driveway acrossthe street On Parcel 6 would be served by internal street Lots 1 and 2 are sharing, Lots 3and 4 are sharing a driveway, he added The mail kiosk will be in front of the open spaceMr DeLaine asked about the open spaceMr Stewart replied that there were not suitable soils for open space on much of the lotexcept where they have it shownlocatedMr Jim Middleton, Land Acquisition Manager for Habitat for Humanity, stated that theJohnston County Chapter had merged with the Raleigh Chapter to try and serve thecommunities better and get more homes built He explained the Habitat process andmentioned their store they now have as well This subdivision will give them moreopportunities to help more people, he continued He would like to start at least 5 lots withina few months, whereas the internal street will take longer He added that they prefer theshared driveways as presentedMs S Griffith, 654 Cole Rd,Clayton, has several concerns Her main concern is thenatural buffer between the homes and Hwy 70 She doesn t want them to remove the treesdue to all the noise She is also concerned about the well water across the street that all thehomes use as well as a retention pond She concluded by mentioning that Cole Rd is not amajor road and the construction trucks will tear it up, as has happened to a new subdivisiona few miles awayMr Stewart replied that the trees between Hwy 70 and this site is not included in this planThose trees are on another parcel of land They do not have plans for a retention pondThey are trying to limit their footprint on the site for impervious surface reasons They aretapping into County Water and will not have wells or cause any issues to the wells acrossthe street There will be an HOA created to own the open space, he an existing driveway inplace for the cemetery, which is very small and doesnt even show on most maps Thegraves are small and not marked The mailbox kiosk will be on the left in front of Lot 1 asyou turn onto Atkinson Mill RdMs Hackler asked about the pond and its ownershipMr Morrison stated that it belongs to the Narron family The pond is a farm pond used forirrigation The majority is on the Narron property They will design the water flow to gothe natural route and it will be a gradual slope The swell goes down to NC 42 and there isnot a lot of water that flows out He would like to keep it as natural as possible and it willnot bother the homeowners, he concludedThere was brief discussion concerning the pond6Mr Timothy Narron, 9160 NC Hwy 42, Selma, owns property that abuts some of theselots The field on either side of that pond is rented out to a farmer The cul-de-sac for thissubdivision will end near the pond He has concerns about flooding from the pond whenthe construction starts He is not sure how the ownership and liability works with the pondif the property line splits it and there are two owners He also has concerns about thebuffering that will be installedMr Morrison replied that the pond has some clean up that needs to be done before anythingcan be done The overflow needs to be cleaned so it can drain well He explained how theywould berm the area so it flows naturally The existing woods surrounding it would alsobe a bufferMs Holmes asked who would take on that responsibilityMr Morrison replied they would take on that responsibility and fix it as neededMr Marty Bizzell, Engineer, explained the pond and buffering and the defused flow Headded they would follow all the rules and regulations as it relates to stormwaterThere was brief discussion on impervious areasMr Narron asked about the drainage between Lots 11 and 12 He added there would be alawsuit if the water flows and pours onto his propertyMr Morrison stated they were not planning for a berm or landscaping for any lots unlessthey are required with the reverse frontage buffer on Atkinson Mill or NC 42 The existingwoods will be the buffer The home owners will be blocked by the woodsMs Janet ONeal, 7384 NC Hwy 39, representing her elderly father, has issues on privacyand landscaping The reverse buffer needs to also be on NC 39, she stated She also has aconcern about lighting, if any She asked about the size of the homesMr Man stated that he spoke in error before and the reverse frontage buffer will be on NCHwy 39 and not NC 42 as statedMr Morrison replied there will be a berm along the whole section of NC 39 and 42 Therewill not be any lighting along NC 39 and street lights will be low light LED There will beone pole per 4 lots so there will only be a few poles installed The homes will be 2,000-2,500 sq ft homes in the range of 350K He added the trees they will plant will be 8 ftwhen they are installed and will grow up to 30 ft tallMr Gleim Wheeler, 281 Atkinson Mill Rd, lives at the dead end of the road He hasconcerns about the traffic this will generate onto NC 39 and it is a dangerous intersectionHe added that cars don t slow down around the new traffic circle and he would like to seethem square up the intersection He also has concerns about privacy and would like to seeberms if possible His family owns Atkinson Mill and does not like the name of thissubdivision being called the same They are not associated with the subdivision and did notwant people in the area thinking they were the ones starting this7Mr Morrison replied they do not have an issue with changing the name to Atkinson Point,as that was going to be the original name He described how the berm would be built upand then the trees will be planted on top of the berm He added that Lot 14 is on a tall bankand on Atkinson Mill Rd there will not be a berm but will be plantings There will also bean HOA, he concluded He believes the homeowner of Lot 14 will put up a privacy fenceacross the backMr Delaine added that NCDOT would be responsible for straightening the intersectionMs Hackler asked Ms Slusser about the pond issue in regards to the liabilityMs Slusser stated that typically NC is a riparian state which means both owners have theright to use the waters and are responsible for it Maintenance agreements can be enteredinto as well, she addedThere was more discussion by the Board on the pond liability and issues associated as wellas landscapingbufferingMr Morrison stated that they would be willing to do whatever was requested to be goodneighborsThere opposed to the subdivision but had a few questions related to entrance and the safetyof it He would like to see the entrance off set from his driveway He is also concernedwith the speed limit through that area and the widening of the roadMs Hackler explained the V AD and suggested he protect his farmland this wayMr Hart replied to Mr Langdon, stating that they may have some flexibility with
