612iMeeting of Board of Commissioners for the County of CommissionersSeptember 4, 1979The Johnston County Board of Commissioners met in Joint Session with theBoard of Education and Board of Health, Tuesday, September 4, 1979, at 10 oclockam, in the Commissioners Room of the Johnston County Courthouse, Smithfield,North Carolina, for the purpose of appointing a member to the Board of AlcoholicControl,The following members were presentBoard of Commissioners Norman C, Denning, Chairman, Frank B Holding, Vice Chairman, J E Rogerson, John M, Booker,- -DVM and James W CashBoard of Education John Radford, Wade Stephenson, James Ellerbe, RoysterMartin and Sherwood ParkerBoard of Health Dr C W Sanders, Dr W H Oliver, Dr Thomas Al Johnson,Mrs Ray Smith, William Clayton, John Dail and Charles BeddingfieldSeventeen of eighteen members of the three boards were presentThe meeting was called to order by Norman C Denning, Chairman,JohnstonCounty Board of Commissioners Chairman Denning, at this time, turned the meetingover to the Clerk for the election of a Joint Board ChairmanThe Clerk called for nominations for Chairman of the Joint BoardJohn Dail moved that Norman C Denning be elected as Chairman of the JointBoardJohn Radford seconded the motion which was carried unanimouslyThe Clerk turned the meeting over to Norman C Denning, Chairmanof theJoint BoardChairman Denning called for nominations for Clerk to the Joint BoardCommissioner Frank B, Holding moved that Eleanor N Creech be elected asClerk to the Joint Board,Commissioner John M Booker seconded the motion which was carried unanimous liChairman Denning, at this time, discussed and advised the board members ofthe salaries of the Alcoholic Beverage Control Board members, stating that theChairman receives 600 annually and the other members 300 annually ChairmanDenning also advised the Joint Board members that JackWooten had requested thathe not be reappointed to this board due to declining health Chairman Denningrecommended that Kramer Jackson be instructed to write Mr Wooten a letter ofappreciation for the years of fine dedicated service he has rendered to JohnstonCounty All members of the Joint Board were in agreement with this recommendationChairman Denning advised the Joint Board members that it had been requestedthat this vote be by paper ballot Chairman Denning asked for any opposition tovoting by paper ballot There was no oppositionChairman Denning called for nominations to the Johnston County AlcoholicBeverage Control BoardCharles Beddingfield nominated Edsel PennyFrank B Holding nominated Lloyd Gilbert,The Chairman called for other nominations, there being no further nomination A,Wade Stephenson moved that the nominations be closedCommissioner John M Booker seconded the motion which was carriedThe Chairman at this time asked the Clerk to distribute paper for votingThe votes were tallied by the Clerk and Kramer Jackson, County Administratorat seven 7 for Edsel Penny and ten 10 for Lloyd GilbertCommissioner JamesW -Cash moved that Lloyd Gilbert of Smithfield be elected,to the Johnston County Board of Alcoholic Beverage Control by acclamationCommissioner John M Booker seconded the motion which was carriedunanimouslyThere being no further business to come before the Joint Board, ChairmanDenning declared the meeting adjournedF_Eleanor N Creec , Clerk Norman C Denning, ChairmanJoint Board Joint Board
