Pleasant Grove Community Building Board of Trustees – 4 positions ; 2 year terms PagePage pageNumber5Timothy McGee Callihan has applied for reappointment N Tax Releases & Refunds – 02 15 2022 – 03 15 2022 3 COVID - 19 , Public Health Week Resolution , and ERA Program Updates Health Director Dr Marilyn Pearson shared the following statistics with the Board and provided an update on the Covid - 19 response She stated unless there were objections or a need to address the Board in the future regarding Covid , because of the improvement in the numbers , this would be her last regular update to the Board PagePage pageNumber6Dr Pearson also took a moment to recognize and thank the Smithfield Progressive Men’s Club as well as Mr Frank Lee for allowing the County to use their facilities for Covid testing and vaccine clinics She expressed her appreciation for their willingness to help the community in such a capacity At the request of Dr Pearson , the Board adopted a resolution for Public Health Week as April 4 – 10 , 2022 Finance Director and Deputy County Manager Chad McLamb updated the Board on the Emergency Rental Assistance Program Mr McLamb stated last month , the County stopped receiving applications for the ERA Program He stated almost 8 million has been distributed to the citizens and there is approximately 3 million left in the queue Mr McLamb reported staff is making sure to check the applications for fraud as there have been some instances of fraudulent filings He stated to date approximately 2,000 households have received assistance Mr McLamb also reported on the Community Development Block Grant mortgage assistance program and stated the County has sent out a little over 600,000 to the eligible citizens with approximately 300,000 remaining in that program Mr McLamb thanked the DSS and Finance staff for their work and diligence on these two programs and noted he hopes things will be concluded soon 4 Public Comments The following individuals addressed the Board during Public Comment ? Charles Walters Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v m - 93fTnC8vQ 5 Public Hearing – Public Utilities – 20 Year Capital Improvements Plan – Staff presented the draft CIP Following the public hearing , the Chairman announced that the CIP would be th placed on the April 18 agenda for the Board’s consideration The purpose of the public hearing is to receive public comment on the draft 20 - Year Capital Improvements Plan CIP for water , wastewater and reclaimed water facilities in Johnston County The CIP includes facility improvements and additions , new facilities , and major capital purchases for Fiscal Year 2022 - 2023 through Fiscal Year 2041 - 2042 Detailed Capital Improvements Plans are required in accordance with North Carolina Department of Environmental Quality guidelines in order to qualify for State loan and grant funding The complete proposed plan is available for public inspection on the County’s website at http wwwjohnstonnccom files utils FINALCIPpdf or at the Johnston County Public Utilities Department located in the Johnston County Land Use Center , 309 E Market Street , Smithfield , North Carolina between the hours of 8 00 am until 5 00 pm Monday through Friday Staff will present an overview of the draft 20 Year CIP 6 Social Services – Child Abuse Prevention Month Proclamation – Proclamation adopted The Department of Social Services is requesting the Board to adopt a proclamation for April 2022 as Child Abuse Prevention Month 7 Juvenile Crime Prevention Council – Proposed Budget for FY 2022 - 2023 – The Board approved the JCPC’s budget as presented and the allocation in the amount of 112,000 for Fiscal Year 2022 - 2023 PagePage pageNumber7The Juvenile Crime Prevention Council requests approval of its proposed budget for FY 2022 - 2023 The State’s allocation is anticipated to be 393,380 The JCPC is requesting 112,000 from the County for the upcoming year 8 Appointments A Airport Authority – 4 positions ; 2 year terms John H Bullock , Jr , Ken Starling , and Tim Stevens were reappointed Edwin L Aldridge , Jr was appointed B Beulah Fire Protection District Commission – 1 position ; 2 year term Eleanor Aycock Johnson was appointed 9 Delinquent Tax Collection Report - Informational item 10 Manager Reports and Comments None 11 Board Reports and Comments A Public Hearing for Fire District Boundary Revisions At the request of Commissioner Tony Braswell , Chairman RS “ Butch ” Lawter , Jr called for a public hearing to be held on May 2 , 2022 at the 10 00 am meeting to allow for public comment on revisions to the Elevation , Wynn , and 50 - 210 fire protection district and fire insurance district boundaries B Antioch Fire Department Building Dedication Commissioner Ted G Godwin stated he attended the recent building dedication ceremony for Antioch Fire Department’s new fire station over the weekend Commissioner Godwin stated it was a good event and very well attended by the community C Comments from Chairman Chairman RS “ Butch ” Lawter , Jr stated he had the opportunity to speak to the Clayton Rotary Club recently Chairman Lawter stated Adam Carroll and Ben Armstrong in the Public Information Office assisted him with putting together a presentation for this event and did a great job Chairman Lawter recognized and thanked Marty Clayton with Duke Energy in the audience for his assistance and support to the County D County Commissioner District 4 Appointment Chairman RS “ Butch ” Lawter , Jr reported the application and interview process to fill the County Commissioner District 4 vacancy has been completed He thanked all the applicants for submitting their applications and being willing to serve the County Chairman Lawter also thanked the Republican Party for working with the County Commissioners during this process Chairman Lawter pointed out that the person appointed by the Commissioners would serve until the first Monday inPagePage pageNumber8December of this year , the position will be added to the November 2022 general election ballot to elect an individual to serve the remainder of the term , and that due to the timing of the filing period there will be no primary Chairman Lawter reminded everyone that the Executive Committees of each political party will choose one nominee to be placed on the ballot in November He noted the Executive Committee from the Republican Party also held interviews concurrently , but separately , in order to select their candidate to be placed on the ballot in November Commissioner Ted G Godwin commented that in the early stages of the process , applicant Adam Caldwell had contacted him and requested his support , which he committed Commissioner Godwin stated it is his understanding that Mr Caldwell is not the recommended appointee for District 4 ; however , he supports Mr Caldwell because of that early commitment Commissioner Godwin stated even though he has committed his support for Mr Caldwell , he would welcome and stand behind whichever individual is selected by the Board for the appointment Following discussion and comments by the Commissioners , in a 5 - 1 vote with Commissioner Ted G Godwin dissenting , the Board appointed April Stephens to fill the District 4 vacancy until the first Monday in December 2022 12 Closed Session – NCGS 14331811 a 3 – Attorney - Client Privilege ;
