10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING DECEMBER 5 , 2022 - 10 00 AM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc Marine Corps League Detachment 1236 of Johnston County led those in attendance in the Pledge of Allegiance to the American Flag 1 Organization of the Board Commissioner RS “ Butch ” Lawter , Jr was elected to serve as Chairman and Commissioner Patrick E Harris as Vice Chairman for one year terms 2 Approval Discussion of Agenda - Agenda approved 3 Consent Agenda Items - Consent agenda approved A Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System E Goodwin Chase Lane – Goodwin Chase East Phase 2 – Wilders Township B Appointments • Livestock Arena Management Board – 8 positions for a two year term Gracie Wells Chamblee , Ron Hughes and Sammy Wayne Lee have applied for reappointment • Veterans Services Advisory Board – 1 position representing District 2 for a 3 year term Mark Petersen has applied for reappointment to represent District 2 C Budget Revisions i Sheriff – 31,50087 – To budget revenue Controlled Substance Tax , Insurance Recovery , Miscellaneous Revenue , Sheriff Fees and Sale of Assets into appropriate expenditure line items D Adoption of Regular Board Meeting Schedule for 2023 E Approval of Public Officials ’ Bonds for the County Each year staff requests the Board to approve public officials ’ bonds for County employees All regular employees are bonded under a blanket bond of 50,000 Certain positions require different bonding amounts F Tax Releases & Refunds – 10 15 2022 – 11 15 2022 4 Public CommentsPageThe following individuals addressed the Board during Public Comment • Johnston Community College Interim President Dr Ken Boham Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v dQa9SKcRGm0 5 Public Hearing – Economic Development Incentive Grant – Project Ready Following the public hearing , the Board adopted a resolution approving an Economic Development Incentive Grant Agreement between the County and Parker Chicopee One , LLC The purpose of the public hearing is to receive public comment on a proposed economic development incentive grant for Project Ready A company proposes to develop and build at full build - out 270,000 + - square foot expandable Class A speculative building , to be used as an industrial facility in the Banner Township , Johnston County , North Carolina The company has proposed the development in Johnston County in exchange for certain economic incentives in the form of annual cash grants paid from general County funds not to exceed a five - year period beginning after required investments have been made The project will increase the tax base , stimulate the local economy , cause the creation of new jobs , encourage business and industry to locate in the County , and will promote business in the County Johnston County further proposes to participate in the cost of the economic development project through a lease of the newly constructed speculative building described above The Johnston County Board of Commissioners intend to pay up to twenty - five thousand and 00 100 dollars 25,00000 per month for a lease of the speculative building , for up to twenty - four months for a maximum total not to exceed six hundred thousand and 00 100 dollars 600,00000 to be paid with revenues from the Johnston County general fund The Company plans to build at full build - out a 270,000 + - square foot building worth approximately twenty million and 00 100 dollars 20,000,00000 The spec building will be used to entice new businesses to come to Johnston County or to expand existing business in Johnston County , for site visits and events , to market Johnston County as a whole , until it is sold or leased to an end user The Board of Commissioners will solicit public comment on the proposed incentives at the public hearing The Board of Commissioners will consider approval of incentives to the company in exchange for the company’s commitments to 1 plan , develop and build the facilities ; 2 cause to create new , permanent full - time jobs ; and 3 invest in taxable real personal property additions , all of which will return property tax revenues substantially in excess of the County’s investment The cash grants and lease are contingent upon , among other things , the company’s entry into a local economic development agreement with the County containing the obligations and agreements of the company and the County The company must achieve its capital investment and job creation goals plus be current on all Johnston County tax obligations to receive the proposed grant funding , which is subject to adjustment for partial performance All interested persons are invited to attend and present their views during this public hearing 6 Public Hearing – Petition for Road Abandonment – SR 1347 - Old Olive Road Following the public hearing , the Board concurred with the request to abandon a 032 mile portion of SR 1347 Old Olive Road from the State maintained system The purpose of the public hearing is to allow for public comment on the proposed road abandonment of a portion of SR 1347 Old Olive Road from the State Maintenance System The property owners have petitioned the North Carolina Department of Transportation to abandon this portion of the road The North Carolina Department of Transportation is requesting the County to concur with the request Page7 Finance – Resolution Certifying and Declaring Results of 2022 Referendum Resolution Adopted Staff requests the Board to adopt a resolution certifying and declaring the results of the November 8 , 2022 177,000,000 General Obligation School Bond referendum and providing for publication of the results as required by statute 8 Finance – Town Infrastructure Projects Recommendations – Presented and tabled for future consideration Staff will present recommendations for the Town infrastructure projects 9 Solid Waste Services – Phase 4A MSW Landfill Area 2 C & D Landfill Closure Project Contract and revised capital project budget approved Smith Gardner , Inc S + G submits the results of the bidding for the Johnston County Landfill – Phase 4A and Area 2 Closure project , which bid on October 13 , 2022 at 2 00 pm The results of the bid are below There were three Base Bid Schedules Schedule A Phase 4A MSWLF Closure ; Schedule B Area 2 C & DLF Closure ; and Schedule C Borrow Area and Sediment Basin Work Per instructions provided to bidders , the Total Base Bid is the sum of Schedules A , B , and C Bidder Total Base Bid 1 Thalle Construction Co 12,518,81500 2 Morgan Corp 14,490,91000 3 Glover Construction Co 15,014,87500 Based on the bid results , Thalle Construction Co Thalle is the low bidder Thalle’s total Base Bid was , however , above the 10,608,188 to 11,667,907 range predicted in our opinion of probable construction cost OPC dated September 30 , 2022 sent via email The main reasons for this are the current inflationary environment and uncertainties related to fuel and material costs which are a risk for the selected contractor Based upon the information provided by Thalle with their bid , S + G finds their submittal to be complete Further , based on S + G’s review and awareness of Thalle’s qualifications , they believe that Thalle is well qualified to perform the work Considering Thalle’s bid exceeded the County’s initial budget for the project , S + G was authorized to negotiate scope reduction items and potential cost saving alternates with Thalle Based on discussions with Thalle and with County staff , recommended scope reduction items and cost saving alternates are itemized in the table below Scope reduction items are tasks which either can be performed by County staff and or are supplemental to the closure project and can be delayed in anticipation of obtaining better pricing Cost saving alternates were based on identifying items where a change in materials used would provide savings yet result in no loss of performance Scope Reduction Items Delete Sch C Pay Items 21 - 212 Borrow Area G1 153,380 Delete Sch C Pay Item 31 Sediment Basin No 1 Scope of Work 40,000 Delete Sch C Pay Item 32 Sediment Basin No 2 Scope of Work 45,000 PageDelete Sch C Pay Item 35 Sediment Basin No 10 Scope of Work 75,000 Total - Scope Reduction Items 313,380 Cost Saving Alternates Sch A Pay Item 56 DC - 66B ;
