Meeting of Board of Commissioners for the County of JohnstonOctober 27, 1980The Johnston County Board of Commissioners reconvened in regular session on Monday,October 27, 1980, at 730 pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentl Norman C Denning, Chairman, Frank B Holding, Vice Chairman, J E Rogerson,James W Cash and John M Booker, DVMMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Hospital - Request Advancement of Capital Outlay BudgetHoward Benton, Chairman, Johnston Memorial Hospital Board of Trustees, and HuittBeep, Administrator, along with W R Britt, County Attorney, met with the board requestingthat the hospital be granted the balance of its 1980 --81 Capital Outlay Budget appropriationto use for the payment of current operating expensesThe board discussed this matter at length with Mr Benton, Mr Reep, and theCounty Attorney Commissioner John M Booker in discussion asked Commissioner Cash, who serveson the Hospital Board of Trustees, for his recommendation Commissioner Cash advised that thisrequest was reasonable and under the current circumstances recommended that the board takefavorable actionCommissioner Frank B Holding moved to authorizethe advancement of the remainingbalance of the 1980 -81 Capital Outlay budget appropriation to Johnston Memorial Hospital; andthat these funds be made available for current operating expenses as the Hospital Board ofTrustees sees fit, subject to the availability of county fundsCommissioner James W Cash seconded the motion which was carried by unanimous vote12 Landfill - Sale of TimberHarold Blizzard, County Planner, met with the board regarding the hauling of dirtto fill the old section of the landfill Mr Blizzard explained that they are hauling the {dirt from so far away that it is expensive and very time consuming, Mr Blizzard proposedthat the county clear about five 5 acres of woodland, sell the timber, and open a bar pitto furnish fill dirt,tAfter discussion, Commissioner J E Rogerson moved that Harold Blizzard, County- Planner, and Bruce Woodard, County Extension Chairman, be authorized to negotiate the sale ofapproximately five 5 acres of timber at the county landfill site in order to clear an areaof land for a bar pit to furnish fill dirtCommissioner John M Booker seconded the motion which was carried by unanimousvote3 Courthouse - Open - Election DayCommissioner Frank B Holding moved that the Courthouse offices remain open forbusiness on Election Day November 4th and further that the county offices accomodate theelection process in every way possibleCommissioner John M Booker seconded the motion which was carried by unanimousvote4 Ledger Trays - Tax OfficeThe board authorized Johnnie Stott, Tax Supervisor, to sell surplus ledger traysthat are no longer needed in the Tax Office5 Citizen Involvement CouncilThe following corrections were made by the board for the Citizen InvolvementCouncil appointments Mrs Madlyn Watson instead of Mrs Medlin Watson; Leon Whitehurstinstead of Earl Whitehurst; Mrs Carl Bagley advised that she could not serve on this counciland her name was removed from the council list; Mrs Polly Cantrell was appointed anddesignated as the Contact Person for the countyi9October 27th ContinuedUpon a motion by Commissioner James W Cash, duly seconded by Commissioner FrankB Holding and carried by unanimous vote, the board went into Executive Session to reviewapplications received for the position of Johnston County AdministratorAfter discussion and review of the applications, Commissioner J E Rogerson movedthat the Executive Session be closed and further that regular session be resumedCommissioner James W Cash seconded the motion which was carried by unanimous voteUpon a motion by Commissioner James W Cash, duly seconded by Commissioner John MBooker and carried by unanimous vote, the board adjourned-eil-1Eleanor N Creech, Clerk103080Norman C Denning, Chairman
