Jeanie Aday Ms Aday’s comments will be recorded as part of the public hearing for the Johnston County School Bond Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v IK1Tgef92k4 4 Public Hearing – Adoption of Johnston County School Bond Order and Call for Referendum Following the public hearing , the Board adopted the order and resolution The purpose of the public hearing is to solicit public comment on the validity of the 177,000,000 School Bond Order , and the advisability of issuing bonds Following the public hearing , staff requests the Board to adopt the 177,000,000 School Bond Order and to adopt a resolution calling for a referendum on November 8 , 2022 , establishing the question for the ballot , and directing the Clerk to make the necessary publications and to deliver a certified copy of this resolution to the Board of Elections 5 Parks , Greenways , and Open - Space Update to the Board – Recreation Master Plan - Informational Item Parks , Greenways , and Open Space Coordinator Adrian O’Neal will present an update to the Board on the Johnston County Parks and Recreation Master Plan 6 Child Fatality Prevention Team Annual Report - Informational Item The Child Fatality Prevention Team has requested to present their annual report to the Board of Commissioners 7 Public Utilities – Request for Sole Source Purchase – Timothy G Broome Water Treatment Plant – Claricone ® No 11 and 12 - Cement AC Water Main Replacement Resolution adopted On June 10 , 2022 , the County received a loan offer for the 2022 AC Water Main Replacement project , which includes replacement of existing asbestos - cement water mains in the County’s water distribution system This project is included in the County’s previously approved Capital Improvements Plan The North Carolina Division of Environmental Quality approved the project and offered a Drinking Water State Revolving Loan in the amount of 6,289,100 This is a 20 - year loan with 11 interest rate Staff respectfully request the Board’s consideration of a resolution accepting the loan After the County completes the construction contract bidding process , staff will request the Board adopt an updated budget and capital project ordinance for the project 10 Delinquent Tax Collection Report - Informational Item 11 Voting Delegate for the 2022 NC Association of County Commissioners Conference Commissioner Ted G Godwin was appointed as the Voting Delegate Staff requests the Board to appoint a voting delegate to represent Johnston County at the 2022 North Carolina Association of County Commissioners Annual Conference to be held in Cabarrus County August 11 - 13 , 2022 12 Manager Reports and Comments A RFQ – Facilities Operations Building and or Warehouse At the request of the County Attorney , the Board approved for staff to issue a Request for Qualifications for architectural and engineering services for design and construction services for the siting and construction of a new Facilities Operations Building and or Warehouse Space s B Delay of Solid Waste Decals Elimination County Manager Rick Hester recalled that in 2020 , the Board voted to eliminate the solid waste decals by July 1 , 2023 Mr Hester requested the Board to consider delaying the elimination of decals until such time as a new Solid Waste Services Director is hired and more research is completed as to an alternate funding mechanism for solid waste disposal Following discussion by the Board , in a 5 - 2 vote with Commissioners Tony Braswell and Ted G Godwin dissenting , the Board voted to postpone the elimination of decals until such time as a Solid Waste Services Director is hired and an alternate funding mechanism is identified 13 Board Reports and Comments Commissioner Richard D Braswell spoke on the need to look at regionalization and or cooperation from the municipalities as it relates to wastewater Commissioner R Braswell stated he would like for the Board to start talking about the future of wastewater treatment capacity for the County and setting plans into motion Commissioner Ted G Godwin stated he has often heard people say “ if you are not growing , you are dying ” ; however , he is beginning to rethink that statement Commissioner Godwin stated while he thinks there are many other counties that would love to have the growth problems Johnston County is experiencing ,PagePage pageNumber5there is a real need for the Board to take better look at the issues as the Comprehensive Land Use Plan is nearing completion Vice Chairman Patrick E Harris recognized Mr James Coleman in the audience and thanked him for his membership and participation on the Social Services Board Commissioner Tony Braswell thanked the Child Fatality Prevention Team for their annual report at today’s meeting Commissioner T Braswell stated he plans to continue talking about the lack of adolescent mental health facilities and services in Johnston County He stated Johnston County is a member of Alliance Health ; however , the County is still very underrated in child and adolescent mental health services and he plans to continuing bringing this issue to the forefront Chairman RS “ Butch ” Lawter , Jr stated the Capital Area Metropolitan Planning Organization CAMPO is in the process of updating the 2017 Southeast Area Study SEAS transportation plan Chairman Lawter spoke on the importance of this study and he encouraged everyone to visit the website at https seareastudyupdatecom and complete the survey Chairman Lawter stated he plans to share more information with the Board at the 6 00 pm meeting and discuss an update of the entire Comprehensive Transportation Plan for Johnston County Chairman Lawter also announced the Board would be having lunch with Soil & Water Conservation following the adjournment of the meeting 14 Closed Session – NCGS 14331811 a 3 – Attorney -
