Upon a motion by Commissioner Frank B, Holding, duly seconded byCommissioner James W, Cash and carried by unanimous vote, the board recessed to meetagain Tuesday, June 17, 1980, at 730 pm, to continue work on the 1980 -81budget, and to hold a Public Hearing on the Proposed BudgetEleanor N CreechClerk to the Board62580June 17, 1980Norman C Denning, ChairmanThe Johnston County Board of Commissioners reconvened in regular sessionTuesday, June 17, 1980, at 730 pm, in the Commissioners Room of the JohnstonCounty Courthouse, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, J ERogerson, John M Booker, DVM, and James W Cash,Members Absent None,The Chairman called the meeting to order and the following business wastransactedPUBLIC HEARING - 1980 -1981 PROPOSED BUDGET -1 School BudgetMr Wade Stephenson, Chairman, and other members of the Johnston CountyBoard of Education, along with Mr E S Simpson, Superintendent, and Mr JimEllerbe, Superintendent Elect, addressed the board again on the requested 1980 -81School Budget Mr Stephenson told the Board of Commissioners that this budgetwas a very conservative- minimum budget and they had cut everything they couldMr Simpson and Mr Ellerbe again emphasized that this was a hold -the- linebudget and respectfully requested the Board of Commissioners to adopt this budgetas presentedThe board discussed and reviewed the schools budget request at lengthand seemed to agree that it could be cut,` -The board discussed the requestedincrease in teachers salaries and supplements, with Commissioner Bookerrecommending no increase in the teachers supplements Commissioner Holdingsuggested the air - conditioning for lunchrooms be cut back to 50,000 for thisbudget year, with the intentions to fund this request on a gradual basis,2 Mental Health BudgetDr Dan Searcy, Director, Johnston County Mental Health Center, met withthe board and presented the Mental Health Budget request of 196,016 for 1980 -81This request represents an increase of 65,909; 29,593 to grant a 5 salaryincrease to employees and 36,316 for transportation to continue services toMental Health patients and to the Sheltered Workshop for the handicappedThe board was asked by interested citizens, °members of the JohnstonCounty Mental Health-Association and members of the-Mental Health Board to fundthe,Mental Health Budget request and to give serious consideration to thetransportation request3 Health Department BudgetMrs Helen Ray, Director, Johnston County Health Department, and membersof the Health Board, met with the Commissioners in support of the Health Depart-ments Budget request for the 1980 -81 Fiscal Year Mrs, Ray reviewed the budgetwith the board, and the Health Board members agreed that this was a conservativebudget considering the many services rendered to the public by the Health Depart-ment The board was also asked to fund a new position for an employee toadminister a Rodent Control program, this position has been previously funded withCETA funds3 IJune 17, 1980 Cont4 Technical College BudgetDr John Tart, President, Johnston Technical College, met with the boardto answer questions on his budget request5 Council on Aging BudgetMrs Judy Blizzard, Acting Director, Johnston County Council on Aging, metwith the board to discuss the Council on Aging budget request, which is up byapproximately 8,500 Mrs Blizzard explained that 7,500 of this increaseis for the transportation of the elderly to the nutrition sites and the balancefor the nutrition program The board discussed the Nutrition Program with Mrs Blizzard6 Town of Benson - RequestEd Temple, Town Administrator, and board members, Town of Benson, met withthe board asking for a 100,000 grant from the county to help finance theextension of water and sewer lines to the area around the I -95 and I -40 inter -change at Benson Mr Temple emphasized that this grant would enhance commercialdevelopment around this area which would increase the countys property tax baseThe board discussed this request, Commissioner Holding indicated that he hopedthe county could help in some way as this extension would bring the line backtoward Four OaksThe Board of Commissioners again reviewed these budget requests at lengthUpon a motion by Commissioner Frank B Holding, duly seconded by CommissionerJames W Cash and carried by unanimous vote, the board recessed to meet againMonday, June 30, 1980, at 730 pm to continue work on the 1980 -81 BudgetroNorman C Denning, Chair aEleanor N CreechClerk to the Board62680
