10 MEETING OF THE JOHNSTON COUNTY PLANNING BOARD Tuesday , October 19 , 2021 6 00 pm The Johnston County Planning Board met in regular session on Tuesday , October 19 , 2021 at 6 00 pm at the Johnston County Agricultural Center , 2736 NC Hwy 210 , Smithfield , with the following members Present Brooke Holmes , Denise Byrd , Nicole Hackler , Adam Caldwell , Michelle Davis , Freddie Hudson , Matt Moore Absent Allan DeLaine , Will Letchworth , BOCC Representative , BOE Representative Also present Braston Newton , Director ; Todd Marr , Planner ; Cameron Pittman , Planning Technician ; Jennifer Slusser , County Attorney Ms Hackler opened the meeting at 6 01 pm with the Pledge of Allegiance Approval of the Minutes Upon a motion by Ms Davis to approve the September 21st Planning Board Minutes , seconded by Mr Hudson and carried by a unanimous vote of 6 - 0 , the September 21st , 2021 Planning Board Minutes were approved as presented All speakers were sworn in Subdivisions Bridges Tract 2021 Owner Kenneth Bridges Developer Kenneth Bridges Surveyor Williams - Pearce & Associates Acreage Lots 1497 acres , 3 lots Tax ID 16K02034K Location 130 Hardy Rd , Wendell Mr Marr introduced the case and referenced the above information Ms Hackler asked for clarity concerning the lots being presented and Mr Marr confirmed they were lots 6 , 7 , and 8 Mr Kenneth Bridges , Owner Developer , was present to answer any questions the Board may have Mr Bridges stated that he had provided updated maps Mr Bridges also stated 1Pagethat lot 8 on the backside of the property would be accessed by an easement on Applewhite Rd and lots 6 and 7 would have an entrance from Hardy Rd Mr Hackler asked about the use of Young Lane to access Applewhite Rd from lot 8 Mr Bridges replied that lot 8 would use Young Lane Ms Hackler asked about access to lots 6 and 7 Mr Bridgers replied that lots 6 and 7 would be accessed from Hardy Rd per the preexisting road maintenance agreement Mr Bridges also stated that the lots had restrictions on them and he would get final architectural approval on everything There was no further discussion Ms Hackler asked for the staff recommendation Mr Marr stated the staff recommended approval with the stated conditions in the staff report Staff recommendation is for approval Upon a motion by Mr Caldwell to approve Bridges Tract 2021 , seconded by Mr Moore , the Planning Board approved Bridges Tract 2021 by a unanimous vote of 6 - 75 d 3 11 Coordinate with the US Postal Service for the design of and utilization of cluster box mail receptacle units a CBU shall not impede the flow of traffic b CBU shall not obstruct the operation and maintenance of utility services c CBU shall meet ADA and Fire Code requirements 2Page[ Environmental Health ] 12 Approval of all lots for onsite sewage disposal or statement for each unapproved lot [ NCDOT ] 13 A driveway permit and subdivision design approval must be obtained prior to construction 14 All design aspects of the plans shall comply with the current NCDOT Standard Specifications for Roads and Structures , NCDOT Subdivision Roads Minimum Construction Standards , and Policy on Street and Driveway Access to North Carolina Highways 15 It will be determined at the time the driveway permit application is submitted if any road improvements will be required [ Public Utilities ] 16 If 17,000 SF of impervious are is planned or 1 acre will be disturbed , a stormwater permit will be required 17 An erosion control permit is required if more than 1 acre is to be disturbed 18 Wetlands should be delineated and shown on the plan if any are present as well as any jurisdictional features and buffers A buffer call may be necessary or all of the features must be shown on the plat 19 Property is located within the ESA and limited to 12 impervious area without stormwater management Hocutt Place Owner Virginia H Hasal Developer DWB Eastern NC Surveyor Alsey J Gilbert , PLS Acreage Lots 26 acres , 20 lots Tax ID 11M02047 Location 1697 Richardson Rd Mr Marr asked if anyone was present to represent Hocutt Place Representatives present were sworn in Mr Marr introduced the case and referenced the above information Mr John Lepiarz , 142 Eatmon Rd , Zebulon , NC , representing the Owner Developer was present to answer any questions the Board may have Mr Lepiarz described the property Ms Hackler asked about the limits of the pond , specifically about the ponds location and if it was on lots 17 and 18 or part of a buffer 3PageMr Lepiarz confirmed that the pond was in the buffer area and no portion of the water of the pond is on lots 17 and 18 and nothing will be conveyed to the owners Mr Caldwell asked about the old path behind lots 3 and 4 and it’s location to the property line Mr Lepiarz stated that the property line runs down the center of the old path behind lots 3 and 4 Ms Hackler asked if the old farm path was being retained for use Mr Lepiarz stated no because the farmland behind the property is not being farmed Mr Alsey Gilbert , Surveyor , was present to answer any questions the Board may have Upon arrival , Mr Gilbert was sworn in Ms Brenda Whitley , 1485 Richardson Rd , Zebulon , NC , was concerned about the types of homes to be built on the property as well as the condition of the road and increased traffic Mr Newton responded that any improvements necessary to the road would be determined by the driveway permit issued by DOT Mr Caldwell asked for clarification on the location of Ms Whitley’s property Ms Whitley asked about the start date and the size of lots Ms Hackler stated the property was a 26 acre site with 20 lots , so on average each lot would be over 1 acre per lot Ms Whitley asked if the homeplace on the property would remain Mr Gilbert stated yes and there were no intentions for its removal at this time Mr Gilbert shared that a tentative start date would be in 90 days Mr Gilbert also stated that land price and development costs dictate the price of the home The lots would likely sell for 60,000 - 75,000 per lot with homes in the 300,000 - 350,000 range Mr Stacey Whitley , 1485 Richardson Rd , Zebulon , NC , was concerned about the types of homes being built on the property Ms Hackler recognized that both subdivisions presented are adding students to Corinth - 1 Mr Marr stated that 2 properties were recently approved for I - 1 rezoning in the area of this property and confirmed that I - 1 zoning is light industrial Mr Paul Embler , Applicant , was present representing the Heavner family and to answer any questions the Board may have Mr Embler stated that this request was to bring the property into compliance with the surrounding properties and I - 1 zonings Mr Embler shared that there were no intentions at the present time for development Mr Marr provided a staff recommendation of approval and presented a draft statement of consistency for consideration There was no discussion Staff Recommendation Approval Upon a motion by Mr Moore to approve Rezoning Case 21 - 20 , seconded by Ms Davis , Rezoning Case 21 - 20 was recommended for approval by a unanimous vote of 6 - 0 at the October 19 , 2021 Planning Board Meeting Discussion Items Ms Davis shared a reminder about the Comprehensive Land Use Plan’s first Public Forum to be held later this week from 4pm -
