of - the - art detention center provides much needed space for the Sheriff’s Office while the Public Safety Center , which is slated to open in the summer of 2023 , will help expand and centralize our emergency services operations The County remains in solid financial standing as the Finance Department continues its work on the seven year capital financial plan to better forecast long - range future capital needs for the County In November , voters approved a 177 million school bond referendum that will fund construction of a new high school , a new elementary school , and several individual projects at schools across the County The next month , Commissioners allocated additional funds to enhance security measures at all Johnston County Public Schools Residents can rest assured that school safety will always be a top priority for our Board The Board helped Johnston Community College take a big step forward in 2022 by ensuring high school graduates have every opportunity to advance their education through the implementation of the Johnston County Commissioners Promise Program This program supplements state grants and helps bridge the gap in tuition fees not covered by federal Pell grants or other state funds We continue our focus on future parks , greenways and open space opportunities after successfully holding multiple community engagement meetings for the new Johnston County Regional Park in Cleveland As always , I’d like to express my gratitude to the citizens of Johnston County for their steadfast support , as well as to the Board of Commissioners for their commitment and dedication to the County These accomplishments would not have been possible without the tireless efforts of our incredible County staff who are committed to delivering high quality service to every citizen who calls Johnston County home Thank you and God bless Chairman Lawter thanked the staff for the work they do interacting with the public every day He thanked the Board for working together to improve the lives of the citizens in Johnston County 4 Public Comments A Comments from Blackman’s Crossroads Fire Department Board Chairman Benton Johnson Benton Johnson , Chairman of the Board of Directors for the Blackman’s Crossroads Fire Department , addressed the Board Mr Johnson stated he is a retired Fire Chief for the Blackman’s Crossroads Fire Department and his father and three uncles were founding members of the fire department along with other neighbors in the community Mr Johnson stated the fire department was built by the community and is deeply rooted in the culture Mr Johnson reported that Johnston County Emergency Services Director Kevin Hubbard and the current Blackman’s Crossroads Fire Chief met in October of 2020 , December 10 , 2021 , and February 14 , 2022 He stated on March 1 , 2022 the Board of Directors met with Mr Hubbard and Johnston County Fire Marshal Ryan Parker about suggestions for improving the fire department’s response times and the number of certified personnel on the roster PagePage pageNumber6330 February 6 , 2023 – 10 00 am Continued Mr Johnson stated since the beginning of September 2022 , the Board of Directors has met often with Emergency Services including a meeting with Commissioner Tony Braswell where Commissioner Braswell indicated to them that the fire department was moving in the right direction He further stated that around that same time assistance was being offered to the Blackman’s Crossroads Fire Department through surplus part - time paid firefighters from the Meadow Fire Department Mr Johnson stated their focus has been around training hours and improving response times He continued that on October 3 , 2022 there was a meeting with Mr Hubbard and Mr Parker about progress towards the improvement of operations He stated on October 28 , 2022 there was a meeting with surrounding fire chiefs and personnel was of concern by three departments Mr Johnson stated on November 15 , 2022 , an additional update was given to Mr Hubbard and Mr Parker and the suggestion was made to revisit the progress in January 2023 Mr Johnson stated at the update meeting in January 2023 , Mr Hubbard stated their contract was being pulled and transferred to the Four Oaks Fire Department Mr Johnson reported that after a heated debate with the Board of Directors , it was decided to instead continue with their contract until June 30 , 2023 ; however , in a follow up meeting with Mr Hubbard and Mr Parker , it was decided not to renew the contract Mr Johnson requested the Board of Commissioners allow the fire department more time and extend the contract so they can be a sustainable volunteer fire department B Comments from Kevin Massengill , Blackman’s Crossroads Fire Department Board of Directors Member Kevin Massengill stated he is a resident of Blackman’s Crossroads and he serves on the Blackman’s Crossroads Fire Department Board of Directors as a citizen at large Mr Massengill stated he has seen positive progress with the fire department in the past four months , they are working on getting volunteers trained , and the response times have been improving Mr Massengill stated he supports the volunteers and he called the Board’s attention to 396 signatures of support gathered from citizens He stated the fire department needs help from the County He noted that volunteerism is a problem nationwide and it takes time for proper training C Comments from Gerald Lee , former Blackman’s Crossroads Fire Department Board of Directors Chairman Gerald Lee stated he is a former Board of Directors Chairman for the Blackman’s Crossroads Fire Department and the fire department is stronger than it was one year ago Mr Lee stated the fire department has done everything that Emergency Services has requested of them and they have proved that they can sustain operations Mr Lee stated the fire department is the cornerstone of the community and they would like to have a chance to continue operations D Comments from Joshua Weber of Blue Line Aviation Joshua Weber , Blue Line Aviation of Smithfield , stated he appreciates the continued support from the Board of Commissioners Mr Weber stated Blue Line Aviation is working hard to train the next generation of airline pilots and bring in revenue , but they are receiving pushback from the Airport Authority Mr Weber referenced an email sent this morning to the Board of Commissioners regarding the Airport Authority having multiple violations regarding discrimination against