AdoptedAfter the second reading of the Johnston County Cable TelevisionOrdinance in accordance with G S 153A -137, Commissioner Howard Benton movedthat the Johnston County Cable Television Ordinance be adopted and recordedin full in the Johnston County Ordinance Book # 1 Ref pages 292 - 311Commissioner John M Booker seconded the motion which was carried byunanimous vote4 Audit ReportDaniel G Matthews, CPA, met with the board and reviewed the 1980 -1981Audit Report5 Appointment`- Princeton Planning BoardCommissioner James W Cash moved that Butler Holt be reappointed tothe Princeton Planning Board as an out-of -town member for a two year termCommissioner Howard Benton seconded the motion which was carried byunanimous vote6 Triangle J Council of Governments - MembershipKramer Jackson, County Manager, and the board again discussed membershiwith the Triangle J Council of Governments Mr Jackson told the board he hadbeen advised that the Council of Governments Charter requires a membergovernment give sixty days notice before the end of the fiscal year if it plansto withdraw membership Since Johnston Countys notice was not received inaccordance with the charter, Triangle J was asking that the county make paymentfor the first quarter of the 1981 -82 fiscal year in the amount of 5,868, whichrepresents one- fourth of the annual dues of 23,474The board again discussed programs in the county funded through theCouncil of Governments Mr Jackson told board members that after talking withthe State he learned that all federal aging funds are paid to the regionalagency and the County can not administer these funds according to federalregulations Triangle J has indicated they will work with Johnston County andwill charge for administration of funds In closing, the board asked MrJackson to invite Brad Barker, Executive Director, Triangle J Council ofGovernments, to meet with the board regarding membership and administrationof aging funds, as they do not want to see the, aging programs curtailed7 Moldex Industry - Water a;nd Sewer Line BadsFrank Stephenson,, Ragsdale Consultants, met with the board and reviewedbids received and opened on the construction of water and sewer lines to theMoldex industrial site at Four Oaks Mr Stephenson reported that Bunn Backhoeand Construction Company, Kenly, N C, was low bidder at a bid price of138,748 The engineer also reviewed with the board job specifications withrecommendations that the county go with the better valve, which is the gatevalve on this jobAfter discussion, Commissioner Howard Benton moved that Bunn Backhoeand Construction Company, Kenly, N C, low bidder, be awarded the contractat a bid price of 138, 748Commissioner John M Booker seconded the motion which was carriedAt this time, the board was reminded that Moldex had not awarded bidsfor construction of its plant, however, had contracted and started gradingwork at the industrial site Board members agreed they needed to take pre-caution with regard to laying water and sewer lines before the plantconstruction contract was awardedAt this point, and upon motion of Commissioner Howard Benton, dulyseconded by Commissioner John M Booker and carried, it was moved that theabove motion to award the construction contract for water and sewer lines toMoldex be rescindedThe board opened discussion again on the Moldex water and sewer linecontract relative to the start -up time of the contractor They agreed thatthe engineer should negotiate on a unit price on the highway borings forstart -up constructionNovember 2 ContinuedAfter further discussion, Commissioner Howard Benton moved that thecontract to construct water and sewer lines to serve the Moldex industry atFour Oaks be awarded to Bunn Backhoe and Construction Company of Kenly, N C,low bidder, at a bid price of 138,748 Commissioner Benton further movedthat the engineers negotiate on a unit price for the highway borings and thatthe contractor be authorized to proceed only with the borings under the highway at this timeCommissioner John M Booker seconded the motion which was carried8 Johnston Technical College - Funds - Carried ForwardKramer Jackson, County Manager, explained to the board that JohnstonTechnical College ended the 1980 -81 fiscal year with a cash balance of13,79624, and the business manager was requesting that the Board of CountyCommissioners approve and authorize that this amount be carried forward intothe 1981 -1982 budget Also, the Technical College was asking the Board ofCommissioners to concur in action taken by the Board of Trustees last yearin transferring 10,30919 from the schools operating budget to the schoolscapital outlay budget These funds were used to replace an automobile and forwork on the holding pondsa After discussion, Commissioner John M Booker moved that the 1980-81 cash balance of 13,79624 be carried forward into the 1981 -82 fiscal yearbudgetCommissioner Frank B Holding seconded the motion which was carriedb Commissioner Frank B Holding moved that the Board of Commissionersconcur in action taken by the Technical College Board of Trustees last yearin transferring 10,30919 from the operating budget to the capital outlaybudgetCommissioner James W Cash seconded the motion