October 3 , 2022 10 00 am & 6 00 pm ; and October 17 , 2022 B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Goodwin Chase Lane SR 3516 ext , S Titus Lane , and N Titus Lane – Goodwin Chase – Phase 4 – Wilders Township Lure Lane – Harden Creek – Wilders Township Vinson Park Drive – Vinson Park – Wilders Township C Celebrate Cleveland Committee – Request for Temporary Road Closure The Celebrate Cleveland Committee is requesting the Board’s approval to temporarily close Cleveland Road on December 6 , 2022 from 7 00 pm until approximately 7 45 pm for the annual Cleveland Christmas Parade route The Celebrate Cleveland Committee is working with the NC Department of Transportation , the Johnston County Sheriff’s Office , and the North Carolina Highway Patrol concerning the temporary closure and will be obtaining all required permits and a liability insurance policy for the event The NC Department of Transportation requires the approval by the Johnston County Board of Commissioners as part of the permit process D Request for Public Hearing – Name for Newly Established Road The NCDOT construction of a new interchange on I - 40 at Cleveland Road , has resulted in a new road In accordance with North Carolina General Statutes , the Johnston County Board of Commissioners shall name new roads in unincorporated areas and conduct a public hearing to receive comments on said naming Staff requests the Board to schedule a public hearing for the first regular meeting date of the Board of County Commissioners in January 2023 at the 6 00 pm meeting PageE Bulk Wastewater Agreement with the Town of Pine Level Staff requests the Board to approve a Bulk Wastewater Agreement with the Town of Pine Level F Appointments Wilson’s Mills Firefighters Relief Fund Board – 1 position for a two year term Danny Lee Harden , Jr has applied for reappointment Alliance Health Board of Directors – The Alliance Health Board of Directors voted unanimously at their November 3 , 2022 meeting to recommend the reappointment of Mr David Lee Jackson to represent Johnston County on the Alliance Board for a term to expire on November 30 , 2025 G Budget Revisions i Finance Soil & Water Conservation District – 416,10300 – To budget a North Carolina Department of Agriculture & Consumer Sciences Stream Flow Rehabilitation Program Grant awarded to the Johnston County Soil & Water Conservation District ii Tourism – 26,75000 – To budget the Town of Selma reserves to be used for the completion of the Selma Wayfinding project 4 Public Comments - None 5 I - 95 I - 40 Crossroads of America Economic Development Alliance – Training Center Project Request for Funding – The Board approved an allocation in an amount up to 175 million for the Advanced Manufacturing Training Center project The I - 95 I - 40 Crossroads of America Economic Development Alliance would like to present a request for funding to help construct the Advanced Manufacturing Training Center project 6 Johnston County Public Schools – Request for Funds for Schools Security Equipment The Board adopted the following resolution JOHNSTON COUNTY BOARD OF COMMISSIONERS Resolution to Approve Appropriation to Capital Outlay Fund to Johnston County Public Schools to Improve School Safety and Security for the 2022 - 2023 School Year WHEREAS , Johnston County Public Schools recently identified critical school safety needs which are subject to time - sensitive market conditions ; and WHEREAS , the Johnston County Board of Education requests an appropriation from the Johnston County Board of Commissioners in the amount of 9,605,83182 to the Johnston County Public Schools Capital Outlay Fund for the restricted purpose of purchasing equipment and construction atPageschool facilities to improve school safety and security for the 2022 - 2023 school year for the projects identified on the attached Exhibit A ; and WHEREAS , of this cost , the Johnston County Board of Education intends 1,500,00000 to be reimbursed to Johnston County with the safety allocation of the first sale of the 2022 School Bond proceeds ; and WHEREAS , the Johnston County Board of Commissioners supports the request to fund critical school safety needs as identified on the attached Exhibit A and is willing to appropriate Johnston County Reserve Funds in the amount of 9,605,83182 to the Capital Outlay Fund of Johnston County Public Schools which shall be restricted for these purposes NOW , THEREFORE , BE IT RESOLVED by the Johnston County Board of Commissioners that 1 The Johnston County Board of Commissioners amends its appropriation to Johnston County Public Schools for the 2022 - 2023 school year such that 9,605,83182 is appropriated from Johnston County Reserve Funds to the Johnston County Public Schools Capital Outlay Fund for the restricted purpose of improving school safety and security for the 2022 - 2023 school year for the projects identified on the attached Exhibit A ; and 2 Johnston County shall be reimbursed the amount of 1,500,00000 with the safety allocation of the first sale of the 2022 School Bond proceeds Johnston County Public Schools JCPS is requesting funding to assist with security equipment projects JCPS has submitted the following proposal for review and consideration by the Board of Commissioners Weapon Detection - All Elementary , Middle , and High Schools ? 