Electrical Inspector; Dog Warden; Sheriff; Jail;Tax Collector; Tax Supervisor; Delinquent Linters - Business Personalproperties; Library - Quarterly Report6 Improvements to Subdivision and Residential Streets - G S 153A- 1854 -205Inasmuch as the Board of Commissioners have been requested to participateand appropriate money for the improvements to subdivisions and residential streets,Kramer Jackson, County Administrator, explained, step by step, the procedures forpaving or bringing roads to minimum state standards in subdivisions or residentialstreets in accordance with G S 153A- 1854 and 153A -205 The board and MrJackson discussed and explained these procedures thoroughly to Wayne Starling andWillard Langston, with reference to the road improvements request made for theJ W Langston Subdivision7 Subdivision Regulations - Changes ApprovedAfter much discussion and consideration by the Board of Commissioners, andupon recommendation by the County Planning Board, the County Planner and endorsementby the Johnston County Home Builders Association, Commissioner James W Cashmoved that the Proposed Subdivision Regulation Changes be adopted to becomeeffective thirty 30 days from this date of May 5, 1980Commissioner John M Booker seconded the motion which was carried byunanimous voteThese Proposed Subdivision Regulation Changes are recorded in theJohnston County Ordinance Book # 1, Pages 148 -1518 Subdivision - ApprovedUpon the recommendation of Rick Cannity, County Planner, CommissionerJames W Cash moved thatQuail Acres Subdivision, William E Johnson, owner,located on State Road # 1586 off highway 70, Clayton Township, 16 lots, beapprovedCommissioner J E Rogerson seconded the motion which was carried byunanimous vote9 Heat and Air Condition Installation - Contract - Agricultural BuildinAs instructed by the board, the County Administrator employed SheltonAdcock, Consulting Engineer, to assist with the specifications for the installationof heat pumps for the Agricultural Building After re- advertisement the followingbids were receivedHollowayJames CPernell,The board disMr Pernell on behalfat this timeAir Conditioning, Inc 27,35000Bingham Company 27,50000Incorporated 27,77200cussed these bids at length, hearing from Mr Bingham andof their bid proposal, however, the board took no actionMay 5 1980 Cont10 School Budget for 1980 -81Mr Jim Ellerbe, Chairman, and members of the Johnston County Board ofEducation, along with Mr E S Simpson, Superintendent, and other school officialsmet with the Board of Commissioners and presented the School Budget request for the1980 -81 fiscal yearMr Ellerbe in presenting the budget stated they had tried to stay withinthe ten percent 10 guide lines except for the energy cost Theschool budget,also reflects a capital outlay request to aircondition lunchrooms, and the Boardof Commissioners questioned this expenditure with regards to the energy cost MrSimpson and Mr Ellerbe advised that the public demands air conditioning inschool lunchrooms for health reasons, as school lunchrooms are used for many socialactivities and public meetings Mr Ellerbe further pointed out that the schoolbudget includes two new positions; an Energy Co- ordinator and a Science and MathResearch person Mr Ellerbe, in his presentation, requested the Board ofEducation receive the full proceeds from the Vocational and Special Tax andfurther that the Board of Education be authorized to pursue a loan from the StateLiterary FundThe Board of Commissioners in discussion did not favor or encourageborrowing from the State Literary Fund, and indicated they had rather try andcome up with the moneyMr Ellerbe also informed the board that the Board of Education had beenadvised that water lines between Smithfield -Selma Senior High School and SmithfieldJunior High School need to be connected and looped around SSS for fire protectionMr Ellerbe emphasized that the schools would suffer a great loss in case of afire without this water line connection and indicated an approximate costestimation of 90,000The Board of Commissioners agreed that this was a very important item andshould take priority over other capital improvement projectsAfter discussion, Commissioner Frank B Holding moved that the Board ofEducation be encouraged to