10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING JANUARY 17 , 2023 – 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc 1 Approval Discussion of Agenda - Agenda approved 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes – November 21 , 2022 6 00 pm B Town of Clayton – Appointment to Clayton Board of Adjustment The Town of Clayton is requesting the Board to make the following appointment to the Clayton Board of Adjustment representing the ETJ area of the Town See request Marty Bizzell , 1026 Brookhill Drive , Clayton term expiring 12 31 2025 C Town of Clayton – Appointment to Clayton Planning Board The Town of Clayton is requesting the Board to make the following appointment to the Clayton Planning Board representing the ETJ area of the Town See request Jodie Dupree , 380 Riverwood Drive , Clayton term expiring 12 31 2025 D Proclamation – ALL IN RED Month The Johnston Health Foundation All in Red Campaign , is requesting the Board to adopt a proclamation for the month of February 2023 as “ ALL IN RED ” Month in Johnston County See proclamation E Budget Revisions i Health – 6,87800 – To budget revenue Miscellaneous Revenue into appropriate expenditure line items 3 Public Comments The following individuals addressed the Board during Public Comment • Trey Walters • Johnston Community College President Dr Vern Lindquist Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v iNmjEZEYj18 4 CloudWyze – Update to the Board Following the presentation from CloudWyze the Board approved the local match subject to a performance agreement , a budget amendment if needed and would be reimbursed at the completion of the project pursuant to the terms of the performance agreement Representatives from CloudWyze will update the Board on their projects Page5 Public Utilities - Bulk Wastewater Agreement with the Town of Clayton NC 42 West Request approved The County has an existing 8 ” force main along NC 42 west of Clayton NC 42 Force Main The NC 42 Force Main was constructed in 1992 to discharge wastewater into the Town’s system for treatment In addition , a 1993 Inter - local Agreement between the County and Town outlined a “ pass through ” arrangement allowing for the exchange of up to 600,000 gpd of wastewater between the two entities for treatment Subsequent inter - local agreements have updated transmission and treatment operations between the Town and County over the last thirty years In recent months , County and Town staff worked to propose an inter - local wastewater agreement to outline future operations of the NC 42 Force Main The proposed agreement allows the County to discharge up to 450,000 gpd through the NC 42 Force Main to the Town’s system for treatment and allows the Town to discharge up to 150,000 gpd into the NC 42 Force Main for up to eight years After the Town ceases discharge into the NC 42 Force Main , the County can discharge up to 600,000 gpd through the NC 42 Force Main to the Town’s system for treatment The agreement term is for 20 years with a renewal option for two additional ten - year terms Staff respectfully requests the Board’s consideration and approval of the proposed interlocal agreement 6 Comprehensive Land Use Plan – Continued Discussion Chairman RS “ Butch ” Lawter , Jr reminded the Board to offer their comments to Staff by the next scheduled meeting 7 Manager Reports and Comments None 8 Board Reports and Comments Commissioner Richard D Braswell suggested the Board look at the towns that have not established water and sewer departments and offer regionalization participation from the County to operate those systems Mr Braswell stated it is already being done and this makes it official so that we won’t be in a situation later on where we have to negotiate the operation of that system if it ever becomes necessary Commissioner Ted G Godwin stated the Land Use Plan is on the front burner and it drives so many things towards that necessary regionalization and we really need to get that done Chairman RS “ Butch ” Lawter , Jr stated he is working the assignments for board appointments and once he receives the meeting schedules for those Boards from Staff he would be making those assignments 9 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege and NCGS 14331811 a 4 – Economic Development No action was taken Page
