Previous page1 5Fit widthMeeting of Board of Commissioners County of JohnstonNovember 5 1979The Johnston County Board of Commissioners met in regular session in theCommissioners Room of the Johnston County Courthouse, Smithfield, North Carolina,Monday, November 5, 1979, at 10 oclock am, with the following members presentNorman C Denning, Chairman, Frank B, Holding, Vice President, J ERogerson, JohnM Booker, DVM, and James W CashMembers Absent NoneThe Chairman called the meeting to order and the following business wastransacted1 MinutesThe board reviewed the minutes of the October 1 and October 15th boardmeetingsCommissioner J E Rogerson moved that the minutes of the October 1 andOctober 15th 1979 board meetings be approved as recordedCommissioner James W Cash seconded the motion which was carriedunanimously2 Removal of Graves Requested by DeveloperCynthia Harris, President, Hickory View,Incorporated a family corporationmet with the board requesting permission to remove an old unattended graveyard froman area being developed as Woodland Trails Subdivision near Clayton Mrs Harrisexplained this request is being made in accordance with General Statutes 65 -13Mrs Harris advised there are several unmarked graves and only one clearly markedgrave bearing the name of Ina Hardee, wife of Major Hardee Mrs Harris also statedshe had contacted some of the Hardee descendents and they were cooperative andseemed willing for the graves to be moved Mrs Harris assured the board membersthis matter would be conducted in a respectful and decent mannerThe board discussed this at length with Mrs Harris and upon motion byCommissioner James W Cash, seconded by Commissioner Frank B Holding and carriedby unanimous vote, granted Mrs Harris permission to move these graves toanother site, provided satisfactory arrangements can be made with descendents whohave relatives known to be buried in this grave site3 Transportation for BlindMrs Joyce Walters of Smithfield met with the board regarding transportationfor the blind of Johnston County Mrs Walters emphasized to the board that moreconsideration should be given to the blind people in Johnston County Mr Jackson,County Administrator, suggested that Mrs Walters approach the State regarding morefunding for the blind in Johnston County4 Road - J W Langston SubdivisionWayne Starling met with the board again regarding his request seeking countyfinancial assistance,to build a road in the J W, Langston Subdivision nearPrinceton The board indicated they would be willing to build this road inaccordance with the law provided 75 of the property owners want the road builtand are willing to fund the project5 Board of Elections - SDaceElizabeth Hoyle, Chairman, Johnston County Board of Elections, met with theboard again questioning the amount of space provided for the Board of Electionsfor storage Chairman Denning advised Mrs Hoyle that the board feels they aredoing as much for the Board of Elections as is necessary and they feel that thespace provided is adequate Mrs Hoyle stated that the State Board of Electionssays the space is not adequate 6 Council on Status of WomenAlma Jones, President, Johnston County Council on the Status of Women, metwith the board requesting funds in the amount of 1,000 for operating expenses forthe council Mrs Jones pointed out that this is just an operating budget to enablethe council to make contact with members, develop programs and generally tend tothe business of the council The board advised Mrs Jones they would take this request under advisement7 our agricultural land is a natural resource which has multiple usesincluding food and fiber production, habitat for fish and wildlife, asource of open space and clean water for public health, and a provider ofvegetative cover necessary for the maintenance of clean air and therevitalization of a productive soil base;and8 the Department of Agriculture needs to provide leadership by establishinfamily farm priorities, changing current programs, and establishing newprograms in order to improve the quality of life of small and moderately -sized family farmers, to encourage the continuation of small and moderately -sized family farms, to create opportunities for the expansion of a familyfarming system of agriculture, and to support viable rural communitiesBE IT FURTHER RESOLVED that the Johnston County Board of Commissioners seekevery assistance from JAMES B HUNT, JR, Governor, and JAMES A GRAHAM, NorthCarolina Commissioner of Agriculture, to actively support this resolution bypersonally testifying before members of the United States Congress and the UnitedStates Secretary of Agriculture, MR BOB BERGLANDIN WITNESS WHEREOF and pursuant to the authority of the Johnston County Boarof Commissioners, this resolution is duly recorded this 5th day of November, 197921 Recreation Grants - ApprovedThe board discussed the recreation grant applications with regard to thegrants already approved and the budgeted amount for this fiscal year After furtherdiscussion, Commissioner J E Rogerson moved that the following recreation grantapplications be approved1 Selma Booster Club 600002 Cleveland Pony League Babe Ruth League 3,000003 Town of Benson 3,000004 American Legion Baseball 3,000005 Optimist Club of Smithfield 3,000006 Corinth Holders Ruritan Club 1,50000Commissioner James W Cash seconded the motion which was carried byunanimous vote22 1979 -80 Recreation Grant DeadlineCommissioner Frank B Holding moved that no more recreation grantapplications be accepted, nor - considered, by the board for _the fiscal year 1979 -80Commissioner John M Booker seconded by the motion which was carried byunanimous vote23 Recreation Grant Extended - Kenly Kiwanis ClubCommissioner John M Booker moved that the request from Kenly Kiwanis Clubto extend the use of their approved 1978 -79 recreation grant in the amount of75000 be grantedCommissioner J E Rogerson seconded the motion which was carried byunanimous vote24 Quit Claim Deed -