proceed with plans to, connect the water lines betweenSmithfield Selma Senior High and Smithfield Junior High to provide maximum fireprotection, and further that it be the intent of the Board of Commissioners toprovide some capital outlay for this projectCommissioner J E Rogerson seconded the motion which was carried byunanimous voteIn closing, each school board members thanked the Board of Commissionersfor their time and asked for consideration of their 1980 -81 budget requests11 Keep Johnston County Beautiful - Report - ResolutionCarolyn Ennis met with the board and reported on the activities andaccomplishments of Keep Johnston County Beautiful, Incorporated Mrs Ennis alsoasked the board to proclaim the month of May as Operation Beautiful Clean -upMonthOPERATION BEAUTIFUL CLEAN -UP MONTHWHEREAS, a number of citizens interested in the present and future beautyof Johnston County have formed a non - profit corporation known as Keep JohnstonCounty Beautiful, Incorporated ;WHEREAS, they intend to serve as an educational, advisory, and-coordinatingagency for improvement of the visual environment of Johnston CountyWHEREAS, their objectives are for an orderly development of urban andrural space and the conservation of natural, historic, and scenic resources, topromote local and county -wide clean -up campaigns and local and county -wide visualimprovement programs, to prepare and provide appropriate educational materials forinterested persons, to advance citizen appreciation for high standards of arch-itectural design and to enhance the quality of life for the people of JohnstonCounty;WHEREAS, the Board of Commissioners does approve these goals for beautyin Johnston County and does commend the efforts of the citizens who have startedKeep Johnston County Beautiful Incorporated ; andWHEREAS, the Board deems it appropriate to designate the month of May,1980, as Operation Beautiful Clean -Up Month NOW THEREFORE, upon motion of Commissioner John M Booker and secondedby Commissioner J E Rogerson the Board does hereby unanimously declare themonth of May as Keep Johnston County Beautiful Month May 5, 1980 ,,font 12 Secondary Road # 1559 - Right -of -WayThelma Sanders, Rev Henry D Merritt and J T Wilkins, property owners,living on Secondary Road # 1559 Paving priority # 3 on the 1979 -80 ApprovedSecondary Road Program met with the board regarding a right -of -way problem Theboard discussed this matter with the property owners and advised they would talkwith Paul Anderson, District Engineer, and ask him to investigate this matter13 Extension of Flowers Road #2399 KenlyMr Norman L Richardson of Kenly met with the Board of Commissionersseeking the boards endorsement of a resolution adopted by the Town of Kenly,whereby, the Town of Kenly endorsed a petition _asking that the North CarolinaDepartment of Transportation be requested to extend road number 2399, known asFlowers Road, from Interstate 95, exit 106 at Kenly, to U S Highway 301After discussion, Commissioner J E Rogerson moved thatthe Board ofCounty Commissioners endorse this resolution seeking the extension of FlowersRoadCommissioner John M Booker seconded the motion which was carried byunanimous vote14 Princetons WomensImprovement Club - Request Library FundsPeggy Starling, President, and Mrs Graham Holt, of the PrincetonsWomens Improvement Club, met with the board requesting 3,000 to help equip aroom used as a library in the new Princeton Community Building Mrs Holtexplained that shelving, a desk, chair, table and a card catalog were the basicitems needed to provide library services for the Princeton communityAfter discussion, Commissioner James W Cash moved that the PrincetonsWomens Improvement Club be granted 3,000 to help equip the Princeton LibraryRoom, and further that the following budget amendment be madeDecrease Revenue Sharing - Recreation 3,000Add Princeton Library PrincetonsWomens Improvement Club 3,000Commissioner J E Rogerson seconded the motion which was carried byunanimous vote15 Wastewater Equalization and Pumping Facility - Property Exchange - WeddingsUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner James W Cash,and carried by unanimous vote, the following resolutionwas adoptedTHIS RESOLUTION coming before the Johnston County Board of Commissionersat its regular meeting on May 5, 1980, and pursuant to North Carolina GeneralStatute 153A -176, entitled, Disposition of Property and G S 160A -271, entitledExchange of Property , andWHEREAS, the County of Johnston purchased from Elsie H Weddings thatcertain 268 acre tract of land adjacent to the property of James D Wellons andIda H Satterfield and being referred to as the County of Johnston WastewaterEqualization and Pumping Facility, a portion of said land being located adjacentto Holt Lake and within the high water mark of Johnston County; andWHEREAS, the Army Corps of Engineers has recommended to the County ofJohnston that it not utilize said portion of the 268 acre tract hereinafterreferred to; andWHEREAS, the County of Johnston desires pursuant to G S 160A -271 toexchange 72 acres of the 268 acres it originally purchased to Elsie H Weddingsin exchange for 47 acres of land outside the high water mark of Holt Lake; andWHEREAS, THE County of Johnston in negotiations with Elsie H Weddings,has agreed that the47 acre tract of land above the high water mark of HoltLake is worth 1,000 more than the value of the property within the high watermark; Improvement to Sub-May 5, 1980 Contdivisions and Residential Streets; andWHEREAS, the County of Johnston agrees to set aside annually an amount ofmoney to finance up to twenty -five percent 25 of the cost of the project andthat at least seventy -five percent 75 of the property owners who own at leastseventy -five percent 75 of the road frontage will put up a minimum of seventy -five percent 75 of the cost of improvements at the time of project approval;andWHEREAS, the County of Johnston agrees that the twenty -five percent 25 to be assessed by the county will be assessed for a three year period at an annualinterest rate of 8 percentNOW, THEREFORE, BE IT RESOLVED, THAT THE COUNTY OF JOHNSTON agree toaccept petitions and assign priority number one to the J W Langston SubdivisionRoad Improvement ProjectCommissioner J E Rogerson seconded the motion which was carried bythe following voteAye Frank B Holding, J E Rogerson, John M Booker, James W Cashand Norman C DenningNay None21 Heat and Air Condition Contract Awarded - Agricultural BuildingAfter further discussion, Commissioner James W Cash moved that thecontract to install a new heat pump at the Agricultural Building be awarded toHolloway Air Conditioning, Inc, Four Oaks, who submitted the low bid of 27,35000and further that the proper budget amendment be made, to fund this expenditureCommissioner Frank B Holding seconded the motion which was carried byunanimous vote22 Johnston County Firemens Association - Budget Request for 1980 -81Larry Castleberry and M J Oliver, Fire Marshall, met with the boardand presented the Rural Fire Departments 1980 -81 Budget request, Mr Castleberryexplained that the Fire Departments are requesting 400 per month, as many of thedepartments are in need of new equipment and training for the firemen MrCastleberry further emphasized that it has been approximately four years since theFire Departments have had an increase in county contributionsThe board assured Mr Castleberry and Mr Oliver they would consider thisrequest23 Quit Claim Deed - W H Mickens and Wife, Mary MickensUpon a motion by Commissioner Frank B Holding, duly seconded byCommissioner John M Booker and carried by unanimous vote, the Chairman wasauthorized to execute the following Quit Claim DeedNORTH CAROLINAJOHNSTON COUNTYTHIS QUITCLAIM DEED made and entered into this 5th day of May, 1980, byand between the BOARD OF COMMISSIONERS FOR THE COUNTY OF JOHNSTON, State of NorthCarolina, party of the first- part; and W H MICKENS and Wife MARY MICKENS,parties of the second part;WITNESSETHThat whereas the property hereinafter described was sold to parties ofthe second part as shown in F R 5, page 17; and whereas by Resolution date May7, 1945, the said property was ordered conveyed to parties ofthe second part;and whereas no quitclaim deed was executed by the party of the first part toparties of the second part;Whereas at its regular monthly meeting held on May 5, 1980, party of thefirst part has authorized the execution by its proper officials of a quitclaimdeed to parties of the second part;NOW, THEREFORE;
