Agenda approved 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes – February 6 , 2023 10 00 am & 6 00 pm and February 20 , 2023 6 00 pm B Municipal Funding Agreement – Agreement between the Town of Pine Level and Johnston County for the Johnston County Municipal Grant Funding Program for water , wastewater or stormwater projects for the purchase of additional capacity allocation in the amount of 500,00000 C Municipal Funding Agreement – Agreement between the Town of Four Oaks and Johnston County for the Johnston County Municipal Grant Funding Program for water , wastewater or stormwater projects for the purchase of additional capacity allocation in the amount of 500,00000 D Budget Revisions • Airport - Delta Sigma Theta Sorority , Inc – Johnston County Alumnae Chapter Proclamation adopted The Johnston County Alumnae Chapter will celebrate 20 years of service on April 23 , 2023 at the Johnston County Agricultural Center Delta Sigma Theta Sorority and JCAC and are making an impact in Johnston County through service The Chapter request the Board to adopt a proclamation to proclaim April 23 , 2023 as Delta Sigma Theta Sorority – Johnston County Alumnae Chapter Day 5 Public Utilities - Phase 2 Water and Sewer Regionalization Feasibility Evaluation Request approved JD Solomon will present to the Board a proposal from Black & Veatch for the Phase 2 Water and Sewer Regionalization Feasibility Evaluation Staff requests approval with moving forward with the project Page6 Comprehensive Land Use Plan – Continued Discussion The Board further discussed the draft plan with staff and Consultants Meg Nealon with Nealon Planning and Ben Hitchings with Green Heron Planning and offered their comments regarding the Plan Chairman RS “ Butch ” Lawter , Jr stated the Board would continue with discussions at their next meeting in April 7 Manager Reports and Comments None 8 Board Reports and Comments Commissioner Richard D Braswell commented on JD Soloman’s earlier discussion on the Phase 2 Water and Sewer Regionalization Feasibility Evaluation He stated he is eager to get things moving He also noted his comment from the Board’s work session regarding the Board’s control over transportation and roads in the county He stated he would like to see some meaningful conversations with the Department of Transportation regarding this issue Commissioner Fred J Smith , Jr also commented on the matter comparing North Carolina with South Carolina He noted these are two different systems supporting roads as it is a relationship between gas tax and property tax He stated everyone goes to South Carolina to buy gas because the gas tax in South Carolina is substantially cheaper than in North Carolina He said the reason for that is the counties in South Carolina have responsibility for certain roads and those counties have an increased property tax to take care of their roads He stated all of the money for roads in North Carolina comes from gas tax causing a higher gas tax and theoretically making property tax lower Chairman R S “ Butch ” Lawter , Jr stated as the Board looks at the transportation plan , the Board will have opportunities to make an impact through participation in CAMPO , etc and to help with some of the prioritization Commissioner Ted G Godwin commended the Chairman and staff for a very well executed retreat last week He noted the staff with the North Carolina Association of County Commissioners did an outstanding job facilitating and there were good discussions Vice Chairman Patrick E Harris also recognized Johnston County staff and appreciated their hard work and dedication in making the retreat a very productive two days Commissioner Fred J Smith , Jr stated it has been a pleasure for him to serve as commissioner with the other six board members He stated the staff of the NCACC said not every county can do what they did in two days He said the Board does a great job showing each other courtesy and working together to keep Johnston County the best it can be Chairman R S “ Butch ” Lawter , Jr thanked everyone involved in the strategic planning session and noted last year’s work has paid off with the work they were able to accomplish He also reminded the Board to review the sewer allocation policy and to get their thoughts on the policy back to staff 9 Closed Session – NCGS 14331811 a 3 – Attorney -