54 stationary detection systems to be placed at elementary , middle , and high school main entrances and other places throughout the district Some additional power outlets and installation adjustments equipment will be needed where these devices are placed Estimated 62 million dollars ? 37 portable detection systems to be placed at strategic entrances other than the main entrance bus rider entrance , student driver entrance , secondary carpool entrance , some additional power outlets and installation adjustments equipment will be needed where these devices are placed 800K ? Total Cost 7 Million for systems and any installation needs Propped or open doors alarms ? Open door propped alarms ? Total Cost 1,505,83182 1,500,00000 Bond Updates to School Security Cameras ? Updates to the current school camera system ? Total Cost Estimate 1,100,000 The total project cost is 9,605,83182 ; however , JCPS proposes to use bond funds in the amount of 1,500,000 towards the propped open doors alarms component , leaving a balance of 8,100,000 JCPS requests the Board to allocate 8,100,000 in additional funding for the project and to front the remaining 1,500,000 with the understanding that the County would be reimbursed this cost once the bonds are sold 7 My Kids Club – Request for Funding The Board approved an allocation in the amount of 200,000 for My Kids Club Representatives from My Kids Club will present a request for funding Page8 Parks , Greenways & Open Space – Open Space Fund Disbursement Policy Adjustments Amended policy approved Staff is proposing adjustments to the Open Space Fund Disbursement Policy , as follows 1 Change of application period Change would reflect an open period of December 14 , 2022 through February 14 , 2023 to receive applications for funding requests The last County wide disbursement was in 2020 and the funds have grown to an amount that makes disbursement feasible and substantial for development of capital projects 2 Update of fund balances available through June 30 , 2022 These changes will allow staff to perform a beneficial disbursement within the first quarter of 2023 and this will allow some smaller projects to be completed prior to the spring and summer athletic seasons 9 Planning Department – Upper Coastal Plain RPO Amendment to MOU Request approved The Upper Coastal Plain Rural Planning Organization UCPRPO requests the Board to approve an amendment to the Memorandum of Understanding MOU At the recent RPO TCC and TAC meetings , there was unanimous approval to update the MOU to facilitate the transition of the Lead Planning Agency from Nash County to the City of Wilson To facilitate this transition , the MOU must be updated and approved by all member jurisdictions Staff requests the Board to approve the amended MOU 10 Draft Envision Johnston Comprehensive Land Use Plan Continued Discussion The Board further discussed the draft plan with staff and offered their comments regarding the Plan Chairman RS “ Butch ” Lawter , Jr stated the Board would continue with discussions at their next meeting The Board will continue discussions regarding the draft Envision Johnston Comprehensive Land Use Plan 11 Manager Reports and Comments County Manager Rick Hester updated the Board on a scheduled meeting next week with Cloudwyze representatives regarding the State Broadband Grant and stated he would keep the Board informed 12 Board Reports and Comments The Commissioners each expressed their appreciation to Clerk to the Board Paula Woodard and congratulated her on her upcoming retirement Vice - Chairman Patrick E Harris updated the Board on a meeting with the Department of Social Services , the Hospital , Alliance Health representatives , Commissioner Ted Godwin , and others as it relates to the lack of mental health services and possible solutions Mr Harris reported they plan to meet again in January PagePage pageNumber5Chairman RS “ Butch ” Lawter , Jr mentioned he would be meeting tomorrow with representatives from the Department of Transportation to further discuss the NC Hwy 210 bridge replacement over Middle Creek Chairman Lawter also reported that he and Vice - Chairman Patrick E Harris attended the North Carolina Association of County Commissioners Legislative Goals Conference He reported on the various goals that were discussed and voted on at the conference 13 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege ; and NCGS 14331811 a 5 – Acquisition of Property No action was taken Page
