answer any questionsMr Smith asked Mr Newton to turn on the blue line stream on the computer He askedwhy the blue line and buffer was not shown on the mapMr Bagley replied that this was not considered a blue line stream and one of their staffmembers have been out to the site to verify that There are wetlands but they have beendelineated The acreage size is ½ or more, he continuedMs Hackler asked about the 70 building setback for Lots 1-3, thinking it would makethem too small to build onMr Bagley stated that he can see that but they are allowed to put septics in the setbackso they can make it workMs Hackler asked about the 12 easement7Mr Bagley stated that DOT has heartburn with driveways and they have discussed shareddriveways so Planning staff requested possibly doing something like this with aneasement He believes Raleigh Rd will have a turn lane for thisMr Smith asked about the speed limit in this areaSomeone in the audience replied 55 mphMr Jimmy Massengill, 11676 Raleigh Rd, stated that he had lived here for 52 years andhe has issues with the wet area He does not understand the delineation discussion but itis very wet In addition, the speed limit on Raleigh Rd in this area but the average speedis above 60 He added that he is a prior Highway Patrol and wrote many tickets in thatarea This is family land and a rural community, he continued He is opposed to thissubdivision, as it is not a good fit He and his father farm that land and his father hasalways lived there There is a designated historic district in the area, he concludedMs Hackler mentioned the V AD in the areaThere was brief discussion on the historic district Ezra Property and if it was listed withthe State as well as the subdivision just up the road from this siteMr Massengill mentioned the water runoff towards his property from this siteMr David Allen, 11736 Raleigh Rd, stated that this is a farming community and he hasissues with the traffic The people in that area have been there for generations He alsodiscussed the Ezra Property historic district that was listed in the Keep Johnston CountyBeautiful, IncMs Beth Langston, 12090 Raleigh Rd, stated she is the baby of the community at 50years old She discussed the schools and how they are at capacity already with thesubdivisions going in the area She is concerned with the extra traffic and the elderly inthe area and the kids driving to South JohnstonMs Keith Johnson, stated that he was a 60 year resident of Johnston County and lives inBenson He and his brother inherited the land after his mom passed away and eventhough he does not live nearby this site, he understands the people that have spoken inopposition He mentioned that he has cancer and he wishes he had made decisions withhis heart in the past more than his brain They would like to sell the property because theycannot make any money off the property by fanning it He concluded they would like tohelp Johnston County growMr Lanny Clifton, 2701 Polenta Rd, one of the partners that is buying this property,stated that what they do is develop subdivisions He has also bought land down the roadand will be developing that property as well He believes they are finding people placesto live8Mr Jimmy Massengill stated that he respects Mr Clifton but he implores the board not toapprove this He added that he has some history with the political movements in thisCounty and the board in charge of this county now claim to be conservatives where youtake slow approaches and evaluate and you do not overtax your infrastructure Hecontinued, years ago that same board was comprised of businessmen and farmers andthey took an idea of impact fees to offset costs The impact fee needs to happen and needsto happen immediately, he concludedMr William Larry Allen, 11788 Raleigh Rd, lives directly across the road from thisproposed site He lives in the old Johnson School House and will be there until he diesHe stated that this subdivision upsets him and he believes it is being done sneaky Hewould like to know that size lots and houses will be out there He would also like to knowif this will be a gated community and whether the road will be widened His concerns arewith the schools as well He concluded by saying the root of money is the root of all evilMr Bagley responded that the lots will be around I 00 ft wide with the maximum densityof 15 units per acre He stated there will be a turn lane within the ROW The propertywill not be gated and he does not have household income information, he concludedMs Paula Allen, 11136 Raleigh Rd, stated that she did not grow up in this area but haslived there since 1990 She is concerned that the turn lane will come out of her front yardShe reiterated this was a farming communityStaff recommendation is for preliminary approvalMr Letchworth asked about the requirements for the stubouts to the north, they appear tobe landlockedMr Newton stated that there are no requirements for stubouts but it is a recommendationin order to not landlock propertyMr Letchworth asked about the 12 easement and what DOT s comments were on thatMr Newton stated it was a 20 wide, 12 approved all the time He wishes to retainwhat he currently has, although he is not currently in business there, it is not openMr Smith asked about an electronic gate that would allow entrance 247 and how hours ofoperation may not workMr Coleman replied that they would want a gate with a code to keep the general publicout There would be restricted hours, he statedMr Letchwotih asked about the office for sales11Mr Coleman stated he has a small office there already he will use He is not asking for alot of changes There is natural vegetation to the right side and they own property to the leftside The subdivision to the left side is at least 1000 feet awayMr Matt Dean, lives directly north of the Coleman property, he is representing his sisterin-laws property as well who lives out of state She plans to build when she retires on thissite They are in opposition to this modification He added that Covered Bridge is a cutthrough road but it is not a commercial area, most of the entire road is residential andagricultural They do not want a permanent change or modification of this prope11y andneighborhood He discussed the high-end homes in the area that would not want to bedirectly across from this storage facility This is not acceptable to the neighborhood, heconcludedMr Smith asked where his prope11y is locatedMr Dean showed his properties on the mapMr Jason Williams, lives in Covered Bridge Estates, 120 Julie Drive, has lived there for 5years He added there are only 9 homes in that subdivision and all the neighbors know eachother well His property backs up to the potential storage buildings He is opposed to thisand does not think it is even needed in the area There are several within 7 miles, he statedHe is concerned with the type of traffic coming into the area with this businessMr Dean stated again that Mr Coleman owns a prope11y on NC 96 that is zoned alreadyfor commercial and asks that he use that site insteadMr Coleman replied that less improvement would be needed on the Covered Bridge sitevs the NC 96 site Subdivisions go in front of commercial prope11y all the time and thereare no issues with property values He lives on site and would not do anything that wouldharm his own valueMr Letchwo1th asked how many units he was planning onMr Coleman said it would be done in phases but each building has about 26 unitsMr Letchworth stated he was having a hard time understanding the site plan based on whatis out there now and what is plannedMr Coleman described what he has planned on the computer, locations of things Headded that the other storage site locations in the area are full and have asked this board forexpansionMr Bob Lowery, 38 Julie Drive, stated that this area of Covered Bridge Rd is rural, it isnot wide enough for more traffic or for commercial property He has called around to otherstorage site locations in the area 10 in 7-10 miles and they are not full, he added Hebelieves this site would reduce the values of his property12Mr water on his farm and he has 6,000 pigs there on site He put incounty water in 2004 and did not need it until 2010 when his water was starting to bedepleted He pays Johnston County Utilities between 10,000-12,000 a year for his waterbill Pigs drink a lot of water, he continued He has five wells in addition They pumpwater out of the pit to keep it dry and there should be an impact study of the depletion ofground water before this is approved The deeper they go, the more water they deplete, heconcluded He also added that there needs to be an agricultural rate in Johnston County asthere is in
