10 HIGHLIGHTS OF THE JOHNSTON COUNTY BOARD OF COMMISSIONERS MEETING MAY 16 , 2022 - 6 00 PM Videos of the Johnston County Board of Commissioners meetings may be viewed at the following https wwwyoutubecom jocogovnc 1 Approval Discussion of Agenda - Agenda approved postponing the Clayton High School Request for Funding until the June 6 , 2022 meeting 2 Visit from 2022 Miss Cleveland and Miss Cleveland Outstanding Teen 2022 Miss Cleveland Outstanding Teen Madison McVey visited with the Board and briefly spoke on her platform 2022 Miss Cleveland will visit with the Board in June 3 Consent Agenda Items - Consent agenda approved with the addition of a letter of support for the I - 95 I - 40 Crossroads of America Economic Development Alliance Advanced Technology Training Center A Approval of Minutes - April 18 , 2022 B Proclamation - Summer Learning Week The Partnership for Children of Johnston County requests the Board to adopt a proclamation for July 11 - 15 , 2022 as Summer Learning Week in Johnston County C Celebrate Cleveland Committee - Request for Temporary Road Closure The Celebrate Cleveland Committee is requesting the Board's approval to temporarily close Cleveland Road on July 4 , 2022 from 10 00 am until approximately 10 45 am for the annual th Cleveland July 4 Parade route The Celebrate Cleveland Committee is working with the NC Department of Transportation , the Johnston County Sheriff's Office , and the North Carolina Highway Patrol concerning the temporary closure and will be obtaining all required permits and a liability insurance policy for the event The NC Department of Transportation requires the approval by the Johnston County Board of Commissioners as part of the permit process D Johnston County Soil & Water Conservation District - Letter of Support for EEG Grant The Johnston County Soil & Water Conservation District is requesting a letter of support from the Board of Commissioners for a 2022 Attorney General's Environmental Enhancement Grant EEG application in the amount of 150,000 These funds would be added to previously secured funds in the amount of 500,000 to assist with the Moccasin Creek Service District restoration stabilization project No additional county funds are requested E Budget Revisions ? 6 10 PM or as soon thereafter as possible - Public Safety Center Financing Action taken under Item 6 The purpose of the public hearing is to solicit public comment on a proposed plan of financing for the construction of the County's new Public Safety Center 6 Finance - Resolution for Public Safety Center Financing Resolution and amended capital project ordinance adopted Staff requests the Board to adopt a resolution approving the plan to finance the construction of the Public Safety Center Staff further requests the Board to adopt an amended Capital Project Ordinance 7 Clayton High School - Request for Funding Item was postponed until the June 6 , 2022 meeting , per the request of Principal Dr Bennett Jones Clayton High School Principal Bennett Jones is requesting the Board to consider an allocation of funding to help cover remaining costs associated with the overhaul of school athletic fields to synthetic turf Clayton High School in conjunction with Johnston County Public Schools and the Town of Clayton have entered into a joint - use agreement to expand parks and recreation programming to the high school Included in the agreement was a proposal to overhaul two of the school athletic fields to synthetic turf and make other capital improvements to the existing stadium 8 Fire Chiefs Association - Fire Service Supplemental Funding Matrix - The Board took the request under advisement with a Committee to be established later to review proposal Cleveland Fire Chief Chris Ellington has requested to address the Board on behalf of the Johnston County Fire Chiefs Association Chief Ellington will review a proposed Fire Service Supplemental Funding Matrix with the Board Page9 Parks , Greenways , and Open Space Coordinator - Park Master Plan Project Agreement - Request approved The County received qualification statements from six firms for the Park Master Plan Project at Cleveland Matthews Road Polenta Road Cleveland Park Project After careful review , staff recommends the County enter into an agreement with Stewart Inc to complete the master planning process at a cost of 122,600 This project will include the old Cleveland School Site and the new 77 - acre site at the corner of Matthews and Polenta Roads There will be no less than two public information sessions to allow for countywide input and ample online opportunities The result of this agreement will be a conceptual design with pricing and funding options for both sites and connections between the two The final plan will also include phasing recommendations The project would be completed in the December2022 January 2023 timeframe 10 USDA - Rural Development - Update to the Board Informational item USDA - Rural Development State Director Reginald Speight would like to present an overview and update to the Board on their services 11 Moseley Architects - Presentation of County Space Needs Study The Board took the information under advisement Joshua Bennett with Moseley Architects will present the County Space Needs Study to the Board A summary is included in the Board's agenda packet and the complete study can be downloaded in its entirety at the following link https wwwjohnstonnccom files board SpaceNeedsStudypdf 12 Manager Reports and Comments County Manager Rick Hester noted that the Board would be having their official public hearing on the Fiscal Year 2022 - 2023 County Budget at the June 6 , 2022 10 00 am meeting He requested the Board to consider scheduling an additional special meeting to allow for additional requests and discussions to be heard The Board scheduled Monday , June 13 , 2022 at 6 00 pm as a special meeting for the purposes of discussing and hearing requests for the Fiscal Year 2022 - 2023 County budget to be held in the Commissioners Meeting Room It was the consensus of the Board to consider adoption of the budget at the regular June 20 , 2022 6 00 pm meeting 13 Board Reports and Comments Commissioner Richard D Braswell asked the County Attorney to look into the County's policy on wastewater allocations Commissioner Braswell expressed concern that there could be allocations sitting idle and asked if there is a better way to manage this Commissioner Ted G Godwin reminded everyone that Memorial Day is coming up on Monday , May 30 , 2022 and he encouraged everyone to observe this important event Commissioner Godwin stated the th County Veterans Services Office would be holding their observance on May 30 at 11 00 am in the Old Superior Courtroom at the Johnston County Courthouse Commissioner Tony Braswell asked the Chairman if two new members could be appointed to the Fire District Tax Review Committee to serve along with him since the former members are no longer on the Board The Board voted to appoint Vice Chairman Patrick E Harris and Commissioner Ted G Godwin to serve along with Commissioner Tony Braswell PageCommissioner Fred J Smith , Jr asked if any further thought had been given to establishing a set of rules and procedures for the Board of Commissioners to adopt Chairman RS " Butch " Lawter , Jr stated he had given it some thought ; however , he would like to look more closely at the matter after the Fiscal Year 2022 - 2023 budget is adopted Chairman RS " Butch " Lawter , Jr noted that USDA - Rural Development Regional Director Reginald Speight had mentioned opportunities for broadband funding and he asked staff to follow up for more details Chairman Lawter also reminded everyone that the Board of Commissioners would be sitting as the Johnston County Finance Corporation to hold a brief special meeting following the adjournment of the County Commissioners meeting The special meeting is to elect a Secretary Treasurer and Assistant Secretary as well as adopt a resolution for the Public Safety Center financing 14 Closed Session -
