August 18 1981The Johnston County Board of Commissioners met-in regular session Tuesday, August18, 1981, at 1 oclock pm, in the Commissioners Room of the Johnston County Courthouse,Smithfield, North Carolina, with the following members presentNorman C Denning, Chairman, Frank B Holding, Vice- Chairman, James W Cash, John M,Booker, DVM, and Howard BentonMembers Absent NoneThe Chairman called the meeting to order and the following business was transacted1 Executive SessionCommissioner Howard Benton moved that the board go into Executive Session to discussthelocation of an industrial prospect,- -Commissioner James W Cash seconded the motion which was carried by unanimous voteAfter discussion in Executive Session, Commissioner James W Cash moved that ExecutiveSession be closed and that regular session be resumedCommissioner Howard Benton seconded the motion which was carried by unanimous voteREGULAR SESSION2 Sewer Line Extension Request - Booker Dairy RoadGail Robinson, a resident of the Booker Dairy Road, met with the board requesting thatthe county extend its sewer line down the Booker Dairy Road Ms Robinson explained that thesoil in this area will not permit any more septic tanks, and further that the nearest sewerline was at Eden Wood about fifty yards, and on the opposite side of the road from her propertyMs Robinson said she had been to the Town of Smithfield with a request for a sewer line,however, the town denied the requestThe board discussed this matter at length with Ms Robinson and explained they wouldlike to be able to help, however, the county can not provide sanitary sewer lines to housesout in the county except along lines provided by the 201 Wastewater projects and referred herback to the Town of Smithfield to see if they would provide a sewer line for this area orpossibly take it into the corporate limits3 Health Department - Fee System and ScheduleHelen Ray, Director, Johnston County Health Department, presented a fee schedule forhealth services for the boards consideration Ms Ray explained that the fee schedule hasbeen prepared as recommended by the State and has been adopted by the local Health Board TheBoard of Commissioners discussed this fee schedule with Ills Ray and was advised that mostcounties are charging for health services, however, no one would be turned down if they couldnot pay Commissioner John M Booker indicated that he was not familiar with the fee scheduleas he had not received a copy and further that he would like to study it before it wasconsidered for adoption by the Board of CommissionersAfter further discussion, Commissioner Howard Benton moved that the Fee Scheduleproposed and adopted by the Johnston County Health Board be approved and adopted forimplementation by the Johnston County Health DepartmentvoteCommissioner James W Cash seconded the motion which was carried by the followingAye Howard Benton, James W Cash, Frank B Holding and Norman C DenningNay John M Booker, DWIiAugust 18, 1981 Cont4 Jail- Fire Escape and Second Means of EgressFreddy Narron, Chief Deputy, met with the board regarding notice from the NorthCarolina Department of Human Resources, Jail and Detention Branch, that there remains acritical structural deficiency of inadequate fire escapes in sufficient number to comply withthe North Carolina Building Code in _the Johnston County Jail The board was advised that the-State has advised that they cannot continue to assume the responsibility for continuedoperation of this facility which fails to provid the second means of egress from the confine -ment level Mr Narron asked forconsideratioonfthis request in accordance with confinementfacility regulations, as the State has requested that thecounty take immediate action tocorrect this situation Ref G,S, 153A -222The board discussed this matter at length and asked Mr Narron to invite the StateJail Inspector to meet with the Board of Commissioners sometime in the immediate future5 Jail - CookFreddy Narron, Chief Deputy, also advised the board that the fail was in due need ofa second cook At the present time the jail has only one cook and it was working a real hard-shipThe board advised they would take this request under consideration6 Water Line - Selma to Pine LevelThe board again discussed water supply to serve Pine Level and Princeton with regardto a water line from Selma to Pine Level and a 200,000 gallon water storage tank to beconstructed at Princeton The board wasconcerned becauseof the deadline imposed on theTown of Pine Level by the State to have a back-up water supply for town residents by December1, 1981 Tim Broome told the board that State officials have indicated to him that if somedefinite action is taken to provide back -up water for Pine Level the deadline date couldpossibly be extended The board discussed cost of the water line of approximately 400,000 to560,000 depending on the route taken,SmartAfter much discussion, Commissioner Frank B, ` Holding moved that Ragsdale Engineersbe retained to provide professional engineering services to run a water line from Selma toPine Level, and to apply for a Clean Water Bond Grant for this project Commissioner Holdingfurther moved that the engineers study the suggested routes,with the thought in mind of puttingthe line where it will serve the most people, and come back to the board with a recommendationCommissioner James W Cash seconded the motion which was carried by unanimous vote7 Resolution - Clean Water Bond Grant - Water Line and Elevated TankUpon amotion by Comnissioner Frank B Holding, duly seconded by Commissioner JamesW Cash and carried by unanimous vote, the following resolution was adoptedNORTH CAROLINAJOHNSTON COUNTYTHE FOLLOWING RESOLUTION WAS DULY PASSED AT THE REGULAR MEETINGOF THE JOHNSTON COUNTY BOARD OF COMMISSIONERSWHEREAS, The North Carolina Clean Water Bond Act of 1977 has authorized the makingof grants to aid eligible units of government in financing the cost of construction of waste-water treatment works, wastewater collection systems, and water supply systems, andWHEREAS, The County of Johnston has need for and intends to construct a water supplysystem project consisting of 12 and 16 water mains, a 200,000 gallon elevated tank, chlorinebooster station, and appurtenances to serve the Pine Level and Princeton areasWHEREAS, The County of Johnston intends to request State grant assistance for theprojectNOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS OF THE COUNTY OFJOHNSTONThat the County of Johnston will arrange financing for all remaining costs of theproject, if approved for a State grant awardThat the County of Johnston will adopt and place into effect on or before completionof the project a schedule of fees and charges which will provide adequate funds for properoperation, maintenance, and administration of the systemThat the County of Johnston will provide for efficient operation and maintenance ofthe project on completion of construction thereofThat Mr Norman C Denning, Chairman, Johnston County Board of Commissioners, andsuccessors so titled, is hereby authorized to execute and file an applicationon behalf ofthe County of Johnston with the State of North Carolina for a grant to aid in the constructionof the project described aboveThat Mr Norman C Denning, Chairman, Johnston County Board of Commissioners, and` -successors so titled, is hereby authorized and directed to furnish such information as theappropriate State agency may request in connection with such application for the project; tomake the assurances as contained above; and to execute such other documents as may be requiredin connection with the applicationThat the County of Johnston has substantially complied or will substantially complywith all Federal, State, and local laws, rules, regulations, and ordinances`applicable to theproject and to State grants and loans pertaining, thereto; and hereby authorizes the abovedesignated representative to execute an affidavit so stating,Adoped this the 18th day of August, 1981, at Smithfeld, No Carolina,Norman C Denning, ChairmanSEAL Johnston County Board of Commissioners8 Sites Considered for Elevated TankTim Broome and C T Clayton, Ragsdale Engineers, advised the board they hadlocated five possible sites near Princeton for the elevated tank Theses sites were discussedand reviewed at length with the board with regard to location, cost and construction factorsAfter review and discussion of advantages and disadvantages of each site, and therecommendation of Site # 5 by the engineers, Commissioner Frank B Holding moved that theCounty purchase Site # 5, a one acre tract of land owned by Betsy Holt Lottman, located nearHighway 70 and Highway 70A junction Commissioner Holding further moved that the Chairmanbe authorized to negotiate with the owner on the purchase price of the landCommissioner James W Cash seconded the motion which was carried by unanimous vote9 HUD Participation - Water Supply System Project - PrincetonThe board further discussed the water supply system project lines and tank toserve Pine Level and Princeton The Commissioners were suggestive that as the countys planswould be designed to construct a 12 inch water line from the elevated tank to the Town ofPrincetons line, and as the countys 12 inch line would run along beside a six inch line tobe built with HUD funds in connection with the Princeton Community Development project, theboard agreed to contact HUD to seek their approval for funds to be applied toward the costof the 12 inch line10 Dunn Water SupplyTim Broome reported that the Dunn City Council was considering a proposal to thecounty for water from the Cape Fear River, however, if Dunn decides they do not want toor cannot furnish water to Johnston County, the board suggested that Harnett County might beinterested11 Resolution - Budget RequestThe board was again reminded of the request for operating funds from the Council onStatus of Wommen The board deferred action,15 North Carolina Project 2000The North Carolina State Department of Administration in creating a new State projectcalled North Carolina 2000 is seeking nominations of a chairman from the counties in theState This project is to have local involvement from all over the State and is aimed atpreparing our state for the next twenty 20 years,The board asked the Chairman to take care of this appointment16 Appointment - Jury CommissionCommissioner James W Cash moved that Lloyd Gilbert be reappointed to the JohnstonCounty Jury Commission for a term of two 2 years expiring September, 1983Commissioner Howard Benton seconded the motion which was carried by unanimous voteiAugust 18, 1981 Continued17 HUD Work -Study InternThe board was informed that the Triangle J Council of Governments will beadministering a HUD Work -Study Program, This is a program that places students in City andRegional Planning and Public Administration at UNC Chapel Hill in part - time position withpublic agencies Johnston County has been selected as a potential placement site for one ofthese students should Johnston County choose to sponsor a HUD Work -Study InternThe board asked the Chairman to discuss this matter with Harold Blizzard, CountyPlanner, and should they agree the county needs these services, the Chairman be authorizedto go ahead with the HUD Work -Study Intern18 Johnston Technical College - Diesel BuildingThe board authorized Johnnie Stott, Iht-exn County Administrator, to advise DrJohn Tart, President, Johnston Technical College, -by letter of the countys commitment offunds to assist a diesel mechanics building for classroom training at the Technical College19 Hospital - Certificate of NeedHoward Benton, who serves as Chairman of the Johnston Memorial Hospital Board ofTrustees, talked with the board regarding the Certificate of Need for the hospital and theselling of the hospital bondsUpon a motion by Commissioner Frank B Holding, duly seconded by CommissionerJames W Cash and carried by unanimous vote, the board recessed to meet again Friday, August21, 1981, at 8 oclock pmNorman C Denning, ChairmanEleanor N Creech, Clerk
