Finance Moccasin Creek District - 25,00000 - To budget a NCDEQ Division of Water Resources grant for the Moccasin Creek drainage preliminary engineering study ; 500,00000 - to budget State Emergency & Disaster Relief Fund grant funds awarded for projects related to wetlands that are part of Moccasin Creek in the State of NC 2021 Appropriations Bill ? Social Services - 50,00000 - A revision needed to decrease the Low Income Household Water Assistance Program to reflect Funding Authorization received on 3 - 9 - 22 100 federal funds with no required county match and used for water assistance for low income families ; 26,20900 - to budget an ARPA allocation for Adult Protective Services Essential Services Fund 100 federal funds with no required county match ; 1,176,73500 - to budget an increase in the Low Income Energy Assistance Program to reflect Funding Authorization received - State ARPA funds to be used for payments for households with children age 0 - 10 that are receiving FNS and received LIEAP assistance in Fiscal Year 2020 - 2021 100 federal funds with no required county match and used for heating assistance for low income families C Appointments ? Johnston County Board of Health - Previously advertised 1 position remaining representing a veterinarian ; 3 year term - Dr William E Smith , DVM has applied for appointment to represent the veterinarian position D Davis Park Leasing - First Amendment to EDIG Agreement Johnston County entered into an economic development incentive agreement with Davis Park Leasing , LLC DPL on October 18 , 2021 , whereby DPL shall develop 69 acres of real property in the Clayton area of Johnston County Under the agreement , the first milestone for performance was set for March 31 , 2024 DPL would like to change the first milestone date to September 30 , 2024 in order to make the performance commitment dates consistent with an agreement it has with the Town of Clayton The proposed change is a minor modification and does not negatively impact the material terms of the agreement Staff recommends approval of the First Amendment to Economic Development Incentive Agreement PageE North Carolina Railroad Build Ready Site Grant Johnston County was awarded a 750,00000 Build Ready Site Grant from North Carolina Railroad for the Eastfield Industrial Park which can be used for purposes of land preparation for a rail - served site The grant is intended to increase the number of rail - served sites that are ready for development in North Carolina , thereby increasing opportunities to expand the local economy , create new employment opportunities , and increase the local tax base Staff requests the Johnston County Board of Commissioners approve the Build Ready Site Grant Agreement between Johnston County and North Carolina Railroad Company F Public Utilities - Bulk Water Purchase Agreement Proposed Amendment No 2 - Wayne Sanitary Districts Johnston County has bulk water supply agreements with Northwestern Wayne Sanitary District and Southwestern Wayne Sanitary District The agreements allow Johnston County to purchase water from each of the Sanitary Districts May through October of each year and allow the Sanitary Districts to purchase water from Johnston County November through April of each year In 2015 , the County and Sanitary Districts amended the agreements by extending the term for five years each Therefore , the existing agreements terminate the supply to Johnston County and give the sanitary districts the option to purchase additional supply from Johnston County at the end of each agreement term 2022 Staff from both parties agree that Johnston County desires to continue the seasonal purchase from the Wayne Sanitary Districts , and Wayne Sanitary Districts is not ready to purchase additional supply from Johnston County Therefore , staff recommends approval of Amendment No 2 to both agreements to extend the term of each agreement by five years 3 Public Comments The following individuals addressed the Board during Public Comment ? Adam Stanley Note Full comments can be viewed in the video from the meeting at the following link https wwwyoutubecom watch v WYxTbdmsVOI 4 BrightSpeed Request for Partnership - NC GREAT Grant Broadband Application Following both presentations by BrightSpeed and Charter Item # 5 , the Board voted to approve providing the NC GREAT Grant matching funds in an amount not to exceed 1 million from the County's American Rescue Plan Act ARPA funds , for the provider that is selected by the State of North Carolina for the grant award On or about August 1 , 2022 , BrightSpeed is scheduled to assume control of Lumen CenturyLink ILEC assets in North Carolina and 19 other states BrightSpeed is seeking a partnership with Johnston County for a grant through the State of North Carolina for broadband deployment The proposed grant application would support deployment of fiber to the premises to numerous locations within Johnston County The partnership seeks the County's support by way of a financial contribution by utilizing ARPA funds , which provide for bonus points in the grant process Representatives will be on hand to present the request Page5 Charter Request for Partnership - NC GREAT Grant Broadband Application Following both presentations by Charter and BrightSpeed Item # 4 , the Board voted to approve providing the NC GREAT Grant matching funds in an amount not to exceed 1 million from the County's American Rescue Plan Act ARPA funds , for the provider that is selected by the State of North Carolina for the grant award Charter is seeking a partnership for their upcoming NC GREAT Grant application The application would include plans to connect all previously identified unserved households in the County to fiber broadband services As a part of the application , in accordance with the state scoring guidelines , Charter will be requesting a contribution from the County towards the project Representatives will be on hand to present the request 6 Triangle Land Conservancy - Update to the Board - Informational Item Representatives from the Triangle Land Conservancy would like to provide an update to the Board on current and future proposed projects as well as discuss needs for next fiscal year 7 Emergency Services - Presentation of Fire Study - Informational Item Emergency Services will present the completed Analysis of Fire Department Facilities and Operations An Introduction Overview of the analysis is included in the agenda packet The complete study can be viewed on the County's website at https wwwjohnstonnccom files board FireStudyCompletepdf 8 Manager Reports and Comments A Request for New Position - Executive Assistant Per the request of staff , the Board approved a new Executive Assistant position to support the Administration and Legal Departments 9 Board Reports and Comments Commissioner Richard D Braswell reiterated the need to remember that the County only has one river that can be utilized for water and wastewater infrastructure ; and therefore , the County should be considering alternative options for the future Commissioner Patrick E Harris commented that he has recently had a couple of health issues that required a stay at the Johnston Health Clayton Hospital Commissioner Harris spoke on the excellent care he received at the Clayton Hospital and stated all the physicians , nurses , CNS's and all other personnel at the facility take pride in their jobs and it is evident through the services they provide Commissioner Harris stated the County is blessed to have such a wonderful facility Commissioner Tony Braswell congratulated Chairman RS " Butch " Lawter , Jr on putting together a successful strategic planning session last week for the Board Commissioner Braswell thanked Chairman Lawter for all the effort he put into the session as well as his fellow Commissioners for attending and providing input Chairman Lawter thanked Commissioner Braswell and noted that there were some issues with the livestreaming ; however , staff did record the sessions and will be uploading those videos to the County's YouTube Channel soon Chairman Lawter also thanked the staff for helping to organize and coordinate the session Commissioner Fred J Smith , Jr thanked his fellow Commissioners for being willing to discuss the tough issues facing the County while maintaining respect for each other at the recent strategic planningPagesession Commissioner Smith stated the Board wrestled through the issues with a lot of different opinions and the Chairman did a great job of leading the session Chairman RS " Butch " Lawter , Jr thanked the North Carolina Association of County Commissioners Executive Director Kevin Leonard and his staff for facilitating the strategic planning session for the Board Chairman Lawter noted the Association did a great job and was able to share valuable data with the Commissioners and he appreciates their work Commissioner Ted G Godwin stated he serves as the Commissioner representative on the Hospital Authority and in reference to the comments by Commissioner Harris , he believes that through the hospital's affiliations with UNC and Rex , the County will continue to see an even better level of service and expertise for the citizens 10 Closed Session - NCGS 14331811 a 3 - Attorney - Client Privilege and NCGS 14331811 a 6 - Personnel No action was taken Page