which was carried -In reference to the above action regarding the schools cash balance ,Commissioner Howard Benton suggested that in the future the Technical Collegeshould note any fund balance cash balance at the time they request countyifunds i9 Budget AmendmentsUpon the recommendation of Kramer Jackson, County Manager, CommissionerFrank B Holding moved that the following budget amendments be madeGENERAL FUND Revenue ABC Board 1034780 75,000Expenditure Moldex Water Sewer1082071 75,000Revenue State Clean WaterGrant1034924 37,200iExpenditure Moldex Water Sewer-1082071 37,200REVENUE SHARINGRevenue U S Treasury5034980 49,8001Expenditure Moldex Water Sewer5081085 49,800Commissioner John M Booker seconded the motion which was carried10 Road #194 Paving Request - Hesco, IncorporatedKramer Jackson, County Manager, discussed with the board a road pavingrequest received from S Wallace Hales, President, Hesco, IncorporatedMr Jackson explained that Mr Hales was planning to expand and builda plant to be located on dirt road # 194, which extends from Highway 70-A tothe railroad track beside his existing facilityUffiltiNovember 2 ContinuedAfter discussion, Commissioner Frank B Holding moved that the Governorand the State of North Carolina be requested to pave dirt road # 194 with fundsto be taken from the State Industrial Access FundCommissioner John M Booker seconded the motion which was carried11 Group Home for Adolescents - State FundingKramer Jackson, County Manager, told the board that the Johnston CountyMental Health Center had been awarded State funds to start up the operation ofa group home for adolescentsEarl Marett explained that the State had appropriated these funds,as theresult of a court order requiring better treatment of emotionally disturbedchildren Mr Marett emphasized that the State had been made aware of itsresponsibility to these children,by this court action Mr Jackson and MrMarett further advised that the Johnston County Mental Health AreaBoard hadvoted to accept this grant offer as these funds are totally State dollarsand requires no local matchThe board discussed this matter at- lengthshowing reluctance to gettinginvolved in this type of programCommissioner Frank B Holding moved that the State of North Carolinaoperate the Group Home for Adolescent Children in Johnston County and that thecounty not get involvedThere was no second or vote on Commissioner Holdings motionThe board instructed Mr Jackson totalk with State officials duringthe noon hour to determine whether or not this program could be operated bythe State12 Subdivision - SaddlewoodUpon the recommendation of Harold Blizzard, County Planner, CommissionerHoward Benton moved that the Saddlewood Subdivision plat of 12 lots, locatedon SR 1700, Wilders Township, and owned by Lewis R Wilson, be approved and theChairman authorized to execute this platCommissioner Frank BHolding seconded the motion which was carried13 Recreation Grant - Johnston Central Alumni Association, IncWade Stephenson met with the board indicating interest in a recreationgrant application from Johnston Central Alumni Association, Inc Mr Stephensorecommended approval of this application for funds to restore and renovate theold gymnasiumThe board advised they would consider this request at the time theJohnston Central Alumni Association receives title to the property14 District Highway EngineerPaul Anderson and Don Creech, Engineers, North Carolina Department ofTransportation, Division of Highways, visited with the board15 Second Jail ExitKramer Jackson, County Manager, told the board that he and Harry McGee,Architect, had explored means of providing the county jail with a second meansof egress as required by the State Department of Human Resources, and furtherthey had met with Robert Stokley, State Jail and Detention,and they had comeup with two suggestions for providing this second exit from the jail MrJackson explained the first means would be to cut a hole in the floor of aroomused as a conference room and extend a stairwell from the jail to the floorbelow Mr Jackson told the board that Mr Stokley had agreed that this planseemed to be the better of the two proposals However, Mr Jackson indicatedthat one adverse effect of taking this room would be that the jail will beleft without a conference room, but Mr Stokley advised that the State wouldexchange a conference room for a fire exit In discussion of the second plan,which would be to construct a fire escape on the back side of the building fromthe parking lot, the board agreed that plan one seemed to be the better p,laqAfter discussion, Mr Jackson suggested that Harry McGee be authorizedto secure bids on the plan to cut a hole in the floor and extending a stairwellfrom the jail to the third floor to provide the second means of egress from thecounty jailThe board asked Mr Jackson, Mr McGee and Commissioner Frank BHolding to seek prices on the construction of this joband report back to theboard16 Hospital Insurance Coverage - EmployeesAs the countys cost and employees cost for hospital insurance coveraghas increased each year for the past several years, and will be increasing agaiin December of this year by approximately 237o, Kramer