10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING JANUARY 3 , 2023 - 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc 1 Approval Discussion of Agenda - Agenda approved with the addition of the Municipal Infrastructure Funding Requests to be considered as Item 25 after Public Comments and before Rezoning and Conditional Use Requests 2 Public Comments None 25 Municipal Infrastructure Funding Requests Proposed funding matrix approved Johnston County requested proposals from its municipalities to improve access to clean drinking water and to support vital wastewater and stormwater infrastructure to benefit Johnston County Citizens In the request for proposals , Johnston County offered a pool of up to 55MM which may be appropriated for this one - time funding opportunity This matter was initially considered by the Board on December 5 , 2022 and the matter was tabled 3 Public Hearings Rezoning Conditional Use Requests After each rezoning case is heard , which is a legislative public hearing , the hearing will be recessed and the Board will render a decision CASE 22 - 29 REZONING PETITION The Board approved the rezoning request Petition to rezone 2 acres located at 1 Enoch Road in Meadow Township from Industrial 2 - Special Use District I2 - SUD to Agricultural Residential AR Tax ID 09I15011 Owner & Applicant Dustin Keith Jernigan The Planning Board recommends APPROVAL of the Rezoning request and submits to the Board of Commissioners a proposed Statement of Consistency for adoption based on the recommendation for approval CASE 22 - 30 REZONING PETITION CONDITIONAL ZONING REQUEST The Board approved the rezoning request with conditions as agreed upon by the Board and applicant Petition to rezone 364 acres located at 68 & 258 County Home Road in Smithfield Township from Agricultural Residential AR to Industrial 1 - Conditional Zoning I1 - CZ Tax ID 15I09004D & 15I09004E Owner 258 County Home Road , LLC Applicant Adams & Hodge Engineering , PC Conditional Zoning Request Contractor Storage Office Yard The Planning Board recommends APPROVAL of the Rezoning request and submits to the Board of Commissioners a proposed Statement of Consistency for adoption based on the recommendation for approval 4 Public Hearing – Naming of New Road The Board approved the new road name to Marvin Farm Road The North Carolina Department of Transportation’s construction of a new interchange on Interstate 40 at Cleveland Road has resulted in a new road The Board will consider the following proposed road names Westview Road , Johnny Drive , Way , or Lane , Marvins Way , or Marvin Farm Road Page5 Comprehensive Land Use Plan Continued Discussion Chairman RS “ Butch ” Lawter , Jr suggested a schedule for the Board to offer their comments back to Staff and the Board further discussed the draft plan and upcoming scheduled dates 6 Manager Reports and Comments None 7 Board Reports and Comments Commissioner Richard D Braswell mentioned the County is always looking for ways to help farmers hold onto their land He noted there is a lot of forestry land in Johnston County and he has read that some are looking into carbon credits for their woodlands and maybe the County could find a way to help farmers utilize their forestry land as a source of income Commissioner Fred J Smith , Jr added to Commissioner Richard D Braswell’s comment on carbon sequestration Chairman R S “ Butch ” Lawter , Jr commented on the need to look at options Chairman R S “ Butch ” Lawter , Jr also commented that the first time he heard about carbon sequestration was from Johnston County farmer Brandon Batten He stated it’s on the minds of farmers and the Board has talked about other ways to help farmers stay in business He suggested looking into options such as these to help farmers Commissioner , Tony Braswell updated the Board on the Fire Service Supplemental Funding Matrix He reported he and the Fire Chiefs Association had meetings and discussions regarding the Funding Matrix He stated Cleveland Fire Chief Chris Ellington would possibly be coming in February to present to the Board plans , procedures and policies for the Board’s consideration He also noted recommendations submitted to the Board would be reviewed by Vice Chairman Harris and himself before being voted on by the Board Mr Braswell said the goal is to provide the same service throughout the County Chairman R S “ Butch ” Lawter , Jr reminded the Board regarding an email received from Public Information Officer , Adam Carroll regarding the list of items in the State of the County Address Chairman Lawter asked the Board to review the list and report back by the first week in February of any items they would like to be included Page
