Meeting of Board of Commissioners for the County of JohnstonDecember 23 1980The Johnston County Board of Commissioners met in special called session Tuesday,December 23, 1980, at l oclock pm, in the Commissioners Room of the Johnston County Court-house, Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice Chairman, John M Booker, DVM,James W Cash and Howard BentonMembers_Absent NoneThe Chairman called the meeting to order and the following business was transacted1 New Sewer Line - Boundary Line Jurisdiction Between Smithfield and Four OaksMayor Theodore Thornton, Sammy Boyette, Superintendent of Water and Sewer, Town ofFour Oaks, and Wallace Ashley, Town Attorney, along with Hubie Talton, Smithfield Town Managerand Tim Broome and Frank Stephenson of Ragsdale Engineers, met with the Board of Commissionersregarding the two towns jurisdiction over water and sewer lines connecting Four Oaks andSmithfieldAs the 201 Wastewater Project sewer line is nearing completion, Mayor Thorntonrequested that the Town of Four Oaks be given jurisdiction over all portions of the new sewerline south of Holt Lake back to the Town of Four Oaks, as they feel this is a naturalgeographical boundary Mr Talton emphasized that the Town of Smithfield would like for theboundary jurisdiction to stay where it was originally established at the pumping station justsouth of Holt Lake near Thunder Road,and further that the sewer jurisdiction should conformto the water line boun agreementAfter much d s sion regarding the boundary jurisdiction of the Town of Four Oaksand the Town of Smithfield for the new sewer line, Commissioner Frank B Holding moved to setthe sewer fine boundary jurisdiction at the pumping station at Holt Lake and further that thewater line boundary jurisdiction remain where it was originally set at the pumping station justsouth of Holt Lake near Thunder RoadCommissioner James W Cash seconded the motion which was carried by the following voteAye Frank B Holding, James W Cash, John M Booker, DVM, Howard Benton andNorman C DenningNay NoneEXECUPIVE SESSIONUpon a motion by Commissioner Howard Benton duly seconded by Commissioner James W Cashand carried by unanimous vote, it was moved that the board go into executive session to discussthe employment of a County AdministratorAfter discussion in executive session, Commissioner Howard Benton moved that theExecutive Session be closed and regular session be resumedCommissioner James W Cash seconded the motion which was carried by unanimous voteUpon a motion by Commissioner Frank B Holding, duly seconded by Commissioner John MBooker and carried by unanimous vote the board adjournedNorman C Denning, ChairmanEleanor N CreechClerk to the Board1781
