Social Services – 24,46576 – To place funds that have been received by DSS into the correct expenditure line items D Appointments ? Bentonville Community Building Board of Trustees – 4 positions ; 2 year terms Annette Massey Adams has applied for appointment ? North Side Firefighters Relief Fund Board of Trustees – 1 position for a term to expire on April 30 , 2023 David T Pace has applied for appointment ? O’Neals Fire Protection District Commission – 2 positions ; 2 year terms Billy Hodge has applied for reappointment ? Pleasant Grove Community Building Board of Trustees – 3 positions ; 2 year terms Alysia J Stewart has applied for appointment ? Research & Training Zone Advisory Committee – 1 position to fill an unexpired term ending December 31 , 2024 Applicants must be able to represent the interest of the Associations of Owners and Tenants established within the RTZ District Brian Stoker has applied for appointment to represent Grifols PageE HAPP – Approval of the Fiscal Year 2022 - 2023 Annual Plan HAPP Director Randy Smale is requesting the Board to approve the proposed Fiscal Year 2022 - 2023 Annual Plan No changes are proposed from last year’s plan and the required public hearing was held on March 24 , 2022 by HAPP with no comments received F Parks , Greenways , & Open Space Program - City of Raleigh Property Transfer In early August of 2021 , the Johnston County Parks , Greenways and Open Space Program was approached by the City of Raleigh concerning a parcel that had been donated to Raleigh Parks and Recreation , but was located in Johnston County The intent of the donation was for the land to be used as a park This land has been in the City of Raleigh’s ownership since December 31 , 2007 Since management of this parcel is complicated at best for a city that is in an adjacent county , the City of Raleigh has offered it to Johnston County The parcel is 19974 acres , along the Neuse River and adjacent to Johnston County’s existing Timothy G Broome Water Treatment Plant This parcel is on one of the potential routes for the Mountains to See Trail as well as the East Coast Greenway and could be used for other passive recreation facilities as well The Parks , Greenways and Open Space Program requests the Board to accept this parcel for a potential park , trail and water plant buffer uses G Public Utilities – Water Treatment Plant Storage Buildings GMP Amendment The County has an existing design - build contract with Vortex Construction Company for two new buildings and one existing building modification at the Water Treatment Plant one at the plant and one at the Construction Collection Division Building The current contract is at 683,41246 ; however , this was based on the initial estimate given by the contractor The contract requires the contractor to establish a guaranteed maximum price GMP with the County at this stage in the project The GMP has been established at 803,68185 The Board of Commissioners previously approved a budget revision to cover all construction costs 12 6 2021 and funds are encumbered through two existing purchase orders to cover the construction contract based on the GMP provided Staff requests the Board to approve the Amendment Form to the GMP for the project H Public Utilities – Amendment to Professional Services Contract The Town of Kenly has asked the County to include replacement of some of their asbestos cement AC water mains that connect to the Countys existing AC main Since the Towns mains connect to the Countys main being replaced , timing scheduling is important Working on these main replacements simultaneously will benefit both parties The Town would reimburse the County and has requested an interlocal agreement to formalize this process This design contract amendment will allow the design to be completed while the detailed agreement is completed 3 Public Comments None 4 I - 95 I - 40 Crossroads of America Economic Development Alliance Update - Informational Item Representatives from the I - 95 I - 40 Crossroads of America Economic Development Alliance would like to update the Board Page5 Conterra Networks Request for Partnership – NC GREAT Grant Broadband Application Following both presentations by Conterra and Lumos NorthState Item # 6 , the Board voted to include Conterra and Lumos NorthState as part of the Board’s action from March 21 , 2022 to approve providing the NC GREAT Grant matching funds in an amount not to exceed 1 million from the County’s American Rescue Plan Act ARPA funds , for the provider that is selected by the State of North Carolina for the grant award Conterra Networks would like to present information to the Board as it relates to a partnership for their upcoming NC GREAT Grant application 6 Lumos Request for Partnership – NC GREAT Grant Broadband Application Following both presentations by Lumos NorthState and Conterra Item # 5 , the Board voted to include Conterra and Lumos NorthState as part of the Board’s action from March 21 , 2022 to approve providing the NC GREAT Grant matching funds in an amount not to exceed 1 million from the County’s American Rescue Plan Act ARPA funds , for