Smithfield, North Carolina,Monday, May 7, 1979, at 10 oclock am, with the following members presentNorman C Denning, Chairman, J-E Rogerson, John-,MBooker, DVM, andJames W CashMember Absent Frank B Holding, Vice ChairmanThe Chairman called the meeting to order and the following business wastransacted1 MinutesThe Board of Commissioners reviewed the minutes of the April 2, 3, and19th board meetingsCommissioner J E Rogerson moved that the minutes of the April 2, 3 and19th board meetings be approved as recordedCommissioner James W Cash seconded the motion which was carriedunanimously2 Keep Johnston County Beautiful, IncSarah Ann Sasser, President, Keep Johnston County Beautiful, Inc, metwith the Board of Commissioners and reported on last years activities and alsotheir goals and plans for 1979 Mrs Sasser in her presentation requested thatthe board pursue a more adequate, economical and desirable method of solid Wastedisposal Mrs Sasser also presented each commissioner With`_informAtion andprocedures for participation in the School Beautification Program Mrs Sassertold the board that Keep Johnston County Beautiful, Inc, is interested in helpingto promote a better school environment and an attitude of pride for the caringof buildings and landscape Mrs Sasser continued stating, getting the students,faculty, and community cooperative involvement °in a school beautification programwill emphasize the renewal of school spirit, prevent litter abuse, and detervandalism of school property In closing, Mrs Sasser asked the Board ofCommissioners to declare the Month of May as Operation Beautiful Month Upon a motion by Commissioner J E Rogerson, duly seconded by CommissioneJohn M Booker and carried unanimously, the board declared the month of May asOperation Beautiful Month 3 Johnston Countv Industrial Facilities Pollution Control Financin-- AuthoritGraham Neville, Vice Chairman, Johnston County Industrial Facilities andPollution Control Financing Authority, met with the board and reported on themeeting of the authority on May 3, 1979 The authority met to consider marketingof Revenue Bonds for the modernization of Burlington Industries, Inc Mr Nevillereported that the authority approved up to 10 million dollars of Revenue Bonds forBurlington Industries4 Joseph R Overby County to Secure LoanJoe Overby again met with the board seeking a decision on his request forthe county to secure a loan from Wachovia Bank and Trust Company The board de-ferred action on this request at this time5 Library ReportKenneth Reading, Director, Public Library of Johnston County and Smithfielmet with the Board of Commissioners for the first time and submitted the quarterlyreport for the library The board talked briefly with Mr Reading about his up-coming budget request for 1979 -806 Designation of Civil Preparedness CoordinatorCommissioner JamesW Cash moved that Richard E Cannity, County PlanningDirector, be designated as the Civil Preparedness Coordinator for Johnston CountyCommissioner J E Rogerson seconded the motion which was carriedunanimouslyI576May 7th Continued2 James Garland Barefoot of Meadow Township requests late listing penaltyin the amount of 22278 be released Mr Barefoot went to MrsThornton tax lister in Meadow on January 27, 1978 to list taxesRecords indicate that she assisted him on that date For some reasonthe listing forms were given to Mr Barefoot and were mailed on February21, 1978, and received in our office on February 22, 1978 Mr and MrsBarefoot were notified of the postponement of the Boards action at theApril meetingRecommendation That the release not be grantedAfter discussion of the above item 2 Commissioner John M Booker movedthat no late listing penalty be assessed to James Garland Barefoot for 1978 taxesCommissioner James W Cash seconded the motion which was carried unanimously17 ReportsThe following reports werefiled with the board for the month of AprilElectrical Inspector, Dog Warden, Tax Collector, Veterans Service Officerand Library18 Pi -Le Fire District - Resolution Calling Special ElectionUpon a motion by Commissioner J E Rogerson, duly seconded by CommissionerJohn M Booker and carried unanimously the following resolution was adoptedRESOLUTIONWHEREAS, a petition has been duly presented to the Johnston County Board ofCommissioners by at least fifteen per cent of the resident freeholders living andresiding in the area lying outside the corporate limits of any municipality inJohnston County, North Carolina, which area is designated as the Pi -Le FireDistrict and being described as followsBEGINNING at a point 1 at the intersection of I -95 and SR 2137; Helen Raypresented the budget request for1979 -80 for the Johnston County Health DepartmentMrs Rays request included three new positions at the Health Department;a secretary for the Environmental Management Section, a soil scientist and a schoolHealth Nurse This budget request also represents an increase of 110,068 overlast years budgetl?May 7th ContnuedThe board assured Mrs Ray this budget request would be given carefulconsideration, however, the board members reminded Mrs Ray that county revenuesare limited Commissioner John M Booker further commented, that with the countyslimited resources governmental services are reaching a limit alsoDr Sanders thanked the board members for their time and consideration20 Veterans Service OfficerA group of Johnston County Veterans Leon Whitehurst, Charlie Parrish,Eddie Rabil, Rudolph Allen, Elbert Jordan, Norman Grantham, Ray Smith othersmet with the board and expressed concern regarding the appointment of a CountyVeterans Service Officer Ray Smith of Benson represented the group as spokesmanMr Smith told the Board of Commissioners this group supports the appointment of amilitary veteran as Veterans Service Office Mr Smith says they feel the veteranswill be better served and can express themselves better to a military veteran MrSmith further indicated this person needs to be a young well qualified individualthat will see that the veterans in this county receive all the benefits they aredue Mr Smith also praised Marie Creech, Acting Veterans Service Officer, for theexcellent job she has doneAfter discussion of this matter, the board instructed Kramer Jackson,County Administrator, to advertise for applicants for the position of County VeteranService OfficerChairman Denning advised this group that the Board of Commissioners wouldact soon in the appointment of a County Veterans Service Officer21 North Lake Side Drive - Laurelwood Hills SubdivisionCommissioner James W Cash moved that the petition to add North Lake SideDrive Laurelwood Hills Subdivision, West Smithfield to the State Secondary RoadSystem for maintenance be approved and mailed to the State Department of Transport-ation for considerationCommissioner J E Rogerson seconded the motion which was carriedunanimously22 Secondary Road # 2155Commissioner J E Rogerson moved that a petition requesting the paving ofSecondary Road # 2155, Oneals Township, be approved and mailed to the North CarolinDepartment of Transportation for considerationCommissioner John M Booker seconded the motion which was carriedunanimously23 Paul Anderson — District Engineer - Department of TransportationThe board talked with Paul Anderson about SecondaryRoad # 2326 MrAnderson indicated he would go out and check this roadMr Anderson also advised the board the Department of Transportation hasrevised the new Secondary Road Paving priority list for Johnston County MrAnderson explained that state officials decided to allow dirt roads intersectedby another road to be treated as two separate projectsMr Anderson also reported that construction on the road to Penn CompressiMoulding, Inc, has been startedUpon a motion by Commissioner James C Cash, duly seconded by CommissionerJohn M Booker and carried unanimously, the board recessed until Monday, May 14,1979, at 8 oclock pmNorman C Denning, Chairman,Eleanor N Creech, Clerk
