Meeting of Board of Commissioners for the County of JohnstonSeptember 8, 1981The Johnston County Board of Commissioners met in regular session Tuesday, Septemmber8, 1981, at 1030_,`_,x- am, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, FrankB Holding, Vice- Chairman, James W Cash, John MBooker, DVM, and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted11 1 MinutesThe board reviewedthe minutes of the July 7, 20, 22 and August 3, 1981, board meetingsCommissioner Howard Benton moved that the minutes of the July 7, 20, 22 and August 3rdboard meetings be approved as recordedCommissioner James W Cash seconded the motion which was carried by unanimous vote2 Mental Health Budget Ordinance 1981 -1982Commissioner John M Booker moved that the Mental Health Budget` Ordinance for the JFiscal Year 1981 -1982 in the total amount of 1,987,138 be approved and filed with the Clerkto the BoardiCommissioner Frank B Holding seconded the motion which was carried by unanimous vote3 Johnston County Civil Defense Rescue Squad - Name Change•RequestJohn Herring with the Johnston County Civil Defense Rescue Squad met with the boardand asked that the name of the Johnston County Civil Defense Rescue Squad be changed to theSmithfield Rescue Squad of the Johnston County Civil Defense Rescue Agency Mr Herring kexplained that the new name should create a better working relationship within the county rescuesquads1After discussion, Commissioner John M Booker moved that the Johnston County CivilDefense Rescue Squad be renamed and designated as the Smithfield Defense Rescue Squad of theJohnston County Civil Defense AgencyCommissioner James W Cash seconded the motion which was carried by unanimous voteiThe board also agreed that the Smithfield Rescue Squad can continue to use the countyrescue squad building located on Highway 301 south of Smithfield4 Smithfield Rescue Squad - Funds for Full -Time Employee RequestedCharles Parrish with the Smithfield Rescue Squad asked the board to considerappropriating funds to help employ a person full -time day time hours to receive emergencycalls for the Smithfield Rescue Squad as most of the squad members work Mr Parrish told theboard that the Town of Smithfield had made an appropriation toassist in this matter, and theyhad also approached West Smithfield for assistanceThe board discussed this request Commissioner John M Booker conmented that this wasbecoming a problem of all rescue squads in the county and it will continue to grow, however,the county could not afford to fund full -time positions for county rescue squads5 County Jail - Fire Escape - Second Means of EgressRobert Stokley and Robert Lewis with the Jail and Detention Branch, North CarolinaDivision of Facility Services, in response to an invitation, met with the board relative toa second means of egress fire escape from the county jail The State has advised the countythat the Johnston County Jail must have another fire escape route from the confinement levelIn discussion of this matter, Commissioner Frank B Holding questioned the approval ofthe county jail renovation project several years ago that met state regulations, however, didnot include a second means of egress at that time Mr Stokley explained the countys liabilityin case of a fire in the county jail, and further that the county must provide a second stairwayexit from the jail to comply with state regulations at this timeMr Stokley and Mr Lewis further told the board that the Johnston County Jail at thistime was in compliance with state regulations and is structurally in good shape except for asecond menas of egress and minor administrative proceduresSeptember 8 ContinuedChairman Denning and the board assured Mr Stokley they would make every effort toinitiate corrective action to provide a second means of egress for the county confinementfacility as soon as possible Chairman Denning instructed the Clerk to write a letter toMr Stokley confirming this action6 ReportsThe following reports were filed with the board Electrical Inspector, AgriculturalExtension Service, Dog Warden and Tax Collector,7 Cable Vision Service - Town of BensonEdison Temple, Administrator, Town of Benson; met with the board asking the countyabout awarding a cable vision franchise for the one mile zoning jurisdiction outside Benson toprovide cable vision service to an estimated 5,000 peopleThe board discussed this matter and agreed the county should consider a county -widepolicy for cable vision that would apply to all areas in the county that might be interestedin cable vision services8 Secondary Road Program 1981 -1982Paul Anderson, District Engineer, North Carolina Department of Transportation, metWith the board with the new priority ratings and the 1981 -1982 Secondary Road ProgramSeveral Johnston County citizens were present to talk with Mr Anderson about