10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING JUNE 6 , 2022 - 10 00 AM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc Commissioner Fred J Smith , Jr reminded everyone that today marks the anniversary of D - Day and he spoke on the importance of remembering those that fought for our freedom Commissioner Smith shared the prayer that was given by President Franklin D Roosevelt in his address to the nation on that day American Legion Post 132 of Smithfield led those in attendance in the Pledge of Allegiance to the American Flag 1 Approval Discussion of Agenda – Agenda approved 2 Consent Agenda Items – Consent agenda approved A Approval of Minutes – May 2 , 2022 10 00 am and 6 00 pm ; and May 16 , 2022 Finance Corporation Minutes B Department of Transportation – Additions to System NC DOT is requesting the Board to concur with their recommendation to add the following roads to the State Maintained System Billy Dean Drive – Old Denning Farm – Boon Hill Township Buhrstone Mill Street and Damsel Street – Creech Mills – O’Neals Township Clipper Lane and Yurman Lane – Charlestowne – Phase II – Boon Hill & Smithfield Townships Murata Lane , San Periro Drive , Romano Court , and Sposato Lane – San Marino – Phase 2 & 3 – Wilders Township Redwood Road SR3265 ext and Shagbark Lane – Remington Hills – Phase 3 – O’Neals Township Twelve Oaks Drive , Troutman Way , and November Lane – Pleasant Glens – Pleasant Grove Township C Finance – Approval of Audit Contract for Year Ending June 30 , 2022 The County’s current auditors , Thompson , Price , Scott , Adams & Co , have submitted a proposed contract to audit the records of Johnston County for the year ending June 30 , 2022 Their fee is proposed at 79,500 Staff is requesting the Board to approve entering into the contract with Thompson , Price , Scott , Adams & Co to audit the records of Johnston County for year ending June 30 , 2022 D Public Utilities – Agreement Renewal – Clean Water Education Partnership The Neuse River Basin - Nutrient Sensitive Waters Management Strategy Neuse Rules outline requirements for local governments within the Neuse River Basin related to stormwater management In addition to requirements identified as part of the Johnston County stormwater management ordinance , the County must comply with yearly public education and reporting requirements In order to maintain compliance related to public education , the County joined thePageClean Water Education Partnership CWEP administered by the Triangle J Council of Governments CWEP is a cooperative effort between local governments , state agencies and non - profit organizations to protect water quality in the Tar - Pamlico , Neuse and Cape Fear River Basins The partnership aims to protect North Carolina’s waterways from stormwater pollution through public education and outreach CWEP conducts in - person education at local festivals , schools and other community events ; and mass media outreach campaigns through digital , radio television , print and cinema ads in English and Spanish CWEP’s activities and resources made available to the County , ensure the County’s compliance with public education requirements of the Neuse Rules CWEP determines annual membership dues based on each jurisdiction’s population , and the Department of Utilities budgets membership dues from stormwater plan review fees The County’s “ Membership Agreement for the Clean Water Education Partnership CWEP Services Provided by the Triangle J Council of Governments ” expires on June 30 , 2022 Staff recommends agreement renewal and requests approval of the agreement with an effective term of July 1 , 2022 through June 30 , 2025 E Budget Revisions ? Monday , June 13 , 2022 at 6 00 pm Special Meeting for budget discussions ? Monday , June 20 , 2022 at 6 00 pm Regular mid - month meeting to include anticipated budget adoption as part of the agenda Meetings to be held in the Commissioners Meeting Room at the Johnston County Courthouse in Smithfield Pursuant to NCGS § 159 - 12 , the Johnston County Board of Commissioners will hold a Public Hearing on the proposed 2022 - 2023 County Budget The purpose of the Public Hearing is for the County Manager to present the proposed budget and solicit public comment A copy of the proposed budget has been submitted to the Board and is available in the Office of the Clerk to the Following the public hearing , the Board concurred with the request to abandon SR 2577 unnamed road from the State maintained system The Johnston County Board of Commissioners will hold a public hearing for the purposes of allowing for public comment on the proposed road abandonment of SR 2577 unnamed road located near the intersection of US 70 Alt and US Hwy 70 from the State Maintenance System The property owners have petitioned the North Carolina Department of Transportation to abandon this dead - end road The North Carolina Department of Transportation is requesting the County to concur with the request 6 Department of Social Services – Proclamation for Elder Abuse Awareness Day Proclamation adopted The Department of Social Services requests the Board to adopt a proclamation for Elder Abuse Awareness Day as June 15 , 2022 7 GoTriangle – Commuter Rail Update to the Board Informational item Representatives from GoTriangle will present a Commuter Rail Update to the Board Page8 Public Utilities – Wilson’s Mills Wastewater Pump Station Upgrades – Contract Award Request approved The County received bids on May 5 , 2022 for the Wilson’s Mills Wastewater Pump Station Improvements project The proposed project is included in the County’s previously approved Water and Sewer Capital Improvements The County received three 3 bids , as follows J Cumby Construction Company of Cookeville , TN submitted the lowest responsive bid in the amount of 1,520,00000 J Cumby Construction Company is properly licensed in the type of construction involved Following is the Cumby Construction Company of Cookeville , TN in the amount of 1,520,00000 , approve the revised project budget , and approve the associated budget revision 9 Public Utilities – Four Oaks Wastewater Pump Station Improvements – Budget Revision Request approved The County provides bulk wastewater transmission and treatment services for the Town of Four Oaks The County receives the majority of the flow at the County’s Four Oaks Equalization and Wastewater Pump Station located at 400 Fawnbrook Drive Under normal operation , the existing facility pumps flow through an 8 ” force main to the Town of Benson WWTF However , existing piping at the site allows for flow diversion to the County’s existing WWTF , in the event of an emergency In order to accommodate additional future flow from the Town of Four Oaks , system improvements are necessary for the station to pump simultaneously in both directions The County’s consultant CDM Smith , Inc completed the preliminary study to evaluate improvement options for the Four Oaks WWPS They identified a detailed project scope to achieve maximum capacity at the WWPS , and staff recommends proceeding with the detailed project design The Staff respectfully requests the Board’s approval of the proposed project budget and associated budget revision 10 Public Utilities – Neuse River Wastewater Pump Station Evaluation – Project Budget Request approved In order to accommodate increased future flow from the Town of Four Oaks , additional system improvements are necessary downstream from the proposed upgraded Four Oaks WWPS The Four Oaks WWPS transmits flow to the County’s Holt Lake WWPS , and the County’s Holt Lake WWPS sends flow to the County’s Neuse River WWPS , in order to pump flow to the Central Johnston County Regional WWTF County staff is working on design of an upgraded force main to increase capacity of the Holt Lake WWPS However , staff recommends consulting with a professional engineering firm to evaluate a preliminary design for necessary system modifications at the Neuse River WWPS and discharge force main The project is included in the County’s previously approved 2022 Water and Sewer Capital Improvements Plan The proposed project will likely require a new wastewater pump station site , all new pump facilities and an upgraded discharge force main In addition , the existing force main may require replacement relocation as part of the proposed NCDOT US 301 Neuse River bridge project The proposed project budget for the evaluation and preliminary design is as follows Technical Design Services 105,00000 Total 105,00000 Staff recommends the appropriation of funding for the project from the Wastewater System Development Fee Capital Reserve account Staff respectfully requests the Board’s approval of the proposed project budget and associated budget revision 11 Public Utilities – Duchess Downs Gravity Sewer Outfall – Project Budget Request approved The previously approved 2022 Water and Sewer Capital Improvements Plan includes a project identified as “ New Interceptor from Duchess Downs to Adams Pointe – Abandon Duchess Downs WWPS ” The proposed project includes a gravity sewer outfall from the existing Duchess Downs Wastewater Pump station to Adams Point WWPS located in Adams Pointe Subdivision The outfall will allow for the abandonment of the existing Duchess Downs WWPS The existing WWPS is currently at capacity based on actual and committed flows and station upsizing would be very expensive due to no three - phase power available in the vicinity The proposed wastewater facilities will serve existing and future development on the west side of the I - 40 NC 42 interchange and the area between NC 50 and Old Drug Store Road In order to proceed with the proposed project design , the County would need to adopt a capital project budget At this time , staff recommends the budget to include preliminary technical design services preliminary route study Smithfield North Booster Pump Station Improvements – Project Budget Request approved The previously approved 2022 Water and Sewer Capital Improvements Plan includes a project identified as “ Smithfield North Upgrade Firm Capacity Upgrade ” The proposed project will replace the aging existing Smithfield North package booster pump station and upgrade the station capacity to 15 MGD This site is one of the interconnection points where the County purchases water from the Town of Smithfield In order to proceed with the proposed project design , the County would need to adopt a capital project budget Staff recommends the budget to include full technical services detailed design , bidding assistance , limited construction phase assistance and record drawings The proposed project Board’s approval of the proposed project budget and associated budget revision 13 Finance – Resolutions for the 2022 General Obligation School Bond Referendum In a 6 - 1 vote with Commissioner Fred J Smith , Jr dissenting , the Board adopted the resolutions Staff requests the Board to adopt two resolutions relating to the November 8 , 2022 177,000,000 General Obligation School Bond referendum 1 a resolution introducing the official Bond Order which describes the purpose and nature of the bonds and acknowledges the filing of a Sworn Statement of Debt and Statement of Estimated Interest for public inspection with the Clerk ; and 2 a resolution calling a public hearing for July 18th on the Bond Order 14 Appointments A Economic Development Advisory Board – 1 position ; 2 year term at - large appointment Adam Caldwell was appointed B Voluntary Agricultural District Board – 3 positions ; 3 year terms Applicants must be actively engaged in farming and meet the eligibility criteria for privileged to participate in the recent Memorial Day Service held by the Veterans Services Office at the Johnston County Courthouse Commissioner Godwin stated he appreciated Commissioner Fred J Smith , Jr ’ s comments at the beginning of the meeting remembering D - Day Commissioner Tony Braswell noted that the Chairman appointed him along with Vice Chairman Patrick E Harris and Commissioner Ted G Godwin to meet with representatives from the Fire Services regarding their funding matrix presentation from the last meeting Commissioner Braswell stated they have met and are working through possible solutions and alternatives for the matrix and he will share more concrete information with the Board when it is available Chairman RS “ Butch ” Lawter , Jr announced the Board will be holding a special joint meeting and public hearing with the Town of Selma at 2 00 pm today The meeting will be held at the Selma Town Civic Center located at 300 North Webb Street The purpose of the meeting is
