• Josh Holloman – Johnston County Emergency Services ; and • Marty Clayton – Duke EnergyPageNote Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v 7nhWHkGiObw 4 Public Hearing – Economic Development Incentive Grant – Project Neyer Following the public hearing , the Board adopted a resolution approving an Economic Development Incentive Grant Agreement between the County and Brogden Industrial , LLC AL Neyer The purpose of the public hearing is to receive public comment on a proposed economic development incentive grant for Project Neyer A company proposes to develop and build a 250,000 + - square foot expandable Class A speculative building , to be used as a life sciences or advanced manufacturing facility in Smithfield , Johnston County , North Carolina The company has proposed the development in Johnston County in exchange for certain economic incentives in the form of annual cash grants paid from general County funds over a five - year period beginning after required investments have been made The project will increase the tax base , stimulate the local economy , cause the creation of new jobs , encourage business and industry to locate in the County , and will promote business in the County Johnston County further proposes to participate in the cost of the economic development project through a lease of the newly constructed speculative building described above The Johnston County Board of Commissioners intend to pay up to twenty - five thousand and 00 100 dollars 25,00000 per month for a lease of the speculative building , for up to twenty - four months for a maximum total not to exceed six hundred thousand and 00 100 dollars 600,00000 to be paid with revenues from the Johnston County general fund The Company plans to build a 250,000 + - square foot building worth approximately twenty million and 00 100 dollars 20,000,00000 The spec building will be used to entice new businesses to come to Johnston County or to expand existing business in Johnston County , for site visits and events , to market Johnston County as a whole , until it is sold or leased to an end user The Board of Commissioners will solicit public comment on the proposed incentives at the public hearing The Board of Commissioners will consider approval of incentives to the company in exchange for the company’s commitments to 1 plan , develop and build the facilities ; 2 cause to create new , permanent full - time jobs ; and 3 invest in taxable real personal property additions , all of which will return property tax revenues substantially in excess of the County’s investment The cash grants and lease are contingent upon , among other things , the company’s entry into a local economic development agreement with the County containing the obligations and agreements of the company and the County The company must achieve its capital investment and job creation goals plus be current on all Johnston County tax obligations to receive the proposed grant funding , which is subject to adjustment for partial performance 5 Economic Development – GALOT Motorsports State Relief Grant Funds The Board approved and accepted the Motorsport Relief Fund Grants totaling 583,586 GALOT Motorsports has worked with the Economic Development Office to obtain a grant from the North Carolina Department of Commerce Motorsports Relief Fund The grant requires that the local government receive the funds from the North Carolina Department of Commerce and disburse them to the recipient GALOT Motorsports The Board previously approved the grant application on February 21 , 2022 There are no County matching funds required and Johnston County will simply act as a pass - through for the funds Staff requests the Board to approve and accept the Motorsport Relief Fund Grants totaling 583,586 6 Harbor - Proclamation for Domestic Violence Awareness Month - Proclamation adopted Harbor is requesting the Board to adopt a proclamation for October 2022 as domestic violence awareness month PagePage pageNumber57 Capital Area Workforce Development Board – Letter of Support for Orange County Request approved Orange County has requested to join the Capital Area Workforce Development CAWD Board If approved , the transition will become effective in July 2023 and Orange County will join the CAWD which currently consists of Wake , Johnston , Lee , and Chatham Counties The CAWD and Orange County have requested letters of support from the other counties in the CAWD 8 Appointments A Boon Hill Firefighters Relief Fund Board – 1 position ; 2 year term Adam Stanley was appointed B Johnston County Heritage Commission – 9 positions ; 2 year terms Pam Lipscomb Baumgartner , Dr John M Booker , Suzanne Benton Cook , Matthew Dean , Warren Grimes , and Raymond “ Frank ” Knott , Jr were reappointed Lyda Boone , Pascual Goicoechea and Angelique Legette were appointed C Planning Board – 1 position to fill an unexpired term ending February 28 , 2025 Timothy M Little was appointed 9 Delinquent Tax Collection Report - Informational Item 10 Manager Reports and Comments - None 11 Board Reports and Comments Vice Chairman Patrick E Harris stated Johnston County issued a Request for Qualifications for interested design firms to evaluate property for the siting of future logistics and warehousing facilities He stated qualification statements were evaluated and while all the firms were highly qualified , the recommendation is to select CPL as the best qualified based on the evaluation criteria used to evaluate the responses Following discussion , the Board voted to select CPL as the design firm for the project and direct staff to negotiate a contract with the firm , subject to Board approval at a future meeting Commissioner Ted G Godwin spoke on the initiative called Operation Greenlight in support of Veterans by displaying green lights during October through Veterans Day and he encouraged everyone to participate At the inquiry of the Board , County Manager Rick Hester noted that most County buildings would be displaying a green light for this initiative Commissioner Godwin also spoke on the annual Veterans Day Celebration to be held this year at Smithfield - Selma High School on November 11 , 2022 at 11 00 am Chairman RS “ Butch ” Lawter , Jr stated the draft Rules of Procedure have been provided to the Board by the County Attorney for review He asked his fellow Commissioners to review the document and provide feedback to be considered at possibly the October 17th or November 7th meeting Chairman Lawter also noted that staff is working on a wastewater allocation policy and the regionalization study is due to be completed soon Chairman Lawter stated he hopes to have more information for the Board to consider by mid - October early November PagePage pageNumber612 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege ;