priorityratings Mr Anderson explained that the traffic count was the main factor for road prioritiesEarl Creech and Dottie Williams inquired about S R # 1359 and the traffic count method forpaving prioritiesAfter much discussion of roads and road priorities, and misgivings about the system,Edison Temple recommended that the board request the state to eliminate the traffic countprocedure because it is unfair After reviewing and discussing the proposed Secondary Road Program for 1981 -1982,Commissioner James W Cash moved that the following resolution be adoptedRESOLUTIONWHEREAS, THE BOARD OF COMMISSIONERS OF JOHNSTON COUNTY have received from theDepartment of Transportation the Secondary Road Program for 1981 -1982 as presented by MrAnderson, said roads being a part of the system maintained by the North CarolinaDepartmentof Transportation, Division of Highways;AND WHEREAS, after careful consideration;of the services rendered by said roads andthe traffic demands of said County, it is deemed necessary that said roads be improved, inorder to better serve the interest of the people of the County;NOW, THEREFORE; one cent local option tax,social program, county property revaluations The board members were suggestive as to howthey felt about these issues12 Board of Elections - Vote Tabulators - BidsElizabeth Hoyle, Chairman, and Ann Stallings, Executive Secretary, Johnston CountyBoard of Elections, met with the board and reviewed the following bids received for fiveelectronic voting tabulators1 CES Computer Election Systems, Greensboro, N C5 Electronic Vote Tabulators as per specifications @ 3,8000019,000`760 N C Sales Tax19,7602 ATS Airmac Technology Systems, Irvine, California5 Electronic Vote Tabulators as per specifications @ 3,8500019,250770 N C Sales Tax20,020r{IL?September 8th ContinuedIn discussion of these bids and the equipment available, Mrs Hoyle and Mrs Stallingsexplained that the Airmac machines are consistent with the electronic vote tabulators theyalready have and they prefer to continue with this machineAfter much discussion, Commissioner Frank B Holding moved that thecounty accept thebid from Airmac Technology System, Inc, Irvine, California, for five 5 electronic votetabulators as these machines are consistent with the county systemCommissioner Howard Benton seconded the motion which was carried by unanimous vote13 Recreation Grant Applications ApprovedThe board received and discussed at length the following Revenue Sharing RecreationGrant applications;1 Corinth Holders Booster Club2 Optimist Club of Smithfield3 Princeton Youth Babe Ruth4 Princeton Little League5 Smithfield Civitan Club6 Town of Kenly-7 Kenly Kiwanis Club,8 Bentonville Recreational Council9 Town of Four Oaks10 South Johnston Band Booster Club11 Four Oaks Civitan Club12 North Johnston High School Panther13 Princeton Booster Club14 South Johnston Booster Club,The board examined and reviewed each application very carefully and gave specificinstructions to the Clerk regarding county participation this year, no participation for bandor athletic uniforms, or band instruments and further that recreational equipment and or supplies be looked at very closely The board also agreed on a deadline of October 1, 1981,for receiving applications for recreational grant fundsAfter much discussion, Commissioner Frank B Holding moved that the above fourteenRevenue Sharing Recreational Grant applications be approved subject to Revenue SharingRecreational Grant Guide Lines and the above added conditionsCommissioner James W Cash seconded the motion which was carried by unanimous vote14 Elevated Water Tank - PrincetonThe board again discussed with the engineer the site for the elevated water tank atPrinceton They also again discussed seeking HUD participation in the water line to Princetonto the extent of what a six 6 inch water line would costAfter discussion, Commissioner Howard Benton moved that the county purchase a oneacre site for 7,000 located about 800, -feet north of intersection of S R # 2532 and Highway70 east side for the elevated water tankCommissioner Frank B Holding seconded the motion which was carried by unanimous vote15 Princeton Planning Board - AppointmentCommissioner Howard Benton moved that Leslie Martin be appointed to the PrincetonPlanning Board to replace Manley Eugene TartCommissioner James W Cash seconded the motion which was carried by unanimous vote16 Water Line Route to Pine LevelAfter discussion of several routes for the water line from Selma to Pine Level,Commissioner Frank B Holding moved that the board take the route as recommended by theengineering firm Route # 3 along East Anderson Street out of Selma by the airport, underI -95 and the railroad, down State Road # 2305, and down Highway 70-A to Pine LevelCommissioner Howard Benton seconded the motion which was carried by unanimous voteI?
