Commissioner Tony Braswell and that he would be attending the 6 00 pm meeting 1 Approval Discussion of Agenda - Agenda approved removing Item No 6 – CloudWyze Update to the Board 2 Consent Agenda Items - Consent agenda approved A Approval of Minutes – November 7 , 2022 10 00 am and 6 00 pm B Appointments Livestock Arena Management Board Advertised in December – 5 positions remaining ; 2 year terms Leslie Averill and William Bryant Wellons have applied for reappointment Ms Averill would require a waiver in the length of service policy Kecia Lopes has applied for appointment C Budget Revisions i Sheriff – 5,87119 – To budget revenue Salaries Overtime , Vehicles , Miscellaneous Revenue and Sheriff Fees into appropriate expenditure line items D Tax Releases & Refunds – 11 16 2022 thru 12 15 2022 3 Public Comments The Chairman acknowledged letters received from citizens , Michael White of the Meadow community concerning growth and from Taylor of the Clayton area 4 Public Hearing – Petition for Road Abandonment – SR 2815 - Bear Farm Road Following the public hearing , the Board concurred with the request to abandon a portion of SR 2815 Bear Farm Road from the State maintained system The purpose of the public hearing is to allow for public comment on the proposed road abandonment of a portion of SR 2815 Bear Farm Road from the State Maintained System The property owners have petitioned the North Carolina Department of Transportation to abandon this portion of the road The North Carolina Department of Transportation is requesting the County to concur with the request 5 JCATS – Request County Match for Community Transportation Program Grant Funds Request approved Community and Senior Services of Johnston County is requesting the Board to approve a match in the amount of 198,350 for the Fiscal Year 2023 - 2024 NC DOT Community Transportation Program Grant for the Johnston County Area Transit System JCATS The total grant from the NC DOT is 1,739,293 and is the primary administrative and capital grant with which JCATS operates Page6 CloudWyze – Update to the Board – Item removed 7 Parks , Greenways , and Open Space – Integrated Mobility Division Paved Trail Feasibility Study Program - Request approved Parks , Greenways , & Open Space Coordinator Adrian O’Neal request approval to apply for The Paved Trail Feasibility Study Program This grant focuses on providing planning funds for paved trails and comes from federal funding for the Federal Highway Administration FHWA and is administered by NCDOT’s Integrated Mobility Division IMD The grant’s purpose and goal are to provide alternative transportation routes to reduce carbon emissions and coincide with the 2023 Year of the Trail Great Trail State Initiative that was recognized by the state of NC legislature This will be the final planning effort for Johnston County’s ECG route ; from Smithfield to Benson Staff request approval to move forward with the grant and application process and adoption of the resolution supporting the program 8 Public Utilities – Agreement for the Purchase and Sale of Nitrogen Offset Credits Request approved In March 2022 , the Board of Commissioners approved an agreement with Restoration Systems , LLC for the acquisition of nitrogen offset credits for future wastewater treatment expansion projects The original “ Agreement for the Purchase and Sale of Nitrogen Offset Credits ” between Johnston County and Restoration Systems , LLC requires Restoration Systems to complete 181 acres of riparian buffer restoration to generate 13,699 lbs per year of nitrogen reduction nitrogen offset credits in the Neuse River Estuary The agreement requires the County to purchase the nutrient offset credits for 5,400,000 These credits combined with the County’s existing allocation are sufficient for the County to complete wastewater treatment plant expansions to approximately 155 MGD Restoration Systems will release nutrient offset credits incrementally after project implementation The agreement outlines a payment and credit release schedule County staff further negotiated with Restoration Systems for additional nitrogen nutrient offset credits and recommends an updated agreement The proposed updated “ Agreement for the Purchase and Sale of Nitrogen Offset Credits ” between Johnston County and Restoration Systems , LLC requires Restoration Systems to complete 362 acres of riparian buffer restoration to generate 27,398 lbs per year of nitrogen reduction nitrogen offset credits in the Neuse River Estuary The agreement requires the County to purchase the nutrient offset credits for 10,800,000 These credits combined with the County’s existing allocation are sufficient for the County to complete wastewater treatment plant expansions to approximately 155 MGD County staff and our consultant Dewberry are currently working with the State NPDES staff to modify the County’s existing NDPES permit in phases Phase 1 would allow for expansion up to 160 MGD In accordance with the NCDEQ process , Restoration Systems will release nutrient offset credits incrementally after project implementation The agreement outlines a payment revised capital project budget and revised capital project ordinance 9 Public Utilities – Selma Equalization & Wastewater Pump Station Improvement Proposed Budget Revision Request approved The County provides bulk wastewater transmission and treatment services for the Town of Selma The County receives the majority of the flow and will receive all flow in the future at the County’s Selma Equalization and Wastewater Pump Station located at 1457 W Noble Street The previously adopted Capital Improvements Plan includes a project for additional storage and pumping capacity at the site In order to accommodate additional future flow from the Town of Selma and divert flow from the Town of Pine Level through the facilities , system improvements are necessary Our consultant CDM Smith , Inc completed the preliminary study to evaluate improvement options for the facilities They identified a detailed project scope to achieve additional storage and maximum capacity at the WWPS , and staff G Godwin commented on the letter received from Mr White in the Meadow area regarding growth and also on the letter received from the young person on a license for a unicorn He stated that if we all have that kind of hope and imagination on life it would help the County and our citizens Vice - Chairman Patrick E Harris updated the Board on a meeting with the Department of Social Services , the Hospital , Alliance Health representatives , addressing the needs of mental health care patients in the County Mr Harris reported they plan to meet again at the end of January and will report back to the Board Commissioner Ted G Godwin stated he serves on the Alliance Board along with Lee Jackson and they have received correspondence from the Executive Director , Rob Robinson and sees a solution regarding this matter Mr Godwin thanked Mr Harris for his leadership PageChairman RS “ Butch ” Lawter , Jr requested future updates from Staff regarding the Johnston County Sewer Allocation Policy , the next phase of the Regionalization Study and the Water Supply Study at the next scheduled meeting in January Chairman Lawter mentioned he would be making Board assignments before the next January meeting Chairman Lawter also requested the Board consult with the county attorney regarding municipal funding projects and for this to be included as a closed session item under NCGS 14331811 a 3 –