Jackson, County Manager,proposed that the countys hospital insurance plan be modified Mr Jacksonexplained that after negotiations with David Carter, Blue Cross and Blue Shieldof North Carolina representative, they determined that the company will be ableto reduce the countys cost and the employees cost with the new modified planMr Jackson also explained that the present plan pays 100 of most hospitalcharges, and under the new modified plan the employee will pay the first 100of hospital charges and 207o of additional charges up to 500, however, nodeductible will be required for eligible expenses incurred for treatment of acovered accidental injury within three days of the date of injuryThe board discussed this hospital insurance plan, however, deferredaction at this time17 Youth Task Force - AppointmentsUpon a motion by Commissioner Howard Benton, duly seconded byCommissioner James W Cash and carried, the following people were appointed tothe Johnston County Youth Task Force to serve one year terms as of October,1981; Jane Embler, Joe Pearce and Ronnie Stephenson Note Reference minuteof October 5, 1981, page 172; item # 8; the above names to be added to list18 Bulk Container Site # 3The board again discussed property for a bulk container site #3The location of the site has beenproposed on property owned by Percy Flowerson State Road # 1003 near Archer Lodge The board again asked CommissionerFrank B Holding to talk with Mr Flowers regarding purchase or lease of thisproperty19 Tank Site Near PrincetonThe board again discussed the purchase of property for the water tanknear Princeton Kramer Jackson, County Manager, reported to the board thatWachovia Bank and Trust Company did not accept the countys offer for purchase ofthe Betsy Holt Lottman property for the location of the water tankMr Jackson further advised the board that the engineers had locatedand negotiated for another piece of property of approximately one acre for5,000 owned by Arthur Rawlings located just west of PrincetonAfter discussion, Commissioner Frank B Holding moved that KramerJackson; County Manager, be instructed to go ahead with the purchase of thispiece of property from Arthur Rawlings for 5,000 for location of the watertank atPrineetonCommissioner James W Cash seconded the motion which was carried20 Paving - Health CenterKramer Jackson, County Manager, reported to the board that he hadtalked with a paving contractor regarding the paving and cost for areas aroundthe Johnston County Health Center and the cost would be approximately 7,200Commissioner Howard Benton moved that Mr Jackson be instructed toproceed with paving at the Johnston County Health CenterCommissioner James W Cash seconded the motion which was carried21 Hospital Insurance for Retired County EmployeesKramer Jackson, County Manager, asked if the board would considerparticipation in hospital insurance premiums for retired county employees untilsuch time as the retired employee reaches the medicare ageThe board discussed this matter at length, however, agreed that thecounty could not contribute toward hospital insurance coverage for a retiredemployee22 Group Home for Adolescents - State Funds AcceptedKramer Jackson, County Manager, after a telephone conversation with State officials,reported that the proposed group home for adolescents must be aftinistered through the localMental Health Center At this time, Commissioner James W Cash moved that Johnston Countyaccept the State grant offer of funds to operate a group home for adolescents CommissionerHoward Benton seconded the motion which was carriedtNovember 2 Continued23 Water and Sewer To Industry - Letter of_Intent - Eskridge and LongThe board agreed upon county policy for providing water and sewer linesto new industry in Johnston County and instructed Kramer Jackson, County Manager,to write Mr M M Marshall, Vice President, Eskridge and Long ConstructionCompany, who has requested a letter of intent, advising and assuring thiscompany that it is policy of the Johnston County Board of Commissioners tofinance the extension of water and sewer lines to new and expanding industriesprovided that a contract has been let for the construction of a building24 Livestock Arena - Use and RentalKramer Jackson, County Manager, advised the board that he had beencontacted on several occasions about rental of the Livestock Arena for variousactivities, this particular time William Thompson inquired about renting thearena for a Blue Grass - Country Music ShowAfter discussion of this matter at length, Commissioner Frank B Holdingmoved that this request and all other request of this nature, be referred to theJohnston County Livestock Management Board and they shall be responsible forpolicies governing the use and rental of the Livestock ArenaCommissioner James W Cash seconded the motion which was carried25 ReportsThe following reports were filed with the board Tax Collector andElectrical InspectorUpon a motion by Commissioner JohnM Booker, duly seconded byCommissioner Frank B Holding and carried, the board adjournedIt was moved and carried to rescind the above motion to adjourn in orderto take care of one more item of business26 Hospital Insurance Coverage -