Blue Line Aviation 5 Presentation of Audit Report for Year Ending June 30 , 2022 Finance Director and Deputy County Manager Chad McLamb introduced Alan Thompson with Thompson , Price , Scott , Adams & Co PA , to present the audit report for the fiscal year ending June 30 , 2022 Mr McLamb thanked his staff for all their work and support during the audit process Mr Thompson stated the County staff was cooperative , competent and helpful and his firm issued the opinion of the financial state of the County as a whole He stated the unmodified “ clean report ” is the highest level of reporting that can be obtained Mr Thompson stated there were no significant audit findings , no uncorrected misstatements or disagreements with management and he noted the review of GASB 84 for fiduciary funds , technicalities in Medicaid , and p - cards Mr Thompson commended the tax collection rate stating Johnston County’s collection rate is impressive and serves as a model for other counties Mr Thompson stated overall , the County is in great financial shape Mr Thompson reviewed the following highlights of the report with the Board PagePage pageNumber7331 February 6 , 2023 – 10 00 am ContinuedPagePage pageNumber8332 February 6 , 2023 – 10 00 am Continued Commissioner Fred J Smith , Jr asked about the difference in cash balance and fund balance Mr Thompson stated the fund balance in the General Fund is the total assets less the liabilities He stated receivables and fixed assets are not in the general fund He stated the fund balance is divided into several categories whether that be restricted or available funds Commissioner Smith clarified that fund balance could be cash , accounts receivable , as well as other assets Mr Thompson agreed with Commissioner Smith At the inquiry of Commissioner Smith , Mr Thompson stated a breakdown of the sales taxes could be provided Commissioner Ted G Godwin moved the Board accept the audit as presented for fiscal year ending June 30 , 2022 Vice Chairman Patrick E Harris seconded the motion , which carried by unanimous vote Mr McLamb addressed the Board and stated for ten years in a row the County has received a Certificate of Achievement for Finance Excellence from the Government in Finance Association for the United States and Canada He stated this award is a credit to the staff for their work He noted that of the seventeen criteria , the Finance Office received the highest for each of them Mr McLamb commended his staff stating they are the best and work very hard every day PagePage pageNumber9333 February 6 , 2023 – 10 00 am Continued 6 Nursing Home Adult Care Home Community Advisory Board Update Jimmy Parker , Chairman of the Nursing Home Adult Care Home Community Advisory Committee , provided an update to the Board of Commissioners Mr Parker shared the following information with the Board Page0334 February 6 , 2023 – 10 00 am ContinuedPage1335 February 6 , 2023 – 10 00 am ContinuedPage2336 February 6 , 2023 – 10 00 am Continued Mr Parker introduced CAC members James Coleman , Heather Norman that will be serving as the new Chair , and Ombudsman Carolyn Pennington Mr Parker stated he has served on the Committee for fourteen years and this will be his last year as Chairman although he will still continue to serve as a member Commissioner Tony Braswell thanked Mr Parker for his service and stated Johnston County is in a better place because of the Committee’s work Commissioner Ted G Godwin asked if the implementation of minimum staffing requirements would cause the closing of facilities Mr Parker stated it should not impact facilities and wage increases have occurred to assist with staffing He noted that communication with families , residents , and the administration is key The Commissioners thanked Mr Parker for his service as Chair of this Committee 7 Emergency Services – Request to Declare Ambulance Surplus Emergency Services Deputy Director Josh Holloman requested the Board to declare the following ambulance as surplus Fleet # 123 – 2012 Chevrolet 4500 Diesel – VIN 1GB6G5CL9B1178046 – Mileage 162,491 He stated staff recommends that the ambulance be donated to Johnston Community College which is allowed under North Carolina General Statute § 160A - 280 that authorizes a County to convey personal property for nonmonetary consideration to a nonprofit corporation if the governing board deems the property to be surplus , obsolete , or unused Mr Holloman stated the ambulance no longer meets the requirements for EMS but would be good for Johnston Community College’s training program Vice Chairman Patrick E Harris commented that this donation will support the students in training at the Community College He stated this is a great program and is training our future EMS providers Upon a motion by Vice Chairman Patrick E Harris , seconded by Commissioner Richard D Braswell , and carried by unanimous vote , the Board adopted the following resolution approving the request to declare the ambulance surplus and donate it to Johnston Community College Resolution Approving Conveyance of Personal Property to Another Governmental Unit Pursuant to GS 160A - 280 WHEREAS , the County of Johnston “ County ” owns a Fleet # 123 - 2012 Chevrolet 4500 Diesel Ambulance VIN 1GB6G5CL9B1178046 that has previously been used in county operations ; and WHEREAS , North Carolina General Statute § 160A - 280 authorizes a county to convey personal property for nonmonetary consideration to another governmental unit within the United States if the governing board deems the property to be surplus , obsolete , or unused ; and WHEREAS , the County of Johnston has determined that the personal property described above is surplus , obsolete , or unused ; and WHEREAS , the County of Johnston finds that the public will benefit from the conveyance of the property described above by assisting the Johnston Community College with necessary equipment THEREFORE , THE JOHNSTON COUNTY BOARD OF COMMISSIONERS RESOLVES THAT Page3337 February 6 , 2023 – 10 00 am Continued 1 The manager and or finance officer of Johnston County is authorized to execute all documents necessary to convey the Fleet # 123 - 2012 Chevrolet 4500 Diesel Ambulance described above to Johnston Community College 2 The consideration for the conveyance is the public benefit from the conveyance of the property described above by assisting Johnston Community College with necessary equipment 3 In accordance with the notice requirements of NCGS § 160A -
