10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING FEBRUARY 20 , 2023 – 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc 1 Approval Discussion of Agenda - Agenda approved 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes – January 3 , 2023 10 00 am and 6 00 pm B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Beaver Tavern Drive , Falling Leaf Lane and Fall Bridge Circle – Beaver Falls – Banner Township C Town of Benson – Appointment to Benson Planning Board The Town of Benson is requesting the Board to make the following appointment to the Benson Planning Board representing the ETJ area of the Town See request Rodney Starling , 100 Massengill Farm Road , Benson term expiring 12 31 2024 D Town of Benson – Appointment to Benson Board of Adjustment The Town of Benson is requesting the Board to make the following appointments to the Benson Board of Adjustment representing the ETJ area of the Town See request Hampton Whittington , Jr , 2330 NC Hwy 50 N , Benson term expiring 12 31 2024 Kelvin Barbour , 2185 NC Hwy 50 S , Benson term expiring 12 31 2024 E Sheriff’s Office - Approve purchase of Sheriffs bond pursuant to NCGS 162 - 8 in the amount of 10,00000 with Travelers Insurance 3 Public Comments There were no public comments The Chairman acknowledged an email received from citizen Kevin Parke regarding condition of South Ridge Drive in Garner 4 Manager Reports and Comments None 5 Board Reports and Comments Commissioner Richard D Braswell mentioned to the Board that he would like to see more discussions on regionalization He said once the Towns establish large public utility departments for water and sewer it will be harder for regionalization PageCommissioner Ted G Godwin agreed with Commissioner Richard Braswell Commissioner Godwin also mentioned a couple of years ago the Board took action to do away with restrictions to convenient sites for trash He noted during the Board’s upcoming planning session , one of his priorities will be to discuss appropriate funding source Vice Chairman Patrick E Harris provided an update to the Board regarding mental health issues Vice Chairman Harris noted they have been working with Alliance and are in the process of reviewing a proposal Vice Chairman Harris stated they will continue with a series of meetings and will report back to the Board as this is a considerable problem in the County and wants to make sure the citizens get the help they need Commissioner Fred J Smith , Jr agreed with Commissioner Richard D Braswell’s comments on regionalization Chairman , RS “ Butch ” Lawter , Jr reminded the public the Board would be holding their strategic planning sessions on March 15 and 16 , 2023 at Campbell University and it will be live streamed on the County’s YouTube channel Chairman Lawter also asked the Board to provide their top three or four topics they would like to discuss for the planning session agenda 6 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege No action was taken Page