the provider that is selected by the State of North Carolina for the grant award Lumos would like to present information to the Board as it relates to a partnership for their upcoming NC GREAT Grant application 7 Human Resources – Presentation of Compensation Study – The Board approved the 2022 Pay Range and Salary Study Summary Guide and authorized the County Human Resources Director and County Manager to implement the guide with the flexibility to make further adjustments as needed , and waiving Article III , Sections 1 and 2 in the Johnston County Personnel Policy as it applies to in - range adjustments for purposes of implementation of the 2022 Pay Range and Salary Study ; and further , that going forward half of Johnston County’s positions shall be reviewed each year on an alternating basis Human Resources Director Lu Hickey will review the compensation study with the Board 8 Public Utilities – 20 Year Capital Improvements Plan – Plan adopted At the April 4 , 2022 regular meeting , the Board held a public hearing to allow staff to present the draft 20 Year Capital Improvements Plan CIP and receive public comment The CIP includes facility improvements and additions , new facilities , and major capital purchases for Fiscal Year 2022 - 2023 through Fiscal Year 2041 - 2042 Detailed Capital Improvements Plans are required in accordance with North Carolina Department of Environmental Quality guidelines in order to qualify for State loan and grant funding The complete proposed plan has been available for public inspection on the County’s website at http wwwjohnstonnccom files utils FINALCIPpdf and at the Johnston County Public Utilities Department Staff is requesting the Board to consider approval of the draft CIP 9 Public Utilities – Resolutions for Loan and Grant Funding Applications – Resolutions approved The deadline to apply for the spring round of loan and grant assistance administered through the NCDEQ Division of Infrastructure is May 2 , 2022 The Department of Utilities recommends the County submit funding applications for the following projects No Project Name Description Wastewater Treatment Plant Expansion New 40 MGD 1 210 WWTF 4 MGD Expansion Treatment Facility on County Home Road Central Johnston County Regional Preliminary treatment and SCADA improvements at the 2 Wastewater Treatment Facility existing wastewater treatment facility CJCRWWTF ImprovementsPageTimothy G Broome TGB Water 3 Treatment Plant 14 – 18 MGD Water Treatment Plant Expansion from 140 to 180 MGD Expansion Asset Management & Construction Initiation and implementation of asset manage and Maintenance Management System 4 construction maintenance management software at the CMMS Initiation at the CJCRWWTF existing wastewater and water treatment plants and TGB WTP Water Supply Improvements to the Upgrades to suction pipelines and the existing booster 5 Cleveland 1010 Booster Pump station to increase water supply capacity available to the Station station All projects are identified in the County’s Water and Sewer Capital Improvements Plan Staff respectfully requests the Board’s consideration of resolutions authorizing the submission of the loan applications and designating signatory authority to Rick J Hester , County Manager Utilities Director Chandra Farmer also briefed the Board regarding online customer transaction fees Ms Farmer reported that since COVID began and the County was encouraging citizens to use online services , the County has been covering the online customer transaction fees associated with water bill payments , decals , etc She stated now that the numbers have improved , staff recommends going back to the original process whereby the customer pays the online transaction fee , effective June 1 , 2022 Ms Farmer stated advanced notice would be posted for citizens The Board voted to approve the request 10 Finance – Resolution for Public Safety Center Financing – Resolution approved Staff requests the Board to adopt a resolution for the initial authorization of a proposed plan of financing in an aggregate principal amount of up to 17,500,000 for the Public Safety Center construction project 11 Manager Reports and Comments A Friends of Johnston County Parks – Waiver of Solid Waste Disposal Fees County Manager Rick Hester reported The Friends of Johnston County Parks have requested the Board to waive the solid waste disposal fees for their annual county - wide cleanup day scheduled for April 23 , 2022 The Board voted to approve the request 12 Board Reports and Comments The Board briefly discussed their thoughts regarding establishing and adopting a set of rules for the Board to follow during meetings Chairman RS “ Butch ” Lawter , Jr noted the Board talked about how things are changing at the recent Strategic Planning Session , and he thinks that looking at a set of rules is one of the next steps to be considered in the evolution of Johnston County Government Chairman Lawter stated he will work on this and keep the Commissioners updated 13 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege and NCGS 14331811 a 4 – Economic Development No action was taken Page
