative Strickland and White are working on the issue Chairman RS “ Butch ” Lawter , Jr mentioned after the census there was a redefining of urban areas as it relates to our planning organizations for transportation He stated Johnston County is currently in two organizations , the Capital Area Metropolitan Planning Organization for essentially the western part of the County , which includes the Clayton , Archer Lodge , Cleveland and some of Wilsons Mill’s areas and the other part of the County is in the Upper Coastal Plain Rural Planning Organization He stated with the Clayton , Archer Lodge and Cleveland areas being recategorized as an urbanized area there is the potential for Clayton and Archer Lodge to form its own planning organization He mentioned there has been a few meetings on this and in the near future , the Board will need to send a letter to the Department of Transportation whether we want to be in our own planning organization or continue to stay in CAMPO He stated there may be some other options to include some other towns in the County in CAMPO Chairman R S “ Butch Lawter , Jr also mentioned it is National County Government month He thanked all of the Johnston County employees for all they do for the county and the Board 17 Closed Session – NCGS 14331811 a 3 – Attorney -
