10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING MARCH 6 , 2023 - 10 00 AM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc American Legion Post 141 of Selma led those in attendance in the Pledge of Allegiance to the American Flag American Legion Post 141 Selma also presented Commissioner Ted G Godwin with a certificate for 25 years of continuous membership with Post 141 Selma Chairman RS “ Butch ” Lawter , Jr took a moment to remind everyone that last year the following six priorities were set for the Board Public Safety , Infrastructure , County Employees , Financial Stewardship , Educational Funding and Land Use He reminded everyone to look for those six priorities at each meeting held by the Board Chairman RS “ Butch ” Lawter , Jr announced the absence of Commissioner Tony Braswell and that he would be attending the 6 pm meeting 1 Approval Discussion of Agenda – Agenda approved with moving Item No 7 , 911 Communications Request to Adopt Resolution to Item No 4 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes – January 17 , 6 00 pm B Order to Advertise Tax Liens Tax Administrator Jocelyn Andrews is requesting the Board to adopt an order authorizing the advertisement of the tax liens for delinquent 2022 tax bills C Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Upton Drive , Hound Dog Lane , N Rabbit Run Drive , and S Rabbit Run Drive – Langdon Farms – Phase 2 – Smithfield Township Brodie Rose Landing Way – Brodie Rose Landing – Phase 1 – Cleveland Township D Town of Micro – Appointment to Micro Planning Board The Town of Micro is requesting the Board to make the following appointment to the Micro Planning Board representing the ETJ area of the Town Gary Wheeler , 224 Bizzell Grove Church Road , Selma , NC term expiring 2 28 2026 E Option Agreement for Hughes Tract Approve Option to Purchase Agreement between County of Johnston and John Timothy Hughes for Johnston County Parcel ID 15L11012 in the amount of 40,00000 per acre for not less than 47 acres PageF Public Utilities – Request to Discard Equipment – NCGS 160A - 266 Johnston County Public Utilities requests to dispose of the following property that is no longer of value to the County The property is not in service and is not listed on the Countys asset list The equipment must be removed from the existing landfill property in order to avoid conflicts with landfill operation and the cost to disassemble and move the equipment exceeds any possible redeemable value of the property One - Valley irrigation center pivot electric drive approximately 800ft long 5 towers with end gun - No county asset number Two - Valley irrigation center pivots hydraulically drive 263ft long each 1 tower w end gun each - No county asset number This property is not necessary for the conduct of public business , and given that the cost to disassemble and move the equipment exceeds any value it may have , financial considerations indicate disposing of the property serves the best interests of the County as it has no redeemable value Further , the location of the equipment conflicts with landfill operations and poses a safety risk Public Utilities requests allowing a vendor to disassemble and remove the equipment at no charge to the County or the vendor G Budget Revisions • Economic Development – 658,97500 – To increase the incentive grant for Grifols due to under estimated amount during FY 22 - Proclamation – The Week of the Young Child – April 1 - 7 , 2023 Proclamation adopted The Partnership for Children of Johnston County is requesting the Board to adopt a proclamation proclaiming April 1 - 7 , 2023 as The Week of the Young Child in Johnston County Page5 Request for Phase 1 – Fire Matrix Implementation Request approved Phase 1 of the Fire Matrix includes a one - time funding opportunity for non - profit fire departments that are contracted to serve districts that are identified as Tier 1 Tier 1 fire departments are those in which the Fire Tax District current revenue is less than 300,000 Blue Block Phase 1 implementation provides that Tier 1 Departments with a tax rate of not less than 012 are eligible for supplemental funding to bring them to minimum funding level of 300,00000 Under the plan , the same departments will be eligible for the Minimum Funding Supplement 25,000 Gray Block The total cost of the program is anticipated to be 608,977 Funding in the amount of approximately 300,000 is currently appropriated for this program To fully fund the program , additional funds must be appropriated 6 Health Department – Opioid Settlement Funds Resolution adopted and supplemental agreement approved NCDOJ recently announced five new opioid settlements with CVS , Walgreens , Walmart , Allergan , and Teva These settlements will result in an additional 600 million to North Carolina state and local governments County staff recommends the approval of the Resolution Authorizing Execution of Opioid Settlements and Approving the Supplemental Agreement for Additional Funds Between the State of North Carolina and Local Governments on Proceeds Relating to the Settlement of Opioid Litigation 7 911 - Communications – Request to Adopt Resolution Resolution adopted 911 - Communications is requesting the Board to adopt a resolution supporting the reclassification of Johnston County 911 Dispatchers pursuant to the 9 - Informational item 13 Manager Reports and Comments County Manager , Rick Hester introduced Parks , Greenways and Open Space Director , Adrian O’Neal to discuss possible grant opportunities 14 Board Reports and Comments Commissioner Richard D Braswell mentioned a meeting held in Harnett County where he and staff visited their government campus He stated he was impressed with the design and the convenience to the citizens of having everything on one campus Commissioner Ted G Godwin stated he is currently serving on the Alliance Mental Health Board He stated there is an upcoming meeting and hoped some issues regarding the need for facilities in the County would be addressed that the meeting Vice Chairman Patrick E Harris stated he appreciates Commissioner Godwin’s leadership on the Alliance Board Vice Chairman Harris also noted the consent agenda item regarding the Option Agreement to purchase 47 acres He stated he would like to discuss with the Board the possibility of instructing staff to put out a request for qualifications for design services for a DSS and administration building at this property while exercising due diligence He also noted that due to the recent Medicaid expansion , the department of social services will have to find additional space for approximately 40 employees Chairman RS “ Butch ” Lawter , Jr agreed that the Board needs to start looking at ways and delivery methods on how to deliver such a project and start the process Commissioner Godwin stated we need to move sooner rather than later Commissioner April Stephens spoke on an automobile accident in the Benson area She stated four bystanders pulled a mother and children out of the vehicle and they are trying to identify the bystanders She also stated she would like to see a local hometown hero project established where the Commissioners recognize those citizens that come to the aid of their neighbors She stated she has contact information for two of the bystanders and asked on behalf of the Board , to reach out to them in regards to attending a meeting where they could be publically recognized for helping their neighbors Commissioner Stephens also thanked County Manager , Rick Hester for contacting DOT to conduct a study of that intersection as there have been several bad accidents and possibly putting in a four - way stop PagePage pageNumber6Chairman RS “ Butch ” Lawter , Jr offered his condolences to the family of Joe Preston upon his recent passing Chairman RS “ Butch ” Lawter , Jr mentioned Capital Area Metropolitan Planning Organization CAMPO as it pertains to Clayton , Archer Lodge area and part of Wilson’s Mills now being eligible to form their own MPO Chairman Lawter stated he does not have all the information but would be hearing from the Department of Transportation on further details Chairman R S “ Butch ” Lawter , Jr reminded everyone of the strategic planning sessions on March 15 and 16 , 2023 at Campbell University Chairman Lawter noted the Commissioners will have a social function at the end of the first day 15 Closed Session – NCGS 14331811 a 3 – Attorney -
