Previous page1 2Fit widthiMeeting of Board of Commissioners for the County of JohnstonNovember 10, 1980The Johnston County Board of Commissioners reconvened in regular session Monday,November 10, 1980, at 7 oclock pm, in the Commissioners Room of the Johnston CountyCourthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, J E Rogerson,John M Booker, DVM, and James W CashMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Hospital Board of TrusteesHoward Benton, Chairman, Johnston Memorial Hospital Board of Trustees, and members,J A Creech, Herman Stewart, Polly Richardson and Dr Hubert Poteat, along with Huitt Reep,Hospital Administrator, met with the board seeking support and guidance regarding the needsand future growth of the hospital Mr Benton asked that the hospital building program be ajoint venture of the two boardsThe Board of Commissioners discussed the hospitals physical needs and what needsto bedone at length with the Hospital Board of Trustees The boards discussed a bond issueand felt that thepublie?6uld support a reasonable amount , The County Commissionersemphasized that the Hospital Trustees needed to decide what the hospitals needs are andsome kind of plan that both boards can agree with The board did agree that it was time to dosomething and indicated as longasit was- reasonable they felt they could support itCommissioner John M Booker stated that in his opinion the Hospital Board ofTrustees should bring documentation of just what the hospitals needs are, and favoredinstructing the Hospital Board of Trustees to provide the Board of Commissioners with thisinformationDr Hubert Poteat and Dr Lyndon Jordan spoke to the board with sincere concernfor the needed improvements and forbettermedical care facilities for the people ofJohnston CountyAfter a lengthy discussion, Commissioner John M Booker moved that the HospitalBoard of Trustees be instructed to present to the County Commissioners documentation thatmay be in hand, or additional documentation of what is inadequate at Johnston MemorialHospital and some plan of what is needed to correct the inadequacy, whether a new hospitalall together, or a new hospital by phase construction in order to provide better medicalfacilities for this countyCommissioner Frank B Holding seconded the motion which was carried by theifollowing voteAye John M Booker, DVM, Frank B Holding, J E Rogerson, James W Cash andNorman C DenningNay None2 Appointments - Johnston County Council on Status of WomenCommissioner J E Rogerson moved that the following named persons be appointed tothe Johnston County Council on Status of Women; Sheila Hawes, Smithfield; Doris Anderson,Clayton; and Ann G Radford, KenlyCommissioner James W Cash seconded the motion which was carried by unanimous vote3 ReportsJohnnie Stott gave a status report on progress of sign painting for the BagleyContaine r Site 2 • site # and available space for a breathalyzer in the Courthouse, p4 Probation Office Space NeededCommissioner James W Cash reported that he had checked into the office spacerequest from the Probation Office Supervisor and recommended and moved that available spacein the Spence Building be made available to the Adult Probation OfficeCommissioner Frank B Holding seconded the motion which was carried by unanimousvote5 Brogden School BuildingThe board discussed the hazardous condition of the old Brogden School BuildingThe Chairman told the board that he had received numerous complaints about the conditionof this building The board asked the County Attorney to look into this matter with regardto the building being declared a nuisance to public healthINovember 10, 1980 Continued6 Power Alcohol Enterprises, IncBill Edwards,and Bill Creech representing Power Alcohol Enterprises, Inc, met withthe board seeking approval of a Resolution of Intent to issue Industrial Revenue Bonds forthe financing of this industryM Brack Wilson, Chairman, Johnston County Pollution Control Facilities and FinancingAuthority, was present at this time and advised the board that he had met with State officialsregarding the issuance of the industrial revenue bonds and the State seemed to be satisfiedHowever, Mr Wilson advised also that he needed a few more days to be sure that the authorityis satisfied Mr Wilson further advised that it appeared that EPA regulations had been met,as the Board of Commissioners showed concern about the odor coming from an industry of thiskindAfter further discussion, the Board of Commissioners deferred action on this requestuntil Wednesday, November 12, 1980Upon a motion by Comnissioner John M Booker, duly seconded by Commissioner FrankB Holding and carried by unanimous vote, the board recessed to meet again Wednesday,November 12, 1980, at 7 oclock pmNorman C Denning, ChairmanEleanor N Creech, Clerk111880
