Plaque of Appreciation PresentedThe Board of Commissioners invited H J Whitley, Jr, retired CountyForest Ranger, to meet with them and Chairman Denning, on behalf of the entireboard, presented Mr Whitley with a plaque of appreciation for 28 years ofdistinguished service rendered to the citizens of Johnston County4 Salary Increase for-County EmployeesKramer Jackson, County Administrator, presented a proposal to the boardrequesting a cost of living raise for county employees The board discussed theincrease in the cost of living and the national inflation rate of 133 per centfor 1979 Board members indicated that county employees needed consideration,however, the cost of living percentages could not be metAfter much discussion, Commissioner Frank B Holding moved that a 2z per-cent cost of living adjustment be granted to county employees for the currentbudget year 1979- 1980, this 2z per -cent increase retroactive to July, 1979Commissioner J E Rogerson seconded the motion which was carried byunanimous voteFebruary 4, 1980 ConFtMrs Adams stated that the Sheriffs Office is doing what it can, but ithas not grown with the population of Johnston County and there is an outbreak ofcrime going on Mrs Adams continued that the Sheriffs Office needs to be up-graded, and also that stiffer penalties for convicted criminals need to beenforced Several interested citizens present spoke out agreeing with Mrs AdamsThe board thanked Mrs, Adams for her concern and discussed this matter atlength Chairman Norman C Denning advised that the Sheriffs Department has beenhelped, personnel has been increased and budget appropriations have almost doubledsince 1975, however, they, as a Board of Commissioners, also have to realizepriorities in all phases of county government, Commissioner John M Bookersuggested that the county seek assistance from the Attorney General The boardagreed and adopted the following resolutionRESOLUTIONNORTH CAROLINAJOHNSTON COUNTYWHEREAS, SHERIFF GEORGE E JOHNSON, has reported to the Board ofCommissioners that major crimes, including robbery, breaking and enteringand larceny, greatly increasing in Johnston County in January, 1980, overJanuary, 1979, with the property loss increase being over one hundred percent;WHEREAS, it appears that the Sheriff is presently in need of additionalspecialized help in solving these crimes;NOW THEREFORE, BE IT RESOLVED, by the Board of Commissioners ofJohnston County that Honorable Rufus L Edmisten be and he is herebyrespectfully requested to provide Sheriff George E, Johnson an additionalperson or persons specialized to assist in the solving of the crimesmentioned aboveCommissioner J E Rogerson moved the adoption of the foregoingresolution and it was seconded by Commissioner John M, Booker Theresolution was unanimously adopted It was directed that the AttorneyGeneral be sent a copy of this request and resolutionThere being no further business to come before the board and upon motionby Commissioner Frank BHolding, duly seconded by Commissioner John M Bookerand carried by unanimous vote, the board adjourned,Norman C Denning, ChairmanEleanor N Creech, Clerk21580
