• Kevin Massengill ; • Gerald Lee ; and • Joshua Weber Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v 6G3zS9 - nmlc 5 Presentation of Audit Report for Year Ending June 30 , 2022 The Board accepted the audit Thompson , Price , Scott , Adams & Co PA will present the County Audit Report for the Year Ending June 30 , 2022 6 Nursing Home Adult Care Home Community Advisory Board Update Informational item The Nursing Home Adult Care Home Community Advisory Board would like to provide an update to the Board of Commissioners 7 Emergency Services – Request to Declare Ambulance Surplus Request approved Emergency Services is requesting the Board to declare the following ambulance as surplus Fleet # 123 – 2012 Chevrolet 4500 Diesel – VIN 1GB6G5CL9B1178046 – Mileage 162,491 Staff recommends that the ambulance be donated to Johnston Community College North Carolina General Statute § 160A - 280 authorizes a county to convey personal property for nonmonetary consideration to a nonprofit corporation if the governing board deems the property to be surplus , obsolete , or unused This ambulance is no longer dependable for emergency operation due to its condition It is recommended that this ambulance be donated to Johnston Community College to assist in the learning environment to help train future EMTs and Paramedics Staff requests the Board to adopt a resolution declaring the ambulance surplus and donating it to Johnston Community College Consideration of this request has been properly noticed in accordance with the applicable statute 8 Public Utilities – Neuse River Wastewater Pump Station Improvement Proposed Budget Revision - Request approved In order to accommodate increased future flow from the Town of Four Oaks , additional system improvements are necessary The County’s Four Oaks Wastewater Pump Station WWPS transmits flow to the County’s Holt Lake WWPS , and the County’s Holt Lake WWPS sends flow to the County’s Neuse River WWPS , in order to pump flow to the Central Johnston County Regional WWTF The County’s consultant CDM Smith , Inc completed the preliminary design study for the proposed improved facilities at the Neuse River Wastewater Pump Station They identified a detailed project scope to achieve additional capacity at a relocated WWPS , and staff recommends proceeding with the detailed project design The proposed project budget revision for technical services to complete the project are , as follows PageExpense Existing Proposed Technical Design Services Preliminary Study 105,00000 105,00000 Detailed Project Design , Permitting & Bidding 000 767,00000 Limited Construction Administration & Observation 000 81,00000 Total 105,00000 953,00000 Revenue Fund 68 Sewer Balance 105,00000 953,00000 Total 105,00000 953,00000 Staff recommends the appropriation of funding for the balance of the project from the Wastewater Fund Balance Fund 68 Staff respectfully request the Board’s approval of the proposed project budget 9 Appointments A Airport Authority – 1 position to fill an unexpired term ending March 31 , 2024 The vote was taken via written ballot and results were tallied after the meeting At the 6 00 pm meeting , the Chairman announced that Bobby Kenneth Jones , II was appointed B Johnston County Health Board – 3 positions ; 3 year terms One position for each of the following categories General Public , Dentist and Nurse Kathleen W Lanc representing Nurse was reappointed The vote was taken via written ballot and results were tallied after the meeting At the 6 00 pm meeting , the Chairman announced that Ray Stott representing General Public was reappointed C Johnston County Planning Board – 5 positions ; 3 year terms The vote was taken via written ballot and results were tallied after the meeting At the 6 00 pm meeting , the Chairman announced that A Brooke Holmes and William E Letchworth were reappointed and Jared Keith Crenshaw , Jack H Sasser , II and Gary R Lovering were appointed D Economic Development Advisory Board – Advertised in January 5 positions ; 2 year terms One position representing each of the following towns Town of Archer Lodge , Town of Clayton , Town of Pine Level , Town of Princeton and Town of Selma Archer Lodge Area - Clyde Castleberry was reappointed Clayton Area - Patrick Pierce was reappointed Pine Level Area - Randy Jones was reappointed Princeton Area - Kevin Dougherty was reappointed Selma Area - Cheryl L Oliver was reappointed 10 Delinquent Tax Collection Report - Informational item 11 Manager Reports and Comments None 12 Board Reports and Comments Commissioner Richard D Braswell commented that he has seen a lot of reactions from the Towns to the allocation for sewer Mr Braswell noted if things are kept on schedule , he believes great things will happen in infrastructure within the next year PageCommissioner Ted G Godwin stated as a member of the Hospital Board , he wanted to remind everyone that the Board of Commissioners adopted a Proclamation last month recognizing February as heart health month Mr Godwin encouraged everyone to wear red in February Chairman RS “ Butch ” Lawter , Jr reminded the Board to review the sewer allocation policy and to get their changes and remarks back to staff 13 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege ;
